SUBJECT: Prioritization of the Western Beltway within the Five-Year Financially Feasible Plan

ISSUE:
Should the Honorable Mayor and City Commission approve Resolution #95-06 recommending prioritization of
the Western Beltway within the Five-Year Financially Feasible Plan ahead of the proposed South-Central
Corridor Transportation Mediation Alternatives?
BACKGROUND:
The Five-Year Financially Feasible Plan of the Metropolitan Planning Organization (MPO) contains a project
called "The South-Central Connector" which is highly controversial. To resolve the controversy, a series of
mediation sessions has been conducted through the Florida Growth Management Conflict Resolution
Consortium since October 1994. The purpose of the mediation is to determine what, if any, transportation
improvements may be justified within the study area (Exhibit 1) and, if needed, to define alternative
transportation modes for the south-central area of the Orlando Metropolitan Statistical Area. Other participants
including the City of Orlando, Orlando Chamber of Commerce, and Greater Orlando Aviation Authority are
concerned about access between downtown Orlando and the Airport. The City of Belle Isle and affected
neighborhood groups are worried that any new roads will divide and pollute their neighborhoods. The conflict
has resulted in a formal mediation process in which the City of Ocoee has participated.
Staff has not supported the proposed alternatives recommended by the mediation participants (see the attached
survey). Rather, staff has drafted Resolution #95-06 which recommends that the Western Beltway be ranked
within the Five-Year Financially Feasible Plan of the MPO as a priority regional transportation improvement
ahead of any local improvements including any South-Central Connector Alternatives identified by the mediation
participants.
STAFF RECOMMENDATION:
Staff respectfully recommends that the City Commission adopt Resolution #95-06 to help ensure completion
of the Western Beltway.

A RESOLUTION OF THE CITY OF OCOEE, FLORIDA
RECOMMENDING PRIORITIZING THE WESTERN
BELTWAY WITHIN THE FIVE-YEAR FINANCIALLY
FEASIBLE PLAN OF THE METROPOLITAN PLANNING
ORGANIZATION AHEAD OF THE PROPOSED SOUTH-
CENTRAL CORRIDOR TRANSPORTATION MEDIATION
ALTERNATIVES.
WHEREAS, the Metropolitan Planning Organization has conducted a series of
mediation sessions(South-Central Corridor Transportation Mediation Forum)through the Florida
Growth Management Conflict Resolution Consortium since October 1994; and
WHEREAS, the purpose of the mediation sessions is to determine what, if any,
transportation improvements may be needed and justified within the study area and, if needed,
to define alternative transportation modes for the south-central area of the Orlando Metropolitan
Statistical Area; and
WHEREAS, the general study area (Exhibit 1) is bounded on the north by
Colonial Drive (SR 50); on the south by the southern boundary of the Orlando International
Airport; on the east by the Eastern Beltway; and on the west by I-4; and
WHEREAS, the Metropolitan Planning Organization invited the City of Ocoee
to participate in the mediation sessions and the City of Ocoee has participated in the South-
Central Corridor Transportation Mediation Forum; and
WHEREAS, a draft South-Central Corridor Technical Assessment has been
prepared for the mediation participants which provides a preliminary assessment of the identified
alternatives; and
WHEREAS, the Metropolitan Planning Organization is responsible for evaluating
regional transportation problems and prioritizing regional transportation improvement projects;
and
WHEREAS, the Eastern Beltway is nearly completed and the Beltway is designed
to form a perimeter by-pass around the Orlando Metropolitan Area to alleviate congestion in the
downtown area and local roadway network; and
WHEREAS, the Eastern Beltway, I-4, the Beeline, the Florida Turnpike, and the
Western Beltway, when completed, will provide a system of access points to the Orlando
International Airport for area residents and visitors; and
WHEREAS, the Florida State Legislature has funded initial right-of-way
acquisition for the Western Beltway.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OCOEE, FLORIDA that the City Commission of the City of Ocoee,
Florida, hereby recommends that the Western Beltway be established by the Metropolitan
Planning Organization as a priority regional transportation improvement and rank the Western
Beltway in priority ahead of any local improvements including any South Central Connector
Alternatives identified by the South-Central Corridor Transportation Mediation participants; and
BE IT FURTHER RESOLVED, that the City Commission of the City of Ocoee
does hereby support and endorse the prioritization of the Western Beltway on the Five-Year
Financially Feasible Plan to ensure the completion of the Western Beltway.

The four survey options were jointly created and supported by all of the designated
representatives in attendance at the last session on May 23, 1995*. The items were created
after the third draft'of the mediation's South-Central Corridor Technical Assessment was
carefully studied.
Please respond to each of the four survey items. The purpose of the survey is to enable
each of the designated representatives to discuss the proposed options with the organization
which they represent. The survey results will be shared with the representatives during the next
session. If any of the representatives'organization prepares any written response or motions
related to the survey items, the written responses will also be shared with the representatives
during the next session on lune 15th. During the next session you will use the survey results to
create the transportation recommendations which you will present to the MPO for their
consideration.
Return the survey to me by mail or by fax by June 12, 1995. Please sign your survey so I

*It should be noted that the support for the four options by the participants reflects the
commitment they have to the options which they jointly generated during the last session and
