Background Summary:
As former Fire station #1 is scheduled for demolition, Motorola/Wireless Technology Equipment Company, Inc.
(WTEC) will need to move the back-up radio equipment and take down the old radio tower from former Fire
station #1, erect a new tower at a suitable location in the municipal complex, and install the back-up radio
equipment in the police station. The old tower is not in suitable condition to be reused.
Issue:
Should the Honorable Mayor and Board of City Commissioners authorize spending up to $36,000 for
Motorola/WTEC to remove the old tower, erect a new tower elsewhere in the municipal complex, and relocate
back-up radio equipment from the old fire station to the police building.
Recommendations
It is recommended that the Honorable Mayor and Board of City Commissioners authorize spending up to $36,000

ISSUE
Should the Honorable Mayor and Board of City Commissioners authorize spending up to $36,000 for
Motorola/WTEC to remove the old tower, erect a new tower elsewhere in the municipal complex, and relocate
back-up radio equipment from the old fire station to the police building.
BACKGROUND/DISCUSSION
The former Fire station#1 has been scheduled for destruction in the upcoming months. The City of Ocoee
Police Department currently utilizes former Fire station#1 to house the radio tower for the back-up and inter-
city 800 MHz radios for when the main radio system goes down. This tower will need to be relocated. The
building also contains the following equipment that requires relocation: one (1) radio rack, six (6) shelves, five
(5) 800 MHz control back-up stations, and one (1) VHF inter-city station. Due to the age and overall
deterioration of the existing thirty-five (35) foot tower, it is not suitable to move to a new location and should be
replaced. Motorola's service department, WTEC has given an estimate of$29,300 for removal of the tower and
antennas from the former Fire station#1, to erect a new Rohn 25 tower on the north side of the police
department, and relocate all existing radio equipment to a climate controlled environment in the main police
department.
MotorolalWTEC is a sole source provider for these services as the warranty and maintenance agreement on the
equipment would become void if the work was performed by another vendor. There would also be compatibility
issues if other brand equipment were used. $36,000 was budgeted in FY 04-05 for this purpose
(Communications Division line 3400 Contractual Services).

In response to your request for information regarding Wireless Technology Equipment Company
(WTEC),we at Motorola pride ourselves in choosing and working with some of the best in class
service providers who share our fundamental objective of Total Customer Satisfaction. As the
only Motorola Authorized Service Station(MSS) in the greater Orlando area, WTEC receives
many support services from Motorola to better serve customers in the area. As a MSS, WTEC
receives from Motorola the following assistance to properly install and maintain Motorola
equipment and systems:
• Annual Motorola Technology Assessment: Once annually Motorola will revisit and
interview with WTEC to be sure that previously assessed technicians are still in place and
capable of installing and maintaining Motorola system technologies. We will also
properly assess each additional technician that is added to your organization and assist in
a developing a training plan for those individuals.
• Authorized warranty center status: This allows WTEC to make actual factory warranty
repairs in the field on behalf of Motorola.
• Motorola factory training: Motorola makes available to WTEC all training courses to
keep your technicians current with new products and maintenance procedures.
• Test equipment maintenance: Factory service of your test equipment to be sure it is
properly calibrated for accurate troubleshooting.
• Service manuals: Service manuals for field technician assistance and study.
• Motorola System Technologist backup support: Telephone consultative assistance with
Motorola in house engineering services for technicians, either in the field at customer
locations or in the service center,to accurately troubleshoot difficult situations.
• Availability to Motorola field engineering support: Motorola field System Technologists
to assist them with difficult troubleshooting situations in the field and at customer
locations.
• Access to Product Service Bulletins and Service Repair Notes from the Motorola factory
Design Center: Automatic notifications from the factory Design Centers of known
product problems and the action required to make expeditious repairs and or
modifications.
• Customer Service Request tracking system: Motorola allows WTEC to open customer
requests for information and assistance that will be tracked in our case management
system. These issues are tracked weekly by Motorola management to measure and
metric the cycle time of resolution.

WTEC is the service provider that is assigned to maintaining the City of Ocoee's two way radio
system under a Motorola Maintenance Agreement. I hope that the City has been pleased with

RE: Tower Proposal
WTEC is pleased to provide you with this budgetary proposal for the removal of the
existing tower behind Ocoee Fire Station#1 and the installation of a new tower. The installations
will be in accordance with current industry standards, unless agreed upon otherwise. Project work
references the following: Request from Kathy Simanski and Tony Wilson.
Following completion of an Engineering Study, work completion has an estimated lead-
time of 2-3 weeks after a purchase order/contract is received, accepted and the required parts
are on-hand. Equipment lead-time is approximately 4-6 weeks.
WTEC SCOPE OF WORK FOR PROJECT#761343c
WTEC has been requested to complete the following work, specific to the existing tower:
• Remove a 50' Rohn 25 Tower from the current Ocoee Fire Station#1 location.
• Remove 11 mixed Omni and Yagi Control Station antennas and lines.
• Remove 1 Vhf DB224 antenna and line.
• Relocate Ground Buss Bar and Polyphasers
• Perform Preventative Maintenance and relocate and install five 800 MHz. Control Stations
and one Inner-city VHF Station
WTEC has been requested to complete the following work, specific to the replacement tower:
• Architectural Engineering to provide a Detailed Equipment List and Tower
Construct List.
• Provide one new Rohn Tower.
• Provide Engineering, Permitting, Foundations.
• Provide building brackets, "A" Coax, "A" Superflex, 7' x 50',jumpers, connectors, 1/2'SF,
N-M
The customer is responsible for providing a secure climate controlled environment, AC
Power, alternate back-up power, or UPS, Earth Grounding less than 5 ohms,Telco circuits
within 6' of the equipment racks, cable conveyances -roof penetrations, and building
access for installation.
WTEC's Cost to City of Ocoee Police Department$29,300.00

This quotation has been prepared to assist the City of Ocoee Police Depart in budget
planning. It has been prepared utilizing due care, skill, and represents o good faith estimate of
the costs and materials necessary,to provide the services described in t

to be noted,that this price could be changed based upon completion of the Engineering
Study. The actual costs necessary to install the system may differ, from those estimated here,
due to factors beyond WTEC's control. {Soil composition, changed requirements, differing site
conditions, equipment substitutions, etc.}Additional expenditures thus may be necessary to
deliver the equipment and services as proposed.
