OVERVIEW I The Ocoee Fire Department operates from three fire stations strategically located throughout the City to provide maximum response in minimum time. The Department consists of a total I of 52 personnel and operates on a 24 hour 365 day per year basis. The Department provides Basic Life Support (BLS) emergency medical service, fire suppression, plans review for new construction, fire prevention inspections, fire code enforcement, public education, and emer- ' gency management functions for the City. The Department operates 3 Engines, 1 Aerial/ Engine, Heavy Rescue Squad, Rescue Boat, Brush Truck, Water Tanker, Disaster Trailer I and various support vehicles. The Department responded to approximately 3,200 calls for service in the past year, 60% residential and 40% non-residential in nature. The City of Ocoee Fire Department also provides fire protection to the Town of Windermere. I MISSION STATEMENT The mission of the Ocoee Fire Department is to protect the lives and property of residents, I business owners, their employees, and the people visiting Ocoee. The department strives to provide the highest levels of service in fire suppression, emergency medical services, fire I prevention and public education and mitigation of the effects of natural and manmade disasters. ok THE CITY MANA I 2004 was a very big year for the Ocoee Fire Department. In May, the new fire station on Bluford Avenue opened, housing both fire I administration offices and a full crew as well as Ocoee's Emergency Operations Center (EOC). Little did we know that building a facility . to include a state-of-the-art EOC would prove to be so I important. Late summer and early fall brought three major hurricanes through Central Florida. The Fire Department did a fantastic job coordinating the City's emergency response operations I r City staff from all departments were housed around-the-clock at the station during and immediately after the storms. Having a central location for these operations was critical to dealing with issues before, I during, and after the hurricanes. In October, Chief Ron Strosnider retired after a successful 24-yearcareer with the City. Shortly I CITY MANAGER thereafter, Chief Firstner was promoted from Assistant Chief and ROBERT FRANK tasked with the challenge of managing the department over the next several 'high growth' years. I am confident that Chief Firstner finestI will lead his team in continuing to provide the fire protection, rescue, and emergency response services to our community. They are truly professionals, and an integral part of the City's dedicated I workforce. We have seen the addition of three Battalion Chief positions and the nine subsequent promotions to Lieutenant and Engineer. The I opening of the 19,000 square foot Main Fire Station has provided the department with state-of-the- art facilities to operate and room to grow in the future. The restructuring of the management staff has completed a very active year. E. As a department, we have weathered three major hurricanes, responded to over 3,200 emergency calls, and once again received the Life Safety Achievement Award for outstanding fire prevention I and public education resulting in zero structural fire deaths within the City. Personally, I am excited about what the future holds in store for the department. I have witnessed a I renewed enthusiasm from all members of the department who share the expectation of new challenges that face us. It is my vision to facilitate a work environment that is friendly, efficient, productive and professional so that all department members, regardless of rank or position, will find it personally rewarding. It is my goal to see that every department member has a safe work environment, has the proper tools to accomplish their mission, and most of all the ability to advance and succeed in their career. No one will be left behind. We are one team,with shared goals, and shared achievements. II am proud to serve the members of the Ocoee Fire Department. I would like to take this opportunity to thank City Manager Rob Frank, the Mayor and City Commission, and the City Staff for their continued support of the Fire Department, making it possible to deliver superior service to the visitors and citizens of the City of Ocoee. I I 1 City Of Ocoee Fire Rescue 5 2004 Annual Report �_► ��_ OM THE DEPUTY CHIS \\ 3 MEM • id .T • 3 2004 was a very active year for the Ocoee Fire Department. The year started out with the addition 3 of Battalion Chiefs to the 24-hour shift command structure. The promotion of the three new Battalion Chiefs also facilitated the promotions of three new Lieutenants and three new Engineers. That was a great way to start the year. 3 Things didn't slow down either. Soon after the promotions, we contracted our emergency dispatch services to Orange County Fire Rescue Communications. This switch put us on the same dispatch 3 system as our neighbors Winter Garden Fire Department and Orange County Fire Rescue. An automatic aid agreement with Orange County was added and our response zones were modified in the computer aided dispatch system to send the closest units from Ocoee, Winter Garden and Orange County to all emergency calls. That gave us the opportunity to increase the number of units dispatched to all structure fires. All structure fires now get three Engines, one Quint or Truck Company, one Rescue Squad and a Battalion Chief, helping us meet the staffing and response requirements of NFPA 1710. Ocoee units also adopted countywide identification numbers to prevent the possibility of having duplicate numbered units on a scene. An S.O.P. Committee has also been formed and they are currently working to develop interagency standardized operational guidelines 3 for emergency scenes. Field Training Officers were added to each shift at the end of 2004. These three personnel will work 3 together to help develop, coordinate and deliver consistent fire and EMS training across the three shifts. They will be working closely with the Central Florida Fire Academy, other area Fire Departments and the Department of Emergency Services. 