BACKGROUND: On April 4, 1995, the West Orange Chamber presented the conclusions of the first phase of their visioning process, "Vision West Orange." Phase I produced the attached Vision Statement, study area, and task forces. The visioning process was initially sponsored by Florida Power Corporation and is now being sponsored by the West Orange Chamber under the direction of the Economic Development Committee. As Jim Hayes indicated on April 4, 1995, the Steering Committee recognizes that the West Orange Community is composed of several political jurisdictions. Accordingly, similar presentations and resolutions will be (have been) made as follows: (1) Windermere April 11, 1995 (adopted resolution) (2) Oakland April 11, 1995 (adopted resolution) (3) Winter Garden April 13, 1995 (no changes proposed) (4) Orange County - (not scheduled yet) - Horizons West October 1994 (owners 8t representatives) The Vision Statement outlines goals for West Orange County over the next 20 years and the proposed task forces will create an action plan. In Phase II, five task forces will be created which will use data from local comprehensive plans to identify issues and opportunities related to: (1) Image & Aesthetics of West Orange County; (2) Economic Development; (3) Parks, Recreation, 8t Natural Resources; (4) Infrastructure 8L Transportation; and (5) Housing, Education, 81 Social Services. Similar"visioning" studies have been successfully implemented in: (1) Eugene, Oregon; (2) Falls Church, Virginia; and (3) St. Petersburg, Florida. As stated on April 4, 1995, the primary reason for requesting approval of the attached resolution is to present the Steering Committee's initial findings to the Commission for conceptual approval prior to recruiting task force members from the community. Presentations to area civic clubs and social organizations are planned for next month to generate additional support and enthusiasm. STAFF RECOMMENDATION: The Vision Statement proposed by the Vision West Orange Steering Committee is attached for your review. The best possible outcome of this study would be that West Orange County would be transformed into a more "diverse [and] vital community." Another possible scenario is that new, informal communication networks would be developed among the communities in the Study Area. Alternatively, community problems which require collaborative efforts might be resolved during this process. Or, at the very least, the study documents would serve as a centralized source of information. The worst case would be that the task forces produced recommendations unacceptable to one or several of the communities creating a split in strategies. Since no funding is requested and limited staff assistance is required, the proposal appears to have few drawbacks. Accordingly, staff respectfully recommends that the Honorable Mayor and City Commission APPROVE Resolution #95-02. Attachments: Resolution #95-02 Vision West Orange Task/Timeline File:SRP-489.bcc The West Orange County Vision Statement I RESOLUTION 95-02 WHEREAS, Vision West Orange was conceived at the initiation of the West Orange Chamber of Commerce as a regional citizen, business and government based resource to work in support and cooperation for the betterment of the communities of Oakland, Ocoee, Windermere, Winter Garden, and related unincorporated areas; and WHEREAS, the Mission of Vision West Orange is the creation and perpetuation of a "diverse vital community that enables its citizens to achieve the highest quality of life;" and WHEREAS, Vision West Orange is dedicated to working collectively with the elected officials and staffs of the cities and towns in West Orange County, and with the Orange County Board of Commissioners; and WHEREAS, the Vision West Orange Steering Committee and members of its various Task Forces provide broad representation for the communities of Oakland, Ocoee, Windermere, Winter Garden and related unincorporated areas; and WHEREAS, the Vision West Orange Task Forces will, through careful study, thorough evaluation, and thoughtful recommendation, provide valuable insights into community needs and methods of resolution both of an immediate and future nature; and WHEREAS, city and county participation and support for Vision West Orange is necessary to attain comprehensive community involvement and pride, and to achieve and maintain the highest quality of life in Central Florida. NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA endorses the concept of Vision West Orange and supports its leadership in bringing resident, business, and government effort together for the enhancement of all elements that will result in a positive and prosperous future for all citizens of the West Orange community.
