Background Summary:
Health Central has been assisting with the School Nurse program over the years; however, some
funding for this program is being reduced. The Education Commission feels that the School Nurse
Program is vital to the education system and the well being of our community children. In support
of the program they have created a School Nurse Resolution and are asking for the City
Commissions approval and support of the resolution.

Should the City Commission approve the School Nurse Resolution?
BACKGROUND/DISCUSSION
Health Central has been assisting with the School Nurse program over the years, however, some
funding for this program is being reduced. The Education Commission feels that the School Nurse
Program is vital to the education system and the well being of our community children. In support of
the program they have created a School Nurse Resolution and are asking for the City Commissions
approval and support of the resolution.
RECOMMENDATIONS
City staff recommends the City Commission approve the Education Commission's School Nurse
Resolution.
RESOLUTION NO.
A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
URGING THE ORANGE COUNTY SCHOOL BOARD TO
INCREASE FUNDING FOR THE SCHOOL NURSE
PROGRAM OF THE HEALTH CENTRAL FOUNDATION;
PROVIDING FOR SEVERABILITY; PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the School Nurse Program of the Health Central Foundation (the
"School Nurse Program") has been serving the health needs of the Orange County Public Schools
in west Orange County for the past 10 years; and
WHEREAS, the School Nurse Program now places nurses (the "Nurses") who
provide basic health services and screenings for the children in 31 public elementary and middle
schools; and
WHEREAS, the Nurses provide the only health screening that many uninsured
children receive; and
WHEREAS, through the efforts of the Nurses, a free children's medical/dental
clinic was established to serve those in need of care but who would otherwise be unable to afford
such care; and
WHEREAS, a majority of the funding for the School Nurse Program comes from
contributions from parents and the fundraising efforts of the Health Central Foundation; and
WHEREAS, the annual cost of providing one Nurse to perform such vital
services is $27,500 per school.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OCOEE, FLORIDA,AS FOLLOWS:
SECTION 1. Authority. The City Commission of the City of Ocoee has the
authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of
Florida and Chapter 166, Florida Statutes.
SECTION 2. School Nurse Program. The Ocoee City Commission urges the
Orange County School Board to increase funding for the School Nurse Program for Orange
County elementary and middle schools and to start funding this program for Orange County
high schools for the benefit of all of the children in the Orange County Public School System;
SECTION 3. Community Involvement. The Ocoee City Commission urges
the citizens of Ocoee and west Orange County to support the School Nurse Program by
contributing to the School Nurse Program and contacting their School Board Representatives
to express their support for the School Nurse Program.
SECTION 4. Severability. If any section, subsection, sentence, clause, phrase
or portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
SECTION 5. Effective Date. This Resolution shall become effective
immediately upon passage and adoption.
