RE: RADIO EQUIPMENT/WINTER GARDEN
Some time next month Winter Garden will be joining the Sheriff's Office 800 MHz radio
frequency. When they do, the VHF radio frequency will be used by Ocoee only until such
time as we move to 800 MHz next year.
Currently the VHF radio frequency includes a repeater system required to insure decent radio
coverage. One of these sites are located in Winter Garden and is necessary for our radio
transmission. The City of Winter Garden has offered this equipment at a cost of$2,948.00.
The attached memo from Motorola suggests that to match the equipment new would be
$6,050 new. Due to the fact that we need this equipment for only a limited time the
$2,948.00 appears to be the best way to go.
To this end we would recommend that these pieces of equipment be purchased by us from
the City of Winter Garden at the price of $2,948.00 with the money coming from
Contingency as follows:
AVAILABLE REQUESTED
A) Water Contingency $391,615 $491.50
B) Wastewater Contingency 146,740 491.50
C) General Fund 50,480 983.00
D) Solid Waste 32,885 983.00

RE: Purchase of Winter Garden VHF
Equipment
Ellis-I have done quite a bit of fact finding on this issue and I thought an
outline of what I found will help you make your decision on purchasing all,
some, or none of Winter Garden's VHF equipment.
Y106 Site-Winter Garden currently owns the duplexer, antenna, + cable at
this site. This equipment is necessary to keep Ocoee's VHF system
operational. It is General Electric purchased and installed equipment. The
City of Winter Garden is offering the City of Ocoee the duplexer for$1,180
and the antenna/line kit for $1,768. They received these prices from a
General Electric distributor. I have no idea what kind of depreciation
algorithm they used or how much they originally charged for these items. No
one seems to know how old the equipment is either_ The depreciation
algorithm that is used to ballpark pricing at Motorola is to divide the original
price by the number of years old the equipment is. For example, a radio that
was originally purchased for$2,000 is worth about $500 four years later.
However, this is just to get the ballpark worth of an item, the open market is
very tough to judge. The City of Winter Garden believes they can get the
pricing they have quoted you on the open market through a wholesaler or
another company in need.
To purchase these items through Motorola brand new it would cost you:
Duplexer-TLD2502A $1,874 Antenna-TDD7100 $1,776
300'Transmission Line-L1705 $900 Installation-$1,500
Total=$6,050
Portables and Mobiles-The City of Winter Garden also has a stock of 35
portables and 17 mobiles (all around four years old and General Electric
brand) they are willing to sell to Ocoee. They are offering $200/portable
(which includes portable, battery, charger, and speaker/mic) and
$550/mobile.
Winter Garden is also open to a single offer on the lot of equipment.
I will call you. after I fax this to you to get your thoughts on the best route to
take. If I miss you please try to get back with me at your earliest
convenience.
