SUBJECT: Design Proposal-Forest Oaks and South Water Treatment Plants
Well Pumps and Ground Storage Tanks
Attached for your review and approval is a proposal from Professional Engineering Consultants,
Inc. (PEC)for work involved in the design of the well pumps, ground storage tanks, yard piping
and corrosion control chemical feed equipment that is required to utilize the two new wells
currently being installed.
In accordance with Chapter 17-551 F.A.C., we performed a corrosion control monitoring
program and determined that several of the monitoring points exceeded the Action Level for
copper content in the water samples. We did not exceed the Action Level for lead content in any
of the water samples. We then awarded a contract to Malcolm Pirnie, Inc. on March 15, 1994 for
the preparation of an Optimal Corrosion Control Plan as required by 17-551 F.A.C., in order to
bring the copper corrosion rate to within acceptable parameters.
On June 9, 1994 the Optimal Corrosion Control Plan was submitted to the Florida Department of
Environmental Protection for their review. On February 8, 1995 we received authorization from
FDEP to begin design and permitting for the modifications recommended by the report.
The proposal submitted by PEC includes the work required by the Optimal Corrosion Control
Plan, and uses Malcolm Pirnie as a sub-consultant. In this way, we will accomplish two goals
simultaneously. First, we will prepare plans and specifications for the well pump, ground storage
tank and connecting yard piping at each water plant to make use of the well that is currently being
drilled. Second, we will include in those plans the recommended improvements found in the
Optimal Corrosion Control Plan, so that construction of those improvements can be completed
within the timeframe mandated by Chapter 17-551 F.A.C.
PEC will design the well pumps, ground storage tanks, yard piping and corrosion control

modifications at both the South and the Forest Oaks Water Treatment Plants for a total not-to-
exceed fee of$108,497.00, and will have the design completed within 120 days of notice to
proceed. The preliminary estimated construction cost for these two projects is $985,000.00
I recommend that the City Commission authorize the Mayor and City Clerk to execute Addendum
No. 95-2 in the not-to-exceed amount of$108,497.00 in accordance with PEC's proposal dated
June 30, 1995.

AGREEMENT FOR CONSULTING ENGINEERING SERVICES
FOREST OAKS AND SOUTH WATER TREATMENT PLANTS -
WELL PUMPS AND GROUND STORAGE TANKS
This Addendum No. 95-2 hereinafter called the Addendum, as of this day of
• , 1995, shall constitute an Addendum to the Agreement for Consulting
Engineering Services between the City of Ocoee, Florida (the CITY) and Professional
Engineering Consultants, Inc., 200 East Robinson Street, Suite 1560, Lake Eola Centre,
Orlando, Florida (the CONSULTANT), dated the 21st day of August, 1984, hereinafter
referred to as the AGREEMENT.
WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT whereby
the CITY retained the CONSULTANT to provide professional engineering services as
required from time to time, and WHEREAS the CONSULTANT will perform
consulting engineering services for the CITY as herein defined.
NOW THEREFORE, in consideration of the mutual covenants and promises hereinafter
set forth on the part of both parties to be kept and performed, the parties do mutually
agree as follows:
Section 1 - Services of the Consultant
1.1 The CONSULTANT shall perform the Engineering services as outlined in the
attached proposal (P-5061), dated June 30, 1995 relative to the provision of
consulting services to the CITY.
Section 2 - Compensation
2.1 Compensation by CITY for engineering services for the design of the Forest
Oaks and South Water Treatment Plants - Well Pumps and Ground Storage
Tanks are provided under this Addendum shall be computed under Paragraph
F:\...\95-2.ADN -1- OE(08/11/95)
6.1.2.3 of the Agreement, utilizing the Payroll Cost Times a Factor Method of
Compensation with the compensation for this additional authorization not-to-
exceed $108,497.000 as outlined in the attached proposal, without further
authorization from the CITY.
Section 3 - Time of Completion
3.1 The CONSULTANT shall provide the services within a 180 day period from the
notice to proceed as outlined in the attached proposal.
IN WITNESS WHEREOF, the parties have executed this Addendum Nol 95-2 the day
the year hereinabove set forth.

