The truck has been used to supplement emergency response of the engine/pumper trucks by transporting firefighters and does not responded individually on calls. The rescue truck does not posses any firefighting capability but only transports firefighters to the scene of an emergency. Issue: The heavy rescue squad truck was designed for special operations, not to be run as a smaller rescue truck is designed to do. The fire department has run the heavy rescue truck on every call that the city receives. Approximately 95% of all calls the heavy rescue vehicle responds to result in it's cancellation prior to it's arrival on scene, with no service delivered to the public. The vehicle is 6 years old and has averaged 12,952 miles per year. The projected serviceable life remaining in the heavy rescue squad is estimated at 4 years. Recommendations It is recommended that the City Commission declare the 1999 Freightliner rescue truck surplus and approve the brokered sale of same by Ten-8 Fire Equipment Company. The proceeds of the sale will be directly applied to the purchase of a new Engine/Pumper. Attachments: Exclusive Broker Service Agreement Financial Impact: As of this date, the truck is estimated in resale value between $100,000 and $120,000, with the initial asking price to be set at $120,000. After January 1, 2006, according to industry standards, the resale value will decrease to between $50,000 and $60,000, according to the manufacturer. BACKGROUND/DISCUSSION The heavy rescue squad truck was designed for special operations and not run as a smaller rescue truck is designed to do. The fire department has run the heavy rescue truck on every call that the city receives. Approximately 95% of all calls the rescue truck responds to result in it's cancellation prior to it's arrival on scene. The vehicle is 6 years old and has averaged 12,952 miles per year. The projected serviceable life remaining in the heavy rescue truck is approximately 4 years. The current resale value of the truck is estimated at 60% it's purchase price of$202,000 or$120,000.The manufacturer of the vehicle estimates the resale value of the truck to decrease to 25%or$50,000 after January 1, 2006 when it becomes 7 years old. Staff recommends that the City Commission declare the Heavy Rescue Squad truck as surplus and authorize the brokered sale of same by Ten-8 Fire Equipment Company for the asking price of$120,000 to be applied to the purchase of a new Engine/Pumper. The new engine would allow the department to place other equipment in a second run and/or reserve status to prolong the life of existing equipment. 1 TEN-8 FIRE EQUIPMENT INC. (hereinafter TEN-8), a Florida Corporation at 2904 59th Ave. Drive East, Bradenton, FL 34203, and the City of Ocoee, 150 N. Lakeshore Drive, Ocoee, FL 34761. 1. WHEREAS, TEN-8 desires to provide a broker service and the City of Ocoee desires to use that broker service to sell vehicle per attachment"A" and therefore the City of Ocoee, agrees to work with TEN-8 until vehicle is sold or until termination of the agreement by either party upon 30 days written notice. Ten-8 agrees to aggressively promote and advertise vehicle in attachment "A"to expedite the sale. 2. PRICE AND COMPENSATION. The City of Ocoee agrees to pay a ten(10%) seller's fee ($2,000.00 minimum)to TEN-8 as compensation for services in marketing and selling of vehicle per attachment"A"during the term of this Agreement. The highest possible sale price shall be obtained. Unit shall be marketed at a selling price of $120,000.00. A fair and equitable price will be sought from any prospective buyer. All offers shall be presented to the City of Ocoee for consideration. If the City of Ocoee completes a sale of the vehicle directly with any buyer or agent of buyer during the term of this agreement,the City of Ocoee shall pay TEN-8 the 10% seller's fee($2,000.00 minimum). 3. SALES LEADS, A representative of TEN-8 will coordinate with prospective buyers to inspect the vehicle and will present all offers in writing to the City of Ocoee. Any cost associated with advertising and showing of vehicle shall be paid by TEN-8 Fire Equipment Inc. 4. FAX COPIES AND APPLICABLE LAW. A duly signed copy of this agreement transmitted by electronic facsimile shall be construed, valid and enforceable as an original agreement between the parties. This Agreement shall be governed by the laws of the State of Florida.
