HELD MARCH 06,2002
CALL TO ORDER
Chairman Lopez-Anderson called the meeting to order at 7:00 p.m. in the Commission
Chambers. The roll was called and a quorum declared present.
PRESENT
Chairman Lopez-Anderson, Vice-Chairman Matthys, Members DeWeese, Hood, and Wilsen.
Also present were City Attorney Rosenthal, City Clerk Grafton, Staff GIS Technician
O'Halloran, Administrative Assistant II Maxwell, and County Supervisor of Elections Mapping. ,
Orange Supervisor Willis
ABSENT
None
APPROVAL OF MINUTES
Vice-Chairman Matthys, seconded by Member Wilsen,moved to approve the February 12,
2002, Districting Commission Minutes as presented. Motion carried 5-0.
REPORT FROM PLANNING DEPARTMENT ON PROJECTED GROWTH IN
IMMEDIATE FUTURE
Planning Director Wagner gave a detailed overview of the projected growth of the City of
Ocoee. Mr. Wagner further stated he expected major growth in the northwest area due to the
Coca-Cola Property and the proposed high school. Proposed subdivisions for the northwest area
are: Magnolia Ridge, Meadow Lake, McCormick Woods, Prairie Lake (Tract E), Willows on the
Lake, Forrest Brook, Avanti West, and McElroy Place. Mr. Wagner stated that the area
population could possibly be 75,000 residents by the year 2020, which includes residents outside
the city limits of Ocoee. The most recent growth has been in the Maguire Road area and the
northeast area along Clarke Road but the northwest area will have the most growth in the next
three to five years.
REVIEW OF OPTIONS IN REDRAWING THE LINES
GIS Technician O'Halloran presented four modified district maps, which are listed below.
1. Staff Plan 1 (Districts follow major roads)
2. Staff Plan 2 (Districts follow major roads)
3. Staff Plan 3 (Districts are compact)
4. Committee Plan 1 (Rosemary Wilsen)
The proposed district maps were reviewed and as members made suggestions to alter the maps
the resulting changes were named Staff Plan 4 and Staff Plan 4a. The Districting Commission
directed Mr. O'Halloran to bring three options back for the public hearing: Staff Plan 4, Staff
Plan 4a, and Committee Plan 1.

City Clerk Grafton asked the Commission to consider changing the district line which separates
the residences on Sleepy Harbour Drive into different districts to include those lots on the west
side of Sleepy Harbour Drive in District 2 rather than District 3.
As it would satisfy the directions to this Commission to consolidate neighborhoods, the
Commission agreed to make this change on all three options that were to be presented to the City
Commission for consideration
DIRECTIONS TO STAFF
1. Post the proposed maps on the City of Ocoee Website.
2. Post districting information on OGTV.
3. Send informational letters to homes and homeowners that may be affected by the
proposed district changes.
