Project
Background Summary:
The original project did not have a means of discharging reuse water during start up and calibration of the
pump station equipment. Unlike a potable water project start up, there are no fIre hydrants to use as blowoffs
and regulations do not permit the discharge of reuse water onto uncontained surfaces or into uncontained
areas. The contractor was required to install temporary piping from the end of the reuse main at Maguire
Road and Professional Parkway to the stormwater system in the same intersection. In addition, some
enhancements to the instrumentation were required to receive data from the CONSERV portion of the project.
So that staff could more efficiently operate and maintain the reuse pumping station. The additional time was
required to afford time to notify all residents of the Brookestone subdivision about the switch to reuse water
for irrigation. The change order amount to include these items is an increase in contract amount of
$11,017.66 with an increase of twenty-six calendar days.
Issue:
The Reclaimed Water Booster Pumping Facility Project requires an additional cost for effective start up and
operation.
Recommendations
The Engineering - Public Utilities staff recommends that the City Commission approve Change Order No. 5
in the amount of $11,017.66, with an increase in contract time of twenty-six days, and authorize the Mayor
and City Clerk to execute the change order.

Financial Impact:

ISSUE
~he Engineering Department requests that the City Commission approve Change Order no. 5 with Prime
~onstruction Group, Inc. on the Reclaimed Water Booster Pumping Facility Project for temporary piping
needed for startup, additional instrumentation, and adjustment in contract time. The change order results in an
increase of$11,017.66, with an increase in contract time of twenty-six calendar days.
BACKGROUND/DISCUSSION
The Reclaimed Water Booster Pumping Facility project includes the construction of a pump station, connection
to the CONSER V pipeline, and associated piping and instrumentation to allow for the drawing of reclaimed
water from the CONSERV pipeline, a system operated by the City of Orlando and Orange County. The City of
Ocoee purchased a lot on south Maguire Road near the CONSER V pipeline that generally runs along Moore
Road to be the location of the Reclaimed Water Booster Pumping Facility_

more efficiently operate and maintain the reuse pumping station. The additional time was required to afford

.lme. This change order provides for an increase of 1.0043% in the contract amount of $1,097,000. The new
contract value including this change order is $1,193,043.39 and the new contract completion date is August 12,
2005. The change order is attached for review.

CHANGES ORDERED:
I. GENERAL
This change order is necessary to cover changes in the work to be performed under this
Contract. The GENERAL CONDITION, SUPPLEMENTARY CONDITIONS, SPECIFICATIONS
and all parts of the Project Manual listed in Article 1, Definitions, of the GENERAL CONDITIONS
apply to and govern all work under this change order.
II. REQUIRED CHANGES
C05-01 Required changes include: (1) Pipe connection from the 12-inch pipe at the northwest
corner of the intersection of Maguire Road and Professional Parkway to the storm inlet
located within the vicinity of the same said intersection.
C05-02 Provide PLC and HMI programming to display flow, pressure and indicate valve control
and station disable.
C05-03Established the substantial completion and final completion date for July 13, 2005 and
August 12, 2005 respectively.
III. JUSTIFICATION
C05-01 For checkout/startup purposes for the four vertical turbine pumps at the Reclaimed Water
Booster Pumping Facility Pond No. 5 was chosen as the discharge point. Pond No. 5
constructed under the Maguire Road - Road Widening Project is located at the southeast
comer of the Maguire Road and Professional Parkway Intersection. A 16-inch RWM also
constructed under the Maguire Road Project currently extends from the Booster Pumping
Facility to Professional Parkway along Maguire Road and branches off to : (1) a 12-inch
pipe portion connected to an air release valve located at the northwest corner of the
Maguire Road/Professional Parkway Intersection and (2) a 16-inch stub out for the future
connection to the reclaimed watermain along Professional Parkway. A stormwater inlet
located within the same vicinity of the 12-inch RWM and air release valve connects to
Pond NO.5. A pipe connection is needed from the 12-inch RWM to the storm structure to
allow reclaimed water to be discharged to City of Ocoee's Maguire Road Stormwater
Pond NO.5.
C05-02Provide PLC and HMI programming to display flow, pressure and indicate valve control
and station disable pursuant to Owner requirement.
C05-03Established the substantial completion and final completion date for July 13, 2005 and
August 12, 2005 respectively. Substantial and Final Completion modification needed to
allow City to issue required Public Notice concerning use of reclaimed water for public
use/irrigation.
IV. NARRATIVE OF NEGOTIATIONS
C05-01 CPC received on May 27, 2005 at a cost of $6,138.11 and an additional three (3) days in
Contract Time. Non-critical time request due to C05-03 below. Proposed cost appears
reasonable and is hereby recommended for acceptance by PEC.
C05-02CPC received on Jun 15, 2005. Same detailed request for additional work by Owner to
Contractor directly at a cost of $2,568.45 and an additional eighteen (18) days in Contract
Time. Revised CPC dated July 20, 2005 indicated additional requested PLC and HMI
programming at a revised cost of $4,879.55 and an additional eighteen (18) days in
Contract Time. Non-critical time request due to C05-03 below. Proposed cost appears
reasonable and is hereby recommended for acceptance by PEC.
COS-03 Time extension needed to provide required Public Notice concerning use of reclaimed
water for public use/inigation.

VI. APPROVAL AND CHANGE AUTHORIZATION
This proposed change to the Contract is to be approved by the Ocoee City Commission.
Acknowledgments:
The aforementioned change, and work affected thereby, is subject to all provisions of the original contract
not specifically changed by this Change Order; and,
It is expressly understood and agreed that the approval of the Change Order shall have no effect on the
original contract other than matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the
adjustments in Contract Price and Time shown hereon constitute full and complete compensation and
satisfaction for all costs and modifications of perfonnance time incurred by the CONTRACTOR as a result
of this Change Order. No other claim for increased costs of perfonnance or modifications of time will be
granted by the OWNER for the Work covered by this Change Order. The CONTRACTOR hereby waives
and releases any further claims for cost or time against the OWNER arising from or relating to the matters
or Work set forth or contemplated by this Change Order.