Dear Mr. Shira:
We are pleased to present the attached proposal for Engineering Services related to the
above referenced assignment. The purpose of this assignment is to provide construction
plans, specifications, and related bidding documents for the construction of the following:
Forest Oaks WTP - New water supply well pump, controls, yard piping,
chlorine feed station, new 0.6 mg ground storage tank and
chemical feed equipment and storage to provide pH
adjustment to 8.0.
South WTP - New water supply well pump, controls, yard piping, chlorine feed
station, new 0.6 mg ground storage tank and chemical feed
equipment and storage to provide pH adjustment to 8.0.
A new well pump control system will be designed for each water treatment plant to allow
either ground storage tank to be selected as the lead tank. The lead ground storage tank
will control the operation of the well pumps. Previous water treatment plant design work
that has been completed by PEC will be utilized as much as possible.
The South WTP will not require a drainage permit, however, the Forest Oaks WTP will
require a MSSW permit from the St. Johns River Water Management District. Manhours
have been included to prepare the MSSW permit application, and the preparation of a
grading plan for the Forest Oaks WTP has also been included.
This proposal has been prepared based on the premise that the proposed construction
improvements will be completed under one contract document. This assignment consists
of two (2) primary activities:

Enclosed for your review are man-hour estimates included in Attachment A, design cost
estimates shown in Attachment B, and an implementation schedule shown in Attachment
C. Proposals for the subconsultants for geotechnical, chemical feed equipment for pH
adjustment and electrical services are provided in Attachment D. We propose to perform
the engineering services described herein on an hourly basis, not to exceed $108,497.00.
We are prepared to complete this assignment within 120 calendar days from the receipt
of an executed service authorization.

Corrosion Control Chemical Feed System Design

Malcolm Pirnie, Inc. prepared a Desktop Evaluation for Lead and Copper Corrosion
Control, dated June 8, 1994. This report was accepted by the City and was submitted to the
Florida Department of Environmental Protection (DEP) as part of the City's requirements
under the Lead and Copper Rule (USEPA, June 1991) for exceedance of the Action Levels
for copper. The DEP accepted the recommendation in the report on February 8, 1995. The
City now wants to complete the design of corrosion control chemical feed systems as part of
an improvement program for the two main water treatment.plants, Forest Oaks and the South
Plant. Malcolm Pirnie, Inc. will provide the services for the chemical feed systems to the
City's general consultant, Professional Engineering Consultants, PEC, on a subcontract basis.
General:
The Forest Oaks WTP is a 2.8 mgd facility using groundwater sources and provides
aeration for H2S control followed by chlorine disinfection. The South Plant is the same type
of plant but is a 4.2 mgd rated facility. The City also operates two other plants listed below:
• Kissimmee Avenue 4.2 mgd
• Jamela Avenue 3.5 mgd
These plants will be phased out per the Master Plan. Hence, the Forest. Oaks and South
plants will each have to be expanded to replace the capacities of the older abandoned
facilities. The chemical corrosion central feed systems need to be incorporated into the
expansion plans for these two plants.
Desktop Evaluation Recommended Conner Corrosion Control Plan:
The June 1994 Desktop Evaluation recommended a two-fold strategy for copper
corrosion control:
• pH adjustment to 8.0 with caustic soda (NaOH)
• Modify existing tray aerators to lower the dissolved oxygen in the water.
(The aerators can be modified by eliminating trays.)
Since the desktop was completed, another alternative to caustic soda has emerged
based on experiences at other Central Florida water plants. Namely, liquid chlorine, sodium
hypochlorite, a basic solution, can be used instead of chlorine disinfection and its basic
properties raise the pH. For systems needing an expansion of the gas chlorine systems which

require containment and scrubbing to meet OSHA safety code for chlorine gas, the sodium
hypochlorite can be an attractive alternative since only one chemical is added instead of two
with chlorine and caustic soda.
SCOPE OF WORK
I. Process Tests
Task 1.1 - Process Tests for Hydrogen Sulfide (H2S) Control
Conduct bench scale and lab tests to determine H2S oxidation and
disinfection/disinfection-by-products controls parameters.
• Test each source water for H2S, Total IHIardness (TII),
alkalinity, pH temperature.
• Evaluate az oxidation as alternative to aeration. ConductpH
tests after oxidation to get caustic soda titration curve.
• Test for Bromide (Br), total organic carbon (TOC),
trihalomethanes(THMs), simulated distribution system THMs
(SDS-THM)and other disinfection by-products (DBPs), total
haloacetic acids (THAAs, etc.)
• Evaluate aerator efficiency and performance for IH2S removal.
• Compile all tests results.
• Compare chlorine oxidation to aeration and chlorine.
• Evaluate use of liquid chlorine as alternative to C12 gas.
• Prepare Present Worth cost comparison for chlorine gas and
liquid.
Task 1.2 - Prepare recommended process design memo for H2S control and pH addition
to meet approved Desktop copper corrosion control strategy.
Prei}min_ary Design of Chemical Feed System
General: Prepare process design per the process design memo. Determine all chemical
feeds, dosages, application points, control parameters, and storage needs.
New process chemicals arc assumed to be chlorine and caustic soda but may
substitute liquid chlorine for chlorine gas and caustic soda.

