MEETING HELD MARCH 15,2007
CALL TO ORDER
Chair Grafton called the meeting to order at 6:07 p.m. in the Commission Chambers.
Chair Grafton then led in prayer and the Pledge of Allegiance. The roll was called and
a quorum declared present.
PRESENT
Chair Grafton, Vice Chair Blankenship, Members Garland, McKey and Morganto. Also
present were City Attorney Paul Rosenthal, Planning Manager Armstrong, GIS Analyst
O'Halloran, Orange County Supervisor of Elections Mapping Supervisor Beverly Willis,
City Clerk Eikenberry and Records Coordinator Rittenhouse.
ABSENT
None.
PRESENTATION OF POPULATION NUMBERS BY COMMISSION DISTRICT
(GIS Analyst O'Halloran)
GIS Analyst O'Halloran stated that at the last meeting the board decided that they
needed to come up with population numbers. The next population numbers provided by
the census will not be available until 2012. In the interim, the board needed to come up
with population numbers in each district. At the last meeting, two methods were
described in which population numbers could be determined. The first method based on
a build out analysis which a consultant had come up with. The second method was based
on updating the 2000 census data with the current certificates of occupancy.
GIS Analyst O'Halloran stated that he would review the two methods and the figures
that each method produced. He also stated that Planning Manager Catherine Armstrong
was present to discuss future growth plans which should be taken into consideration
when determining whether or not to move forward with redistricting.
GIS Analyst O'Halloran displayed a graphic demonstration of the number of Certificate
of Occupancy (CO) issued from 2000 to December 31, 2006. He stated that CO's are
issued after permits are done and when the last inspection is done. He added that District
1, 3 and 4 were growing significantly more than District 2 during that time period.
GIS Analyst O'Halloran stated that according to the Bureau of Economic and Business
Research (BEBR)the total population as of April 1, 2006 was 32,175.
GIS Analyst O'Halloran discussed two different methods for compiling numbers.
Method 1 - showed the total population as of December 31, 2006 was 34,792. If you
were to take that number and divide by four you would get the ideal population for each
district, which is 8,698. He also discussed how much each district deviates from those
figures and the percentages relating. Based on Method 1, the most ideal deviation is with
District 1,which is -0.89 and the furthest away would be District 2, which is -15.18.
Method 2— showed the total population was 34,273 which was similar to Method 1. The
percent deviations are also similar to the first method.
GIS Analyst O'Halloran stated that the total population in 2002 was 24,372 and the
percent deviations ranged from 0.07 to -2.02 percent after redistricting.
GIS Analyst O'Halloran stated that District 4 has grown in population and is higher
than the ideal population. District 2 has reduced in terms of percent deviation. It is
below the ideal percentage. Districts 1 and 3 have changed as well but are near the ideal
range.
GIS Analyst O'Halloran stated that the numbers that were generated for Method 1 were
determined by build out numbers which a City consultant configured. The consultant
counted parcels and based their figures on 3.03 people per single-family parcel and multi-
family parcels based on 3.0 people. Those numbers determined the estimated 2005
population.
GIS Analyst O'Halloran took those figures per parcel and collected the number of CO's
that had been issued to determine the 2006 population.
Member McKey inquired if the consultant did any ground-truthing to see how close he
was with the numbers. He stated that his feeling was that there would be more people per
multi-family unit than his calculation.
GIS Analyst O'Halloran stated that the consultant based the numbers on BEBR's
information as well as the numbers that were included in the Comprehensive Plan.
GIS Analyst O'Halloran stated that for Method 2, he used the 2002 census data rather
than calculating parcels and incorporated the CO's. He added that once he had
population numbers, he assigned them to census block boundaries for annexations. He
also stated that he had to take annexations into consideration as well. When splitting a
census block in half, he had to divide population numbers. Most land that is annexed is
vacant land.
GROWTH TRENDS (Planning Manager Armstrong)
Planning Manager Armstrong stated that she took developments on the map that they
are currently working,just finished being built or future developments.
Planning Manager Armstrong gave a breakdown of each stage of development as
follows:
Residential Under Construction
District 1: Westyn Bay Phases 4 & 5, McCormick Woods, Ingram Trails and Eagles
Landing=432 dwelling units.
District 2: Villas at Woodsmere=64 dwelling units.
District 3: Meadow Ridge, Villages of Wesmere and Key Isle Apartments = 686
dwelling units.
District 4: Prairie Lake Reserve and Prairie Lake Tract A=382 dwelling units.
Residential Construction expected in next 12 months
District 4: Villa Roma, Arden Park and Oak Trail Reserve =314 dwelling units.
District 3: Chateau Reserve & Lakewood Estates=76 dwelling units.
District 2: None.
District 1: Ocoee Pines (FKA Whispering Pines) =343 dwelling units.
Residential Construction expected in next 12 - 36 months
District 3: Maine Street Village = 2,000 dwelling units (in discussions), Park Square
Homes (to be annexed) = 60 dwelling units, Belmere = 200 dwelling units, Chevron
Property= 300 dwelling units.
District 3 Total—2,560 dwelling units.
District 2: None.
District 4: Arden Park Phases 2 & 5 = 768 dwelling units, Ingram Estates = 104 dwelling
units.
District 4 Total—872 dwelling units.
District 1: Centex Crown Point = 285 dwelling units, Westyn Bay Apartments = 200
dwelling units.
