SUBJECT: USE OF FORFEITURE MONEY TO PURCHASE FCIC II \ NCIC 2000
COMPUTER WORKSTATION

ISSUE
Should the Honorable Mayor and Board of City Commissioners approve the
use of forfeiture funds to purchase one FCIC II \ NCIC 2000 computer
workstation to be utilized in the communications section of the police
department.
BACKGROUND
Chapter 943, Florida Statutes, requires the FDLE (Florida Department
of Law Enforcement) to operate an intrastate telecommunications
network. This network provides agency to agency communication and
access to computerized criminal justice information at the state and
national levels. This system known as FCIC (Florida Crime Information
Center) , reaches nearly all local, state, and federal criminal justice
agencies in Florida.
Today's FCIC system operates 7 days a week, 24 hours a day to protect
law enforcement. The system provides on-line access to informational
needs for criminal justice and law enforcement agencies. The Ocoee
Police Department has been on-line over twenty years through a dumb
terminal.
However, Florida's criminal justice agencies and law enforcement
agencies have information needs that cannot be served by today's FCIC
system.
The need for new functions within the system has FDLE in the process
of changing their current FCIC program to the FCIC II program. In
addition, one of the primary driving forces behind FCIC II is NCIC
2000. The NCIC (National Crime Information Center) is an on-line
information service provided by the FBI (Federal Bureau of
Investigation) to law enforcement and criminal justice agencies across
the United States and Puerto Rico, the Virgin Islands, Mexico and
Canada, its NCIC 2000 is scheduled to be on-line in twelve months.

DISCUSSION
FCIC is an on-line information service maintained by the Florida
Department of Law Enforcement and criminal justice agencies throughout
the state of Florida. Over 600 local and state agencies use the FCIC
system to record and retrieve information on wanted and missing
persons, stolen property, and criminal histories. The system is now
25 years old and cannot meet the information demands of the law
enforcement community. Therefore, FDLE is replacing the current system
and network. The new system, called FCIC II, will provide current FCIC
services plus improved data quality, system security, and easier data
access. FCIC II will also provide full NCIC 2000 capabilities,
including mugshot and other image storage and retrieval, when they are
offered from the National Crime Information Center.
With of the implementation of the New FCIC II and ultimately the NCIC
2000, the equipment currently being utilized throughout the state by
all criminal justice agencies and law enforcement agencies will become
obsolete. Through these efforts, Florida will realize the single
greatest advancement in criminal justice information systems since the
inception of the original Florida law enforcement network FCIC twenty-
five years ago.
The FCIC II program will change the way law enforcement operates in
Florida. It represents a significant change in the implementation of
technology and the process of doing business. FCIC II will provide an
infrastructure of a communications network, processing capabilities,
and data bases that can be built upon in the future.
The state of Florida is absorbing all the cost for implementing the new
FCIC II system with the exception of requiring all participating
agencies to purchase the workstations utilized by there agencies.
These workstations are required to be dedicated to the state of
Florida's system only.
The recommended configuration necessary includes:

2 serial ports, 16550 UART based RS232

4mm DAT Tape Backup Unit
CD ROM Microsoft Multimedia Compatible
Software - Windows for Workgroups 3. 11 and DOS 6.2
RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and Board of
City Commissioners approve using forfeiture funds not to exceed $5500.
