ISSUE
Should the city commission approve submitting a Florida Cities of Excellence Award in the City Spirit
Category?
BACKGROUND/DISCUSSION
This city is submitting a nomination form for the Florida Cities of Excellence Awards in the City Spirit
category. The rules and regulations for the award program mandate that city commission vote on the
nomination form and that a majority of the city commission approve the award submittal. The
submittal packet must be submitted to the Florida League of Cities by August 20, 2005.
The city has a unique call in and email program during LIVE city commission meetings that promotes
openness in government. Staff is proposing that this program be submitted in the City Spirit
Category.
RECOMMENDATIONS
City staff recommends the city commission approve submitting the City Spirit Award entitled Opening
up the Lines of Communication.
City Spirit Award
City of Ocoee - Opening Up the Lines of Communication
All municipal governments profess to the ideal of opening up communication lines
between the citizens of their communities and the elected officials who serve
them. Many of them adopt standard forms of communication such as newsletters,
websites, mail stuffers, and in some instances if the budget is there to support it,
a government access television station. These are all terrific communication tools
but they tend to be one-sided, in other words they do not allow the receiver the
opportunity to ask questions or challenge the position or statement right there at
that moment in time.
City officials at the city of Ocoee decided they wanted to be proactive in their
approach to open communication lines. They wanted to open up their commission
meetings to more community members than those who regularly attended
Commission Meetings. The city was very fortunate to have a government access
television station, OGTV, already in place. City officials came up with the idea to
allow citizen call ins and emails during LIVE commission meeting broadcasts. They
became the only city in the state to offer this type of service to their citizens.
Now, members of the community don't have to be present at a meeting to have
their voice heard. They can sit in the comfort of their own homes and call in or
email the City if they wish to comment on an issue. The Commissioner designated
by the district the caller or emailer resides then reads the submitted comments
into the record.
Those watching the LIVE broadcast are given the phone number and email address
to use if they wish to be a part of the public process. The email is received on a
laptop, which is monitored by city staff. City staff also answer the live call phone
calls and distribute these messages to the appropriate commissioner as the
meeting progresses.
The city of Ocoee has been utilizing this process for almost 10 years and appears
to still be the only one using this type of live, comment and feedback program
during their commission meetings.
The City of Ocoee is striving to continue and further foster communication by
instilling trust in local government thorough open and honest communication lines.
With comments being taken over the phone lines and via email during the
commission meetings it allows all members of the community to participate no
matter their station in life, truly bringing openness to government in the city of
Ocoee.
