HomeMy WebLinkAboutItem 15 Discussion and Direction of the Bluford Avenue Streetscape Modifications for the Purpose of Addressing Public Safety Concerns between Delaware Street and McKey Street ocoee florida AGENDA ITEM COVER SHEET Meeting Date: February 5, 2019 Item # Reviewed By: Contact Name: Ginger Corless Department Director: Contact Number: 1028 City Manager: Subject: Discussion and direction regarding the proposed Bluford Avenue Streetscape modifications for the purpose of addressing walkability and public safety between Delaware Street and McKey Street Background Summary: It's normal practice, following the installation of streetscapes, to do a walk-through at substantial completion to determine if the new improvements, including changes that were made in the field and improvements by others such as signage and lighting, have resulted in unexpected situations that impact the original intent of a design, walkability or public safety. City staff has completed their walkability and public safety assessment of Bluford Avenue between Delaware Street and McKey Street and found the following: • The crape myrtles planted at each intersection are causing pedestrian and bicycle conflicts due to the location of the planters. • There are palms that conflict with signage, street lighting, connecting walkways, driveways and/or ramps. Issue: Streetscape modifications are needed for Bluford Avenue Streetscape in order to improve overall walkability and safety, and to increase pedestrian and bicycle capacity of the sidewalks between Delaware Street and Lafayette Street (the block adjacent to Ocoee Middle School). Steps to correct the issues include the following: 1. Remove the existing seven (7) crape myrtles south of McKey Street and fill planters with concrete to provide increased sidewalk area. Do not plant the eight (8) crape myrtles north of McKey Street that are located in a sidewalk planter. Crape myrtles will remain in the larger planting beds on the east side of Bluford Avenue, north of McKey Street, as shown on the plans. 2. Remove the twelve (12) palms that are conflicting with street lights, signage, ramps and/or connecting sidewalks between Delaware Street and McKey Street and fill planters with concrete to provide increased sidewalk area. These twelve (12) palms can be relocated north of McKey Street in locations that do not create safety issues or walkability conflicts. See the attached graphic for the location of palms and crape myrtles that are impacted. It is noted that staff will complete the same inspection north of McKey Street and make any adjustments prior to planting the palms between McKey Street and Silver Star Road. Recommendations Request that the honorable Mayor and Commissioners direct staff to work with the project's contractor, Oelrich Construction, to complete the items identified in this staff report and corresponding graphic. Attachments: Bluford Avenue Walkability & Public Safety Assessment Plan Graphic Financial Impact: The relocation of palm trees can be accomplished within the existing contract amount and the contractor has agreed to honor a one-year warranty period. The City will save funds by not planting the crape myrtles to the north of McKey Street. There may be added costs to fill the planters with concrete and properly finished to serve as sidewalk. If there are costs that cannot be accommodated within contract limitations, these costs will be brought back to the Commission.
