James G. Willard, Esq. Christian Service Center of Central Florida, Inc . intends to file a Special Exception Application to permit operation of a service center and child care facility within the former Tru-Value Hardware building on Franklin Street . Mr . Willard has requested that the City Commission waive the required $750 Special Exception Application flat fee as per the attached letter. In the past , the City Commission has granted fee waivers for rezonings and special exceptions which were initiated by church- related sponsors . This has included the Reformed Presbyterian Church in 1988, St . Paul 's Presbyterian Church in 1990 and 1992 , Glad Tidings Assembly of God in 1994 and Winter Garden Seventh Day Adventist Church in 1994 . This is a fairly common practice by other local governments , although the City ' s Land Development Code does not specifically address such waivers . Staff Recommendation: Staff recommends that the Honorable Mayor and City Commissioners approve a waiver of all special exception fees related to the Christian Service Center of Central Florida, Inc . application. Dear Mr. Wagner: On behalf of the Christian Service Center of Central Florida, Inc. , please find enclosed an Application for Special Exception with respect to the property on Franklin Street which the Christian Service Center proposes to redevelop for its "West Orange Life Center" . As per our prior meetings with City staff, the main purpose of this special exception is to identify the specific uses which will be conducted on the parcel . As previously indicated to you, we do not have a site plan at this time but we do have the enclosed as-built surveys . The existing hardware store building will be refurbished to house the initial activities of the Christian Service Center. As soon as a civil engineer is brought on board, we will prepare a site plan showing minor parking and driveway improvements in order to meet City Code requirements . The Christian Service Center of Central Florida, Inc. is a non-profit corporation and requests that the $750 . 00 application fee for the special exception be waived. A copy of the original Articles of Incorporation from 1971 is hereby enclosed together with the 1978 Certificate changing its name to Christian Service Center for Central Florida, Inc. Also enclosed is a copy of the 1972 IRS determination that the corporation is tax exempt under Section 501(c) (3) of the Internal Revenue Code.
