Background Summary:
Parcel 62-105 - The City of Ocoee has petitioned the Orlando-Orange County Expressway Authority to
acquire approximately 2.69 acres of land along SR 429. The City has requested this land to facilitate a future
roadway that will eventually link Roper Parkway and Bowness Road.
Parcel 62-129 - The City of Ocoee has petitioned the Orlando-Orange County Expressway Authority for
approximately 12.97 acres of surplus land along SR 429. The City has requested this land to facilitate an
environmental educational park that would also function for wetland restoration and drainage enhancement.
Issue:
Should the Honorable Mayor and City Commissioners authorize appraisal services on two (2) parcels of land
to be acquired from the Orlando-Orange County Expressway Authority?
Recommendations:
Staff respectfully requests authorization of the expenditure of Road Impact Fee Account (Parcel 62-105 =
$2,500) and Recreational Park Impact Fee Account (Parcel 62-129 = $3,500) for the services identified in
the attached work order in the amount of $6,000 for the valuation services of both parcels of land.

ISSUE:
Should the Honorable Mayor and City Commissioners authorize appraisal services on two (2) parcels of
land to be acquired from the Orlando-Orange County Expressway Authority?
BACKGROUNDIDISCUSSION:
Parcel 62-105 - The City of Ocoee has petitioned the Orlando-Orange County Expressway Authority to
acquire approximately 2.69 acres of land along SR 429. The City has requested this land to facilitate a
future roadway that will eventually link Roper Parkway with Bowness Road. Specifically, the subject
property is located on the north side of Roper Parkway and west of Maguire Road. The property is
identified by the Orlando-Orange County Expressway Authority parcel 10 # 62-105.
The purpose of the land acquisition is to implement objectives established in the City of Ocoee
Comprehensive Plan adopted October 1, 2002; particularly, the Roper Parkway extension as it is
identified in the Recommended Roadway Improvements section of the Transportation Element. The
ultimate goal is to provide improved accessibility to the growing industrial and distribution activities in
west Ocoee north of SR 50. The Expressway Authority purposely left this remnant parcel out of the
original Western Expressway construction to permit this parallel roadway extension.
Parcel 62-129 - The City of Ocoee has also petitioned Orlando-Orange County Expressway Authority
for approximately 12.97 acres of surplus land along SR 429. The City has requested this land to
facilitate an environmental educational park that would also function for wetland restoration and
drainage enhancement. Specifically, the subject property is located on the north side of Pine Street and
south of the Crown Point Woods Subdivision. The property is identified by the Orlando-Orange County
Expressway Authority parcel 10 # 62-129.
The nature of this request is to create some type of environmental educational park. The property itself
has uplands and wetlands that are associated with the drainage basin for Lake Apopka, which makes
this site a good candidate for a drainage enhancement and wetland restoration project. This
environmental educational park would ultimately feature benches, walkways and informational sign age.
To this end, the City has approximately $550,000 available from the St. John Water Management
District (SJWMD) for this wetland mitigation program. Staff has consulted with PEC (Professional
Engineering Consultants, Inc.) and SJWMD. All have agreed on the potential of the site for some sort of
wetland restoration/mitigation parkland.
The City has received acknowledgement letters on July 11, 2005 for both parcels of land from the
Orlando-Orange County Expressway Authority. In order to continue with this acquisition, the City needs
to obtain appraisals for both parcels of land using Expressway Authority approved appraisers. The City
has received a quote from Pinel & Carpenter Inc. Real Estate Appraisers for their services (attached for
your review). Upon receipt of the appraisals, the City anticipates entering into Purchase Agreements for
both properties subject to final approval by the Mayor and City Commissioners in accordance with
Expressway Authority Rule 4-1. Funds to purchase these properties are available from City's Road
Impact Fee Account and a grant from the St. John's River Water Management District.
STAFF RECOMMENDATION:

Dear Mr. Fabre:
Our firm has submitted fee quotes for two separate appraisals regarding surplus
property owned by the Orlando Orange County Expressway Authority situated in the
Ocoee area. The fee quotes are for two separate reports as it is anticipated that one of
the parcels will have a highest and best use for a low-density residential use and the
second parcel will have a highest and best use for industrial.
If it is the City's desire to have these properties appraised in a single appraisal report
rather than two separate appraisals the total fee of $7,300 can be reduced to $6,000.
Please advise as to your preference regarding the reporting format to be used on this
appraisal assignment.

Parcel 62-105 - Potential Surplus
Dear Frank:
The Authority has reviewed the City's request to declare a portion of Parcel 62-105
surplus and convey it to the City for the extension of Roper Parkway. Please be aware
that any such conveyance would be subject to the Authority's Rule 4-1 Policy Regarding
the Disposition of Excess Lands (the "Policy"), a copy of which is enclosed for your
reference. Final approval of any sale is also subject to approval by the Authority's Right
of Way Committee and Board of directors.
Pursuant to the Policy, the City would need to choose an appraiser from the enclosed list
of Authority-approved appraisers. The City will be responsible for the cost of the
appraisal; however, the appraisal will be prepared for the use and benefit of the
Authority. The appraisal shall be subject to review certification by a review appraiser
approved by the Authority to confirm that the appraisal is reasonable.
The Policy also provides that the property be advertised and sold to the highest bidder,
but not for less than appraised value, plus the cost of the appraisal and advertising,
however, this provision can be waived by the Board to allow a direct, negotiated sale to
the City without public bid requirement.
Upon certification of the appraisal, if the City will submit an executed Purchase
Agreement, in the form attached, for the appraised value, along with a deposit equal to
ten percent (10%) of the proposed purchase price, we will submit it to the Right of Way
Committee for recommendation to the Board that the property be declared surplus and
sold.