District 1 Total—485 dwelling units.
Planning Manager Armstrong stated that she took the 3 sets of figures and did a tally to
see which district would experience the most growth and came up with the following
numbers:
District 1: 1,260 units
District 2: 64 units
District 3: 3,322 units
District 4: 1,568 units
GIS Analyst O'Halloran stated that a few decisions need to be made. First, whether the
board would like to go forward with redistricting and second, which Method the board
would like to use.
Vice Chair Blankenship inquired if the numbers provided by Planning Manager
Armstrong as also incorporated with GIS Analyst O'Halloran's figures.
GIS Analyst O'Halloran stated that his numbers were up to December 31, 2006.
Chair Grafton stated that they could assume that 1,500 of those numbers were included.
City Attorney Rosenthal stated none of Planning Manager Armstrong's numbers should
be included with GIS Analyst O'Halloran's figures because they do not have CO's yet.
City Attorney Rosenthal stated that the handout provides an idea that the numbers could
get further skewed between now and 2012 because the figures only go out 3 years.
Chair Grafton stated that the Supervisor of Elections Office recommended that the
board not do a redistricting at this time.
City Attorney Rosenthal stated that the board could decide that now or could go
forward and gather more data and make their decision then.
GIS Analyst O'Halloran stated that he has a software demonstration where they can
take districts and assign the census blocks to new districts to see how lines will be
affected.
City Attorney Rosenthal stated that if you are redistricting today, you need to do it
based on today's population. The board can also use it to evaluate whether it makes sense
to leave it as it is until 2012 and see the areas where it will be heavy in population.
Vice Chair Blankenship stated that if his calculations are correct they are talking about
19,000 people which is half of their population now. He stated that he felt that is a lot of
people to not take into consideration. The board has to make a good estimation of how
many people will have CO's by that time.
DEMONSTRATION OF REDISTRICTING SOFTWARE (GIS Analyst
O'Halloran)
Orange County Supervisor of Elections Mapping Supervisor Beverly Willis stated
that she generated a map showing where the voters are in the City. She recommended
that the board keep in mind that voters go with population.
City Attorney Rosenthal stated that the members can take those figures into account
assuming that they still balance on population. It is easier with the 10 year census
because you get real numbers.
GIS Analyst O'Halloran gave a demonstration of how the software worked and how the
lines can be adjusted and in doing that the figures are adjusted as well. The Board
experimented with moving boundary lines and asked Mr. O'Halloran to save the
following two plans:
Board Plan 1 —moves the area south of A.D. Mims, west of Clarke Road, from District 4
to District 2, by extending District 2 northern boundary east along A.D. Mims to Clarke
Road and by extending District 2 eastern boundary north along Clarke Road to A.D.
Mims Road. The changes resulted in a deviation of less than 2% for all four districts.

Board Plan 2 - includes the changes from Board Plan 1, and also takes the boundary
between Districts 2 and 3 and follows the centerline of Bluford Ave, from Orlando Ave
south to the intersection with Hwy 50. It then follows the centerline of Hwy 50 east to
the intersection with the District 2 boundary at Blackwood Ave. The changes resulted in
a deviation range of-6.16 to 9.31. (see attached map)
City Attorney Rosenthal suggested that the board members individually meet with GIS
Analyst O'Halloran and create new lines for the districts to play with the numbers. Then
if a configuration was created that the member liked, it could be saved and shared with
the other members.
City Clerk Eikenberry stated that if the district lines are changed, the board should try
to keep with main streets, even if census blocks need to be divided.
City Attorney Rosenthal stated that the percent deviation that they are looking for
would be +/- 3%to be reasonable.
The board discussed additional scenarios of changes to the district lines.
DIRECTIONS TO STAFF
Chair Grafton requested that the 2 plans that were created be saved as Board Plan 1 and
Board Plan 2.
City Attorney Rosenthal stated that the census is physically done in 2010 and the
numbers should be available in 2011.
Vice Chair Blankenship stated that he doesn't have a preference on which Method is
used.
Ms. Willis stated that the census block numbers will stay in 2010 except in the areas that
have had more growth and those will be broken up. The existing blocks will remain the
same. GIS Analyst O'Halloran stated that he used the same boundaries for both
methods.
Chair Grafton stated that for the next meeting, GIS Analyst will provide maps of Board
Plan 1 and 2.
City Attorney Rosenthal stated that Plan 1 and 2 are things they came up with playing
around. If any members have plans that they would like to bring back, do so. If you have
3-4 plans bring them back and GIS Analyst O'Halloran can review them for similarities.
Chair Grafton requested that the maps are named by the members name and number.
City Attorney Rosenthal stated that there is no election in 2008. Therefore, there is not
a crisis timeline because there is no election next year.
SCHEDULE MEETING DATES
City Clerk Eikenberry stated that she believed the board determined they wanted to stay
with the 3rd Thursday.
Chair Grafton stated that the next meeting date would be Thursday, April 19, 2007 at
6:00 p.m.
Vice Chair Blankenship stated that there is no other option other than to redistrict based
on the numbers that they have looked at tonight.
City Clerk Eikenberry inquired about holding a public meeting. Chair Grafton stated
that she would like to wait until next meeting to see how that goes and also provide
adequate time to advertise. The May meeting could be a potential date for the public
meeting.
