HomeMy WebLinkAbout10-26-2017 Minutes MINUTES OF THE CITIZEN ADVISORY COUNCIL OF THE OCOEE POLICE DEPARTMENT MEETING HELD OCTOBER 26, 2017 CALL TO ORDER: In the absence of Chairperson Santana, Member King calls the meeting to order at 7:00PM in the Commission Chambers of City Hall, located at 150 N. Lakeshore Drive. Member Laney gives the invocation. The pledge of Allegiance is led by Member King. Roll Call and Determination of Quorum PRESENT: Member Ball, Member Laney, Member Hill (late arrival), Member Vines (late arrival), Member King, Member Bray, Member Garone, Member Christian. Also present are Lieutenant Nylander and Recording Clerk Serrano ABSENT: Chairperson Santana(absent unexcused), Member Titus (absent excused) QUORUM: Declared at 7:01 PM by Recording Clerk Serrano. APPROVAL OF MINUTES FROM AUGUST 24, 2017: Member Laney motions that the board approve the minutes, Member Ball seconds the motion. The motion carries unanimously. APPROVAL OF MINUTES FROM SEPTEMBER 28, 2017: Member Laney motions that the board approve the minutes, Member Garone seconds the motion. The motion carries unanimously. UPDATE OF EVENTS: Lt. Nylander updates on the final events of the year. Chick- fil-a will be hosting Coffee with a Cop on October 27. The final handgun class of the year is to take place October 28. The DEA Drug Take Back event is also October 28, the public can bring expired or unwanted prescription drugs for safe disposal. The final dates for the City's Haunted House are October 27-28; the City is encouraging a canned good donation to benefit the Christian Service Center. The MALLoween event at the West Oaks Mall will be October 31, ten officers and participating stores will hand out candy and a police goody bag to trick-or-treaters. Founder's Day is the first weekend of November, the department will present all weekend. The second weekend of November is the Access Life event. The department will host Veteran's Day breakfast, Chick-fil-a and Toojays are donating food. Going into December events, the annual Christmas parade will be December 2nd. Walmart is hosting another Stuff the Police Car event, and Shop With a Cop to benefit the City's toy drive. Operation Santa dates have been posted online, volunteers are welcome. SENIOR CENTER EVENT: Member Titus and Member Laney were present, Member Laney gives report on the event. Seventy plus seniors were present. Officer Scott-Marsh was present and served ice cream. Member Laney reports that everyone was engaged, Carlos Morales was well received. The seniors are looking forward to having the event again. Member Bray seconds, the motion carries unanimously. 2018 BOARD GOALS: Member Christian asks about the success of previous events. Member Christian suggests a board member post events to the Next Door app and to the Facebook page "Ocoee Rants Raves and Reviews"to bring out new attendees. Member Laney advises the department does have a Facebook page and posts to Next Door, she further says that she shares concerns posted to Facebook or Next Door with the department. Member Garone asks if the board can access HOA contacts for the board to reach out to those HOA's in their assigned district. This would allow the board to reach more members of the City. Member Garone will create Facebook page for the board. Member Laney wants to invite an attorney to speak with the board regarding Sunshine Laws with social media presence. Member Christian wants to reach all members of the community not just those on social media. Member Laney suggests utilizing the bulletin board at the Senior Center, adding an information line to the city water bill, or putting a notice in the Observer Newspaper. ID 8:02 PM Member King summarizes the board goals; targeting HOA's, the Senior Center Event, utilizing social media and advertising throughout the city. DEPARTMENT UPDATES: The department is hiring two new officers. Member Hill suggests having new officers meet the board. Officer Harris is being recognized by MADD, he is also a drug recognition expert. All officers will be equipped with Narcan, this medicine aids in reversing overdoses. New medical equipment will be issued to all officers. Officer Nigel Cho-Sam is the new training officer. New BARK program, for residents to register their dogs, will receive a sticker to display for officers to see if they are called out to home. OFFICER OF THE QUARTER: Member King opens the discussion. Member Laney motions to nominate first entry, Member Bray seconds. The board votes 2/6 opposed, motion dies. Member Garone opens discussion on the other nominations. The board votes on the second entry, 5/3 majority vote. The third nomination, the board votes 3/5. The second nomination majority wins, Detective Loretta Moser.
