HomeMy WebLinkAbout02-18-1992 Minutes MINUTES OF THE CITY OF OCOEE DISTRICTING COMMISSION PUBLIC HEARING HELD chr FEBRUARY 18, 1992 Chairman Stebbins called the meeting to order at 6:37 p.m. in the commission chambers and announced that this public hearing was called for the purpose of presenting the findings of this commission to the public and to receive their input before formalizing a recommendation to present to the City Commission. The roll was called and a quorum declared present. PRESENT: Chairman Stebbins, Members Breeze, Doss, Dunnaway, and Pauline. Also present were Dr. Serow and City Clerk Grafton. ABSENT: none APPROVAL OF MINUTES OF JANUARY 23, 1992 MEETING Mr. Breeze, seconded by Mr. Pauline, moved to dispense with the reading of the minutes and approve the minutes as presented. Motion carried with unanimous vote in favor. Public Hearing Dr. Serow, consultant from the Center for the Study of Population, Florida State University, addressed the citizens, advising that he had provided maps showing 3 options to be presented for consideration in the districting of the City of Ocoee, and those maps were displayed on the wall. He then listed the requirements used in drawing the maps: 1) equality in population size, 2) compact and contiguous to the extent possible, 3) district boundaries follow major natural or man-made features. All 3 plans are essentially equal (mostly within 1% in population) . Plan #1 is the most compact and contiguous of the three, but the blue district is extremely large in relation to the others. Plan #2 takes more of an east-west orientation. Plan #3 is somewhat more compact than #2 (although less compact than #1) and has the best distribution of population ( only 1/2 % deviation) . In his opinion Plans #1 and #3 have more to recommend them than #2. Comments by the Public Mr. John Linebarier said that, in reviewing the minutes, the reasons listed for preferring Plan #3 over #1 and #2 are not valid as all are equal in population and he took issue with the fact that all the reasons that were common to all the plans were not listed as benefits for all the plans. Mr. Linebarier said that he felt that the only benefit not shared between Plan #3 and #2 is no interruption in City Commissioners and he did not find that to be a benefit. He continued to insist that the statement that Plan #2 was not feasible was not a valid statement. City Clerk Grafton advised that the discussion leading to that statement involved several hours of conversation that had been omitted from the minutes for the sake of brevity as the final consensus was all that was necessary for the record. She stated that the tape of the meeting would be available if anyone wished to listen to the entire meeting. ‘111.0, Page 2 Ocoee Districting Commission Meeting February 18, 1992 Ms. Doss said that in Plan #2 the blue area was landlocked and already condensed in population, not able to grow, that it also was not as compact and conforming as Plan #1. Potential growth was not a criteria to be considered, but it was difficult to be a citizen and not consider that as well. Dr. Serow said that Plan #2 has no advantages over Plan #1 or #3 and, all things being equal, #3 would be more desirable. Mr. R.P. Mohnacky said that where an incumbent lives should not have any bearing on where the district line is drawn. Discussion/decision on recommendation to City Commission The public hearing was closed and Commission agreed to meet on February 27, 1992 at 7:00 p.m. to discuss the recommendation to be submitted to City Commission.
