PARKS AND RECREATION ADVISORY BOARD
REGULAR MEETING HELD ON November 12, 2018
I. CALL TO ORDER
The meeting was called to order at 6:00 p.m. in the Withers-Maguire House, 16
Oakland Ave., Ocoee, FL 34761. The roll was called and it was declared there was
a quorum.
PRESENT: Chair Rainer, Vice-Chair Graham, Members, Maranan, and
Applegate. Also present were Parks and Recreation Acting Director Mark
Johnson and Senior Administrative Assistant H. Kim McMillin.

II. NEW BUSINESS
A. APPROVAL OF MINUTES
Member Applegate seconded by Vice-Chair Graham made a motion to
accept the minutes of the March 19th, May 215, and September 17th 2018
meetings. The motions passed unanimously.
B. Haunted House Re-cap
Acting Director Johnson reported the attendance for three weekends of
October 13th-783, 19th-602, 20th-1,442, 26th-926, and 27th-1,619 of a total
attendance of 5,372. It was agreed the event was kid friendly, inexpensive
alternative inclusive of all age groups that consisted entertainment with a DJ,
hayride, maze, walk, and bounce houses when compared with other haunted
houses hosted by churches, Lion's Club, Winter Garden, and the West Oaks
Mall. Also, the West Orange Seniors dressed in costumes and sold out of hot
dogs and chips most nights.
C. FOUNDERS' DAY EVENT RE-CAP
Acting Director Johnson reported the golf tournament had 162 registered
golfers on Friday, October 26th and the 2018 5K consisted of the most
registered 462 runners. The total number of attendees have not been
confirmed. Founders' Day was busy as usual. Member Applegate asked if
the various advertisements impacted the growth of events. Acting Director
Johnson confirmed. Marketplace food and other vendors had voiced the pros
and cons of their sales as some sold out while others did not. On November
2nd, Friday night's entertainment was interrupted by a major storm. One
entertainment act canceled their show due to equipment damage. Precautions

and protocols will be taken for future unforeseen weather conditions. Also,
after dusk, there were dark areas that required lighting due to on-going new
construction. Member Maranan suggested for next year, a designated area
for drop off or pick up from vehicles. Acting Director Johnson mentioned this
may be where Uber was allowed to drop or pick up. He also mentioned, adding
bus transportation to and from Tiger Minor Park. Due to construction, the set-
up for next year is unknown until closer to the event date.
D. LIGHT UP OCOEE
Member Graham proposed to purchase 50 new signs for the Light Up Ocoee event,
25 to be awarded each night. December 17th & 19th will be the dates of the Light Up
Ocoee-"HiLIGHTing Ocoee" drive through subdivisions. The event will be done the
same as it was last year; the Board will randomly drive around the city, select the best
light displays, and place the signs in the yard. This event is random and those
selected will remain anonymous. Acting Director Johnson will get sample signs and
Sr. Administrative Assistant McMillin will email the Board the options to choose
from.
Member Graham seconded by Member Applegate made a motion to have the
lighting judging on the evenings of December 17 & 19 2018 at 6:00 pm to meet at Jim
Beech Recreation. The Motion passed unanimously.
Member Graham seconded by Member Applegate made a motion to use the
slogan "HighLIGHTing Ocoee"on the signs. The Motion passed unanimously.
Member Maranan seconded by Member Applegate made a motion to
investigate changing the signs to have a dark background with reflective ink
with a maximum budget of$300. The Motion passed unanimously.
E. CHRISTMAS EVENT
This event was canceled due to construction.
F. PARK PROJECT UPDATES
Projects: Parks and Recreation Recently Completed:
Playgrounds:
-Russell, Vignetti, and pavilion at Montgomery Park
Coming Soon:
Annex Building:
-Remodeling main office
Playgrounds:
-Palm Park, Coventry Park and tennis courts, spray features (pool), restroom
for Vignetti Park users, and remodel Vignetti and Sorenson restrooms
-Standardized, visual signage for all Parks.

G. OTHER BUSINESS
SPRING FLING MARCH 9, 2019 Ex-Officio Member Commissioner Wilsen said
that the event may be different this year: Due to the construction it may not be as large
as in the past years. Member Maranan mentioned that perhaps purchasing seedlings or
plugs as they did the previous year.
Member Graham seconded by Member Applegate made a motion set the budget
of$350 for Spring Fling 2019. The Motion passed unanimously.
