A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
ESTABLISHING THE OCOEE YOUTH COUNCIL (OYC)
TO SUPPORT YOUTH LEADERSHIP AND
INVOLVEMENT; PROVIDING FOR SEVERABILITY; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Ocoee City Commission values the youth of our community and
supports positive youth development; and
WHEREAS, the Ocoee City Commission finds that the creation of the Ocoee Youth
Council (OYC) will allow youth to constructively have a voice in the local government decision-
making processes; and
WHEREAS, the OYC will provide opportunities for self-growth and real-world
experiences for youth; and
WHEREAS, the OYC will allow youth to participate in activities that will help them
develop into future leaders, while benefiting the city and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OCOEE,FLORIDA,AS FOLLOWS:
SECTION 1. Recitals. The foregoing recitals are hereby affirmed and ratified.
SECTION 2. Authority. The City Commission of the City of Ocoee has the
authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and
Chapter 166, Florida Statutes.
SECTION 3. Creation of the Ocoee Youth Council. The City Commission of
the City of Ocoee hereby creates the Ocoee Youth Council, also known as OYC, to advise and make
recommendations to the City Commission regarding issues of special interest to youth in Ocoee. The
Council is a youth advisory group whose members are selected by completing an application and
participating in an interview process. Yearly, the City Commission shall appoint a Commissioner or
Mayor as a liaison to the OYC. Additionally, the City Commission may appoint an independent
coordinator to oversee the OYC to work with surrounding high schools and Valencia College to
identify students and ensure the success of OYC. The purpose of this Resolution is to create the OYC
and establish the composition of the OYC. The City Commission shall, by separate Resolution,
establish meeting times and dates for the OYC, outline the specific purpose and matters to be discussed
by the OYC, and to establish deliverables that the OYC may provide to the City Commission.
SECTION 4. Composition of Ocoee Youth Council. The Council will consist
of 9-15 members who are entering grades 9 — 12. The Mayor and each Commissioner will affirm the
appointment of OYC members in the first year and as vacancies occur. The members of OYC must be
residents of Ocoee. During year one, preference will be given to students attending Ocoee and Wekiva
high schools.
SECTION 5. Term of Office. OYC members shall serve for a term of one
calendar year, with appointments and reappointments to be affirmed by the Commission as vacancies
arise. Members may be reappointed at the end of their term and serve up to four consecutive one-year
terms. The final term of office shall end in August or following completion of the member's senior
year of high school.
SECTION 6. Severability. If any section, subsection, sentence, clause, phrase
or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct, and independent provision and such
holding shall not affect the validity of the remaining portion hereto.

SECTION 7. Effective Date. This Resolution shall become effective
immediately upon passage and adoption.
