HomeMy WebLinkAbout11-24-1998 Minutes MINUTES OF THE OCOEE PERSONNEL BOARD MEETING HELD NOVEMBER 24, 1998 CALL TO ORDER Chairman Resnik called the meeting to order at 9:15 a.m. in the City Manager's Conference Room. PRESENT: Chairman Resnik, Debbie Bertling, Jean Grafton, Betty Hager and Commissioner Howell. Also present were City Manager Shapiro, Director of Human Resources Psaledakis, Human Resources Specialist McDonald and Deputy City Clerk Green. Also present were Public Works Director Smith and Employee Committee Representatives Alice Tate-Barnett, John Bostic, and Lisa Strickland. ABSENT: None. The employees were introduced to the board members, and Director of Human Resources Psaledakis explained the documents in the packets. APPROVAL OF MINUTES OF PERSONNEL BOARD MEETING HELD DECEMBER 5, 1996. Member Grafton, seconded by Member Bertling, moved to approve the Minutes of the Personnel Board Meeting held December 5, 1996. Motion carried 5-0. DISCUSSION AND RECOMMENDATION REGARDING PERSONNEL RULES AND REGULATIONS Member Hager suggested going through the Personnel Rules and Regulations page by page to discuss changes, and the sections were addressed by the board as noted below. Pages 2 and 3 1.03.B. and C. Correct scrivener errors. 1.04. Florida Statute 112.3135. This was removed from the original document and was put back in and approved by the Employee Committee, the union, the staff and the City Manager. Page 5 3. Agreed to the change. Pages 8-9 No changes, but Ms. Psaledakis said she was pleased that the IAFF accepted these pages. Page 11 4.03.A. Add: "The City Manager or his/her designee shall determine whether outside employment conflicts with the employee's employment with the City." Page 12 4.04.F. Agreed to the change. Clarification of language. Page 16 6.01.F. Agreed to the change. Page 17 6.03.D. Delete completely. 6.03.E. Amend to read: "The Director of Human Resources shall evaluate all employees to determine who meet the minimum qualifications to bid on a posted job vacancy and make a recommendation for the promotion to the City Manager. Agreed with Staff and City Manager recommendation with correction to: "at least ten (10) working days, not within." Page 35 10.03.B.8. Agreed to the change. Page 49 12.05.D. Agreed to the change. 12.06. Agreed with Staff and City Manger to retain 5% rather than the proposed 10%. Page 50 12.08. Temporary Assignment Pay: Two members feel no Temporary Assignment Pay should be given. Two members feel it should stay"as is." One member agrees with the Employee Committee and the IAFF Union. 12.09.B. Agreed to the change. Page 51 12.09.C. Agreed to add language limiting this section to documented physical reasons. Page 52 12.11.F. Agreed to the change. 12.11.G. Agreed to the change. 12.11.H.3. Agreed to the change. Pages 54 and 55 13.01.B.1., B.2.D., and B.4. Page 79 15.03 (25) Add: "or Commissioners on City property or while on City time." 15.03 (28) Agreed to the change. Page 83 16.02 Step 1 and Step 2 Agreed to the changes. Page 85 16.02.C.1.E. Agreed to the change. Page 88 16.03.H. Agreed to the change. Page 90 17.02.D. Agreed to add as recommended by Staff and City Manager: unless "said employee has initialed the document. Refusal of an employee to initial a document shall be noted by a witness." Page 92 18.01 Agreed to the change. Page 93 18.02.D. and 18.03 Agreed to the changes. Commissioner Howell asked about merit pay and longevity. Discussion followed. City Manager Shapiro said, for the record, "I thought the Employee Committee, particularly, did an excellent job in putting this thing together, and there are very few changes when you consider there are 80 to 90 pages." Ms. Psaledakis and her Staff were also recognized for their Nibw excellent work. 4 Ocoee Personnel Board November 24, 1998 Budget Analyst Strickland thanked everyone on behalf of the employees for the opportunity to give employee input. Member Hager said the employees are fortunate to work for the City, and Human Resources Director Psaledakis said there are special benefits for the employees due to proactive Commissioners.
