BACKGROUND AND DISCUSSION: As you are aware, Public Works has been involved in the LAKEWATCH program for the past three years. Monthly we have provided Ms. Sandy Fisher, Field Director, Florida LAKEWATCH, with lake samples from each of the nine lakes located within our city limits. The purpose of these water samples that are forwarded to a lab at the University of Florida is to determine such things as levels of phosphorous, nitrogen, chlorophyll and water clarity and depth measurements. Ms. Fisher is asking for municipal support to our legislators requesting funding to continue the support of the LAKEWATCH program. These funds are requested to hire permanent and full time employees whereas they may be more responsive to our needs, provide frequent feed back, have quicker response time to problems, provide additional capability, and provide news letters, educating the community about the importance of saving our lakes. RECOMMENDATION: Therefore, based on the above, it is respectfully requested that the Honorable Mayor and Board of City Commissioners support the LAKEWATCH program by adopting the attached LAKEWATCH program Resolution. RB:jh OCOEE IS A RECYCLING COMMUNITY 1 RESOLUTION NO. 95- 01 A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, REQUESTING FINANCIAL SUPPORT OF FLORIDA'S LAKEWATCH PROGRAM BY THE FLORIDA STATE LEGISLATURE. WHEREAS, Florida has 7 , 700 lakes larger than 10 acres and over 100,000 smaller water bodies; and WHEREAS, as the growth of Florida continues, lake shores become a growing focus of ecological and economic concern; and WHEREAS, lakes contribute to Florida's economy by providing recreational and agricultural benefits; and WHEREAS, lake front property contributes significantly to local tax bases; and WHEREAS, county and state regulatory agencies are hampered in efforts to develop meaningful watershed management strategies; and WHEREAS, the need exists to have effective and accurate reporting to the Environmental Protection Agency and congress as part of the Federal Government's assessment of the state of the nation's waters; and WHEREAS, effective lake management must be based on an informed constituency whose information is grounded in scientific fact; and WHEREAS, The Florida LAKEWATCH program facilitates citizens participation in the lake management process. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA AS FOLLOWS: SECTION 1 . The City commission of the City of Ocoee has the authority to adopt this resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. SECTION 2. The City Commission of the City of Ocoee hereby requests that the State Legislature continue to support Florida's LAKEWATCH program. SECTION 3. Execution. The Mayor and the City Clerk are hereby authorized to execute this resolution on behalf of the City of Ocoee. -1- SECTION 4. Severability. If any section, subsection, sentence, clause, phrase or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. SECTION 5. Effective Date. This Resolution shall become effective immediately upon passage and adoption.
