FROM: Jim Beech, Recreation Director
SUBJECT: RFP - Recreation Facility
Issue:
Which firm should the City select to provide design criteria services for the proposed Recreation
Facilities.
Background:
On June 21, 1995 proposals for Design Criteria Professional Services were received from three
firms.
Professional services which will be provided shall include, but not be limited to, performance
oriented drawings/specifications with:
1. Legal Description;
2. Survey Information;
3. Interior Space Requirements;
4. Material Quality Standards;
5. Schematic Layouts;
6. Conceptual Design Criteria;
7. Budget Estimates;
8. Design and Construction Schedules;
9. Site Development Requirements;
10. Provisions for Utilities;
11. Storm Water Retention and Disposal;
12. Parking Requirements.
The proposals submitted by these three firms illustrated how the Proposer's range of services
would best achieve the design criteria package that will meet the needs of the City.

Discussion:
The following committee was appointed by the Commission to review all proposals submitted:
Commissioner Jim Gleason
Montye Beamer, Director of Administrative Services
Jim Beech, Recreation Director
Jim Shira, City Engineer/Utilities Director
Russ Wagner, Planning Director
After review, a rating was done by each committee member. The results are attached. On August
15, 1995 two firms, Gee & Jenson, Engineers-Architects-Planners, Inc. and Ray Johnson and
Associates met with the selection committee. The questions they answered included:
1. Design approach.
2. Anticipated number of meetings with the staff and public.
3. Site evaluations.
4. With experience at such a project, what do you foresee the number of hours needed
and what are your customary hourly rates?
5. Detailed items of information regarding this project you would expect the City to
provide.
Based upon their overall score, performance, and area knowledge, Gee & Jenson Engineers-
Architects-Planners, Inc. was chosen by the Selection Committee.
Copies of all submittals are available for review in the City Clerk's Office.
Action Requested:
The Selection Committee respectfully recommends that the Mayor and Board of City
Commissioners: (1) award the Design Criteria Professional Services to Gee & Jenson, Engineers-
Architects-Planners, Inc., who are in attendance should you have any questions for them, and (2)
authorize the Mayor and City Clerk to execute all necessary documents.