Task 1.3 - Chemical Feed/Controls
• Prepare memo based on process design for key operator process control and
operation issues. This memo will also include the likely process parameters
to be monitored as well as the source and finished water parameters that
should be analyzed to complete suggested monitoring requirements.
• Prepare chemical feed and control portion of P & ID detail to show process
design parameters for chlorine and caustic soda.
• Define control and instrumentation parameters and present in a technical
memo to PEC for inclusion in a PDR (preliminary design report).
Task 1.4 - Chemical feed equipment and storage
• A technical memo will be prepared to identify chemical feed equipment,
storage, materials, containment and scrubbing facilities (if required for
expanded chlorine gas facilities). This memo will also define space
requirements for all chemical new process storage and feed equipment (limited
to hypochlorite or caustic soda and chlorine).
Task 1.5 - Meetings
• Two meetings are planned: one for Preliminary Design kick-off, and one for
PDR presentation.
2. Final Design and Bidtji_g_. rvices For the.Chemical Feed Systems
General: Malcolm Pirnie, Inc. (MPI) will prepare contract documents (drawings and
specifications for the chemical feed systems associated with the chemical feeds
corrosion control for the Forest Oaks and South Plant. Water Treatment. Facilities for
the City of Ocoee. MP1 will also assist PEC in permitting.
Task 2.1 - Prepare final design for sodium hydroxide (NaOI I) or sodium hypochlorite
(NaOCI) chemical feed system which includes: bulk storage, bulk loading,
transfer pumps, metering pumps, day tanks, and electrical instrumentation
requirements. Provide 60% and 90% complete design review submittals.
Provide coordination(mark-up of yard piping drawing provided by PEC) with
PEC for chemical piping between bulk storage and the day tank rooms, and
from the day tank rooms to the point of application.
Coordinate and assist PEC with final mark-up and comments for chemical
feed system P&TDs.

Task 2.2 - Prepare up to 3 drawings for the chemical feed system for both plants. The
list of drawings is presented below:

include:
- respond to questions from prospective bidders
- prepare and issue one addenda

3. Construction Administration (Shop Drawings). Construction Observation and Startup
Assistance
Task 3.1 - Assist in advertising for and obtaining bids for construction contract.
Issue addenda as appropriate to interpret, clarify or expand the Bidding
Documents.
Task 3.2 - Attend the bid opening, prepare bid tabulation sheets and assist in evaluating
bids and awarding contract for construction.

As requested, we have prepared and are pleased to present this proposal for providing
geotechnical engineering services for the project referenced above. In preparing this proposal,
we have discussed the project requirements with you and reviewed a preliminary site layout. In
addition, we have reviewed soils information for the existing well.
Based upon information provided by you, we understand that the proposed construction will
consist of a ground storage tank. Plans for the storage tank were not available. However,
conceptually, we understand that the proposed tank will be approximately 74 feet in diameter with
a side water depth of approximately 19 feet.
In order to provide input to our evaluations, we propose the drilling and sampling of two (2)
Standard Penetration Test borings to depths of 50 and 100 feet. In addition, our scope of services
includes a modest laboratory budget to help characterize the soil materials encountered. A one-
dimensional consolidation test is planned to be performed on a sample of the clay stratum
(depicted in the log for the existing well) that will be significantly stress by the loads induced
by the proposed tank.
The field and laboratory data will be summarized in an engineering report which will include a
settlement analysis and recommendations for foundation support and foundation related site work.
We believe we can complete the scope of services discussed herein for a cost of$3,880.00 as
outlined on Attachment A. We would not exceed this budget without your prior authorization.
