HomeMy WebLinkAbout02-27-1992 Minutes MINUTES OF THE CITY OF OCOEE DISTRICTING COMMISSION MEETING HELD FEBRUARY 27, 1992 Chairman Stebbins called the meeting to order at 7:07 p.m. in the training room and, after the roll was called, he declared a quorum present. PRESENT: Chairman Stebbins, Members Breeze, Doss, Dunnaway (arrived at 7:30 p.m.) , Pauline, and City Clerk Grafton. Approval of Minutes of February 18, 1992 Meeting Mr. Breeze, seconded by Mr. Pauline, moved to approve the minutes of the public hearing held February 18, 1992 as presented. Motion carried with unanimous vote :in favor. Discussion/Decision on Recommendation to City Commission Chairman Stebbins asked if any statements made at the public hearing had caused a change in the feelings of the Commission regarding the recommendation of Plan #3 to the City Commission. Mr. Stebbins said that he would also appreciate input on the method of presentation of the final recommendation to the City Commission. Mr. Pauline said he is staying with his vote for Plan #3. Ms. Doss said the Commission has discussed the matter very thoroughly and she felt there was little more to be said. Chairman Stebbins said he had heard nothing in the public hearing to change his opinion either. Mr. Breeze said that a citizen had raised a valid point regarding the fact that all the elements considered for each plan should have been listed, rather than just to say that Plan #2 is not feasible without any explanation. During the discussions it was agreed that Plans #2 and #3 had essentially the same good elements except that Plan #3 has an edge, as the difference in population is .56% as opposed to the .72% difference in Plan #2. Mr. Breeze pointed out that the consensus was that if there were no other differences it would be appropriate to recommend the plan that would accommodate the incumbents, i.e. , Plan #3. The Commission turned their attention to an alteration that was needed on Plan #3 on Apricot Drive in order to satisfy the requirement to follow the center line of the street. The maps show Reba Street as continuing from Fleweliing Drive through Apricot, Oakwood, and Pinewood to Apricot when in fact Reba Street stops at Pinewood Drive. In order to simplify the division of the districts, it was determined that census block #334 (population 40) should be included in District #1 and census block #341 (population 36) should be included in District #2. This transfer causes the population difference to be .50%. After further discussion regarding the timeliness of this project and its affect on the community, it was the consensus that districting is premature and charter revision would. be preferable to districting. However, if district lines are to be drawn, it would be appropriate to use Plan #3 which most evenly distributes the population according to the 1990 census and satisfies the criteria set forth as guidelines for this Commission.