3 How could the year 2004 be revisited without mentioning Charley, Frances and Jeanne? Our Fire Department personnel did an extraordinary job working along side all other departments and agencies to prepare for, respond to and recover from these three unprecedented hurricanes. I don't "y believe anyone ever thought that our City's new Emergency Operations Center located in new Fire Station One would get such a quick workout. In conclusion, I am proud of the Ocoee Fire Department and every one of its members. L I I �W , • 8__N L , _ -I&I The Fire Prevention's Bureau's goal is to reduce injuries, death and property loss caused by fire 1 through the enforcement of state and local fire codes. The Fire Prevention Bureau's responsibilities include code enforcement, investigation of code violation complaints, construction plans review, fire inspections of existing and newly constructed facilities, fire safety and construction consultations, Linspections of fire protection and alarm systems, fire investigation, maintaining fire records and other related activities for the prevention of fire and the reduction of life and property losses from fire. 2004 remained an extremely active construction year within the City of Ocoee, with one of the Ihighlights being a new high school, which is scheduled to open in August 2005. There were 22 cause and origin fire investigations as I well as follow-up investigations. In these situations,we often work in task force with iOcoee Police Department detectives as well as the investigators of the State of Florida Fire Marshal's office in Orlando. I f° Another responsibility of the fire prevention division is the provision of community education. This division provides a wide array of services,including safety lectures, fire extinguisher training, engine demonstrations, station tours,static displays,puppet \ show, and juvenile fire-setter intervention program. Fire safety education is presented to the children, teaching them important instruction such as "Stop, Drop and Roll" and fire safety around their homes. The department presented the fire prevention program through a puppet show to 13 different schools in the local area. I The program is entitled "Crawl Low in Smoke" and "Fire Drills" and is used for the entire year so that all the children that see the show get the same message. The program is hosted by "Firefighter E.D."(Exit Drills) if male, and"Firefighter E.D.I.T.H." (Exit Drills In The Home) if female. We use these acronyms to convey the message of I the program, asking the children to remember the names, and quizzing them at the end of the program to reinforce the message. The puppets provide important fire prevention information through songs and interaction with the Firefighter. The message is to stay low and crawl when the room is filled with smoke, check to see if the door is hot I before opening it, and how to plan and practice exit drills in their homes. The program is well received by the children and serves a wide range of ages. The program is designed by,rehearsed and delivered by Ocoee firefighters that practice the program throughout the year. Lt. Mike Reed has been the public education coordinator for the I department since 2001 and has done an outstanding job delivering fire prevention and safety education to our community's most valuable resource,its children. This past year has been very productive for A-Shift, with promotions of Battalion Chiefs, r Lieutenants, and the hiring of three new firefighters. ra Battalion Chief Fulmer has risen from the rank of Lieutenant to become one of the first Battalion Chief's for the Ocoee Fire Department. She is currently working towards her bachelor's degree by attending her classes at U.C.F. Lieutenants Ben Buckner, Kevin Greenhill, and newly promoted Jonathan Mieras have been appointed their own assignments. Lt. Buckner is in charge of turn-out gear and maintenance for the newly purchased S.C.B.A.'s. Lt. Greenhill makes certain that all radios, both portable and mobile, Lare in good working condition. Lt. Mieras keeps all stations cleaning supplies well stocked. Engineer Ken Strickland is the newly appointed F.T.O. for our shift. Firefighter/Paramedic William IMendoza is the wellness program coordinator. New hires Firefighters Vincent Byrd, Luis Ruiz, and Thomas Smothers had their work cut out for them. Having been hired just before three hurricanes struck Central Florida, they got to see first hand the destructive power of a hurricane and how teamwork plays in bringing a community back together. Battalion Chief George Ledford is currently seeking his Associates in Science Degree. Engineer L Bruce Bennett is a member of the newly implemented FTO (Field Training Officer) program. Firefighter James Kelley is on the S.O.P. and apparatus committee. With the re-assignment of Ocoee's Quint 25 to Station #1, Lieutenant Yancy Cleveland and other shift personnel were assigned to complete the 40 hour truck company operations course held at CFFA. They had the opportunity to sharpen their skills used in forcible entry, ventilation, search 1 and rescue, and some suppression techniques. Lieutenant Cleveland and his personnel continue to maintain the department's tools and equipment. A new preventative maintenance program was implemented this year with a local company for the entire fleet of fire apparatus, under the direction of Lieutenant Larry Bras. Lieutenant Bras and his personnel continue to handle the maintenance of the department's vehicles. 111 Under the direction of Lieutenant David Whitaker Station #3ersonnel researched, ordered, and P installed a mounting system to Engine #39 to secure the tools and appliances to the engine. I Lieutenant Whitaker also maintains the department's hydrant testing and maintenance program. Battalion Chief Frank Carlsson is one of 3 newly promoted Battalion Chiefs. Along with his IInew duties, Chief Carlsson is in charge of the departments uniform budget. He is a member of FL-Task force 4 and attended the National Fire Academy in Emmitsburg, MD. Chief Carlsson is also involved with new hire orientations. L Lieutenants Joe Moy, Tim Hoover, and Mike Reed do a fine job in maintaining a high degree of professionalism in training and station assignments. Lieutenant Moy is the departments EMS supply officer and Lieutenant Reed is the departments Fire Prevention safety program supervisor. Lieutenant Reed has done numerous public education programs at schools in I and around the city. This show centers around presenting a puppet show to the children. Lieutenant Hoover is in charge of the department fire hose testing and replacement. 1 Engineer Steve Ellis, also a member of FL-Task force 4, was deployed this year to Panama City after Hurricane Ivan. The CACOFD meets on the second Thursday of each month at 7:00 pm in the training room of Fire Station One. The Council consists of up to 25 members serving 3 year terms. Citizens that are either Ocoee residents, owners of real property, or owners of businesses I located in Ocoee are eligible to serve on the Council. The Ocoee Fire Department supports the CACOFD and encourages the participation in the Council by any interested member of the community. Applications for membership can be found on the City's web site, or by stopping I by Fire Station One to request one. CACOFD Members I Mark A. I The program is designed to enlist the help of citizens, council members and members of the department on a voluntary basis to take on community projects, such as painting fire hydrants and building wheelchair ramps for individuals that are in need.
