OF THE OCOEE POLICE DEPARTMENT
MEETING HELD SEPTEMBER 28, 2017
CALL TO ORDER: In the absence of Chairperson Santana, Member King calls the
meeting to order at 7:00 pm in the Commission Chambers of City Hall, located at 150 N.
Lakeshore Drive. Member Laney gives the invocation. The Pledge of Allegiance is led by
Member King.
PRESENT: Member Laney, Member Titus, Member Hill, Member Vines (late arrival),
Member Murray, Member King, Member Bray, Member Garone. Also present are
Lieutenant Nylander, and Recording Clerk Serrano.
ABSENT: Member Ball (absent unexcused), Chairperson Santana(absent unexcused),
Member Lewis (absent excused)
QUORUM: Declared at 7:02pm by Recording Clerk Serrano.
APPROVAL OF MINUTES FROM THE AUGUST 24,2017 MEETING: Member
Laney motions to approve minutes with clarification on the previously requested
strikeouts. Member Bray seconds. The motion passes unanimously. Member Bray
motions for the board to approve the revised minutes from the July 27, 2017 meeting.
Member Garone seconds, the motion passes unanimously.
UPDATE OF EVENTS: Lt. Nylander briefs on upcoming department events. October 4
is "Walk Your Kid to School" event, patrol officers will be out giving away stickers.
Parks and Rec will again host the Ocoee Haunted House on October 20-21 and 27-28.
The next Coffee with Cop will be at Chick-fil-A on October 27, the restaurant will be
giving out free fries during the event. On October 28 the department will be partnering
with the DEA for the Drug Take Back event, the goal is to help proper disposal of
prescription medication. The West Oaks Mall will tentatively be hosting a Halloween
event, details to be announced. The largest event of the year, Founder's Day is November
3 and 4 at Bill Breeze Park. Bill Breeze park will also the Veteran's Day Ceremony on
November 11 and the Access Life event on November 11, volunteers are welcome for
either event.
SENIOR CENTER EVENT: Member Laney updates the board on this event. Member
Laney has reached out to the Senior Center and Carlos Morales of the Orange County
Consumer Fraud Unit. Member Laney suggests hosting the event during the monthly
potluck. Member Laney motions to host the event during the potluck dinner and that the
board will provide ice cream for dessert. Discussion ensues. Member Laney withdraws
her motion. Member Laney makes a new motion that the board hosts a Fraud Prevention

Seminar at the Senior Center and allocate up to $60.00 for refreshments. Member Bray
seconds. The motion carries, unanimously. Member Laney will confirm the date with the
Senior Center and with Carlos Morales.
ABSENCES/FREQUENCY OF MEETING: Member Laney moves to change the
frequency of meeting to every other month, beginning in January, with the option to meet
in between if necessary. Member Garone seconds, the motion carries unanimously.
Member King opens discussion on attendance. Member Hill asks for an update on
Chairperson Santana and his place on the board. Chairperson Santana was contacted by
the City Clerk's office, he had not yet responded at the time of this meeting. Member Hill
suggests the number of unexcused absences allowed be changed to two if meetings occur
every other month. Member Bray motions that after two consecutive absences an email
will be sent asking if that individual wishes to remain a board member, this email will
also serve to notify the board member that the board will be voting on their appointment
at the following meeting. There is no second, the motion dies.
BUDGET: The final remaining budget fiscal year is $64.44. The new fiscal year begins
on October 1, 2017.
GENERAL DISCUSSION/NEW BUSINESS: Member King opens the item. Member
Vines express that the board set goals for the next year. Member Garone suggests each
member bring four goals or tasks to accomplish next year. These ideas are to be presented
to the board at the October meeting. Lt. Nylander informs the board of autism training
that was completed by some of our officers. The department participated in a rib eating
contest to benefit the Edgewood Boys Ranch. Texas Roadhouse hosted the event; the
department did not win the contest. Lt. Nylander informs the board of Sgt. Bob Rivera's
upcoming retirement in October. Member Vines asks about recent break-ins and officer
assigned routes. Lt. Nylander advises that officers do have assigned zones and make
effort to be present in areas where crime trend occurs.
COMMENTS/QUESTIONS FROM THE PUBLIC: Resident Penny Christian
addresses the board. She expresses the need for the department to connect with local
teenagers. Member Laney invites Mrs. Christian to join the board.
