RE: INNOVATIVE IDEA
On March 20, 1995 the Innovative Idea Committee consisting of Commissioner Foster, Jim
Shira, Montye Beamer, Peggy Psaledakis and myself met to discuss an innovative idea
submitted by Mike Keller and Cary Bertling from Public Works regarding a new method to
construct road delineators.
Pursuant to the attached information, it appears that utilizing PVC pipe and unusable scraps
of reflective sheeting, the City can save approximately $8,245 in costs for 500 needed
delineators for the City. Pictures shall be passed out at the City Commission meeting of April
4, 1995. To this end, the Committee feels that this was a good idea and justified a check
in the amount of $412.25 to both Mr. Keller and Mr. Bertling.
Funds should come from the General Fund Contingency.

RE: Innovative idea
The P. P.T. D. Department installs delineators in accordance with
section 3C. 1 of the Manual of Uniform Traffic Devices. We have
devised a replacement for the traditional galvanized pole and
reflector that is less expensive, more visible, and safer to use.
The new pole is constructed of PVC pipe. The 1i" PVC is flattened
on the end using a PVC heater and a homemade press that compresses
the end, and a 3M high intensity reflective material is applied to
the flattened area.
Attached is a cost comparison of the PVC delineator to the
traditional galvanized pole, along with photos .
We would appreciate your consideration for the attached, and if you
feel this is an innovative idea worthy of consideration by the
committee, please forward this to them.

*the reflectors are made from unusable scraps of sheeting left at
the end of a roll of sign material .
The time required to construct the new pole is about the same as
the time necessary to unpack and assemble the reflector to the
galvanized pole. Therefore, time has not been figured into the
cost comparison.
Presently we need approximately 500 delineators. The following is
a comparison of costs associated with the delineators:
Traditional delineators: 500 x $18. 90 = $9 ,450.
New PVC delineators: 500 x $2.41 = $1 , 205 .
A cost savings of $8, 245 , to install the needed delineators is
realized using the new PVC delineators.
Approximately 150 delineators are replaced annually. Using the
same formula, these 150 delineators would cost approximately
$2 ,835. , for the galvanized vs. $362 . , for the PVC.
It should be noted if the PVC pole is hit by a car it will probably
bend. In order to repair, the bend it can be cut and a coupling
piece glued in its place, making the total replacement of the
delineator unnecessary. If the galvanized pole is hit and bent. it
cannot be straightened and reused.

The PVC pole is constructed with a base and a pin so that it can be
removed easily. This enables the department to use the sidearm to
maintain the right-of-way. With the traditional pole, in order to
maintain the right-of-way, the pole has to be pulled out and
reinstalled with post hole diggers and sledge hammer. With the
present number of galvanized delineators it takes two employees 30
hours to remove and reinstall the delineators throughout the city
each time right-of-way maintenance is performed .
60 hours x $12 .00 per hour $720.00
$720.00 x 15 times per year. . .$10,800.00 per year to
remove and reinstall delineators city wide
With the proposed PVC delineators and pins it would take one
employee 8 hours to remove and reinstall the delineators.
8 hours x $12 . 50 per hour $ 97 . 20
$97 . 20 x 15 times per year 1 ,458.00 per year to
remove and reinstall delineators city wide
Therefore, the total annual savings of removing and reinstalling
the new delineators for maintenance would be $9 , 342 .
In conclusion, the new poles are about 1 /9th the cost of the old
poles. They are easier to install and remove. They are safer
because the reflector paper is more visible and property damage and
personal injury are less likely to occur if the poles are hit by a
car. Since the installation time for the new poles is less than
the traditional ones, less time is spent on the right-of-way, thus
affording a safer environment for the employee.
Please pass this innovative idea to the Innovative Idea committee
for their consideration.
