Seventeenth Annual Black History Month Celebration Gala on Saturday,February 23,2019,at the Rosen
DELORIS BARBER-BATSON Plaza Hotel,9700 International Drive,Orlando,Florida.The Reception starts at 6:00 p.m.and the
President Celebration Gala starts at 7:00 p.m.This year's theme is"A Triumphant Journey with Dignity and Grace".
CLARENCE HOPKINS Our keynote speaker is Actor Geoffrey Owens.Since graduating cum laude from Yale University in 1983,
1St Vice President Mr.Owens has built a distinguished career as an actor,director and teacher,in 1985;he made his
television debut on the second season of the NBC sitcom,"The Cosby Show"as Sondra Huxtable's
VERNARD BATSON boyfriend,Elvin Tibideaux. Tibideaux married Sondra and became a regular character in 1987 and
2nd appeared on the series until it ended in 1992.Some of his other television credits are"Built to Last","The
2 Vice President Leftovers","The Affair","Without a Trace","Boston Legal,"Las Vegas","The Wedding Bells","Law and
Order","The Guiding Light",and"That's So Raven?:He recently appeared on HBO's"Divorce"and on
VALERIE CURGIL episodes of"Bluebloods"and"Lucifer".On stage,Mr.Owens recently appeared on Broadway in Romeo
Recording Secretary and Juliet.Other stage credits include Oscar Wilde's Salome,the Chicago premiere of David Mamet's Race,
Opus and As You Like It,and Julius Caesar.He has done roles-including Romeo,Richard the Third,Othello
JACQUELINE KING and Puck-at numerous theaters.As a director,Owens has staged productions of King Lear,Much Ado
Financial Advisor About Nothing,The Taming of the Shrew,Richard III,As You Like It,The Two Gentlemen of Verona,and
Tartuffe.He is the founder and artistic director of The Brooklyn Shakespeare Company and has taught
GLORIA BARBER acting and Shakespeare at Columbia University,Yale,the Adult School of Montclair and Pace University.
Parliamentarian In addition to developing his own private Shakespeare workshop,he has been a guest teacher at
universities,theaters,studios and high schools in the New York metropolitan area.He has also served as a
CAROLYN MCFADDEN judge for the National Shakespeare Competition for at least 25 years.Early in 2018,photos of him working
Sub Committee Chair at Trader Joe's were published by The Daily Mail,which many characterized as"job shaming".Mr.Owens
agreed with the"job shaming characterization and stopped working at Trader Joe's due to the unwanted
attention.This incident led producer Tyler Perry to offer him a 10-episode role in the The Haves and the
OLIVIA FOUNTAIN Have Nots.He also booked a guest-starring role on NCIS:New Orleans and a supporting role in the film,
Special Events Fatale. He married his wife:Josette,in 1995,and they have one son.

EDDIE ENGRAM Central Florida,Valencia College and Rollins College.Individuals will be recognized in Community Service,
Education and Humanitarianism at this year's gala.The BHCOC is a 501C3 non-profit organization.A

The Black History Committee of Orange County,Inc.(BHCOC)would like to invite you to join us in commemorating
and celebrating Black History Month, February 2019.The BHCOC has planned some exciting and educational
events to reflect the organization's mission and our contributions to the community. The BHCOC will award
scholarships to students graduating from Orange County public high schools who wish to continue their
education at a Florida college or university.
Tuesday, January 29, 9:00 AM Friday, February 15, 11 AM to 2 PM:
Black History Month Proclamation.Orange County Government will Black History Month Festival on the Lawn Celebration.Join BHCOC
proclaim February 2019 as Black History Month. The event will be members, employees of Orange County government, and citizens
held in the Board of County Commissioners'Chambers at the Orange of Orlando and Orange County for our 25th festival and luncheon

• Good evening; My name is Socrates Perez, 2412 Johio Bay
Dr. / Lot 7 of Johio Bay Subdivision...23 yrs with this lot; 21
yrs since our family built and move into our custom home.
We enjoy shade, quietness (privacy) and TLC of this
place.... In addition we Serve our HOA in the
Architectural review board, also serve the community as a
Realtor for over 29 yrs.
• In our lot, behind the original property line, there is an
electric pole with air wires that have been on fire
explosion at least twice while we live there. Last time,
transformer tank was replaced to a more modern feature.
... All 6 properties along the property line are affected,
however our lot has the pole, 27 feet west of our east side
boundary and there are also poles within lot10.
• Now that a new property line has been granted to
accommodate the new development; this mentioned
pole is right in the middle of our back yard Not only as
a hazard issue, but also inconvenient, and jeopardizing
the resale value of the property.
• I have brought my concern and came up to the podium,
for the record, since the beginning of talking about
development. The quickest answers I heard originally was
not to worry that underground easement would happen
at some point. On the last hearing, there was no answer
to it, perhaps because the subject was in regards to set
backs for the new homesites.
• Duke energy was contacted and they mentioned a
preliminary quote of over $30k grant to move the poles to
the new property line I still concerned with this
problem not caused by us, and ask for a wise, and logical
solution, instead of being ignored.
• I have also sent a letter in this regard to City Planner in
charge to make him aware and request assistance in the
matter.
• I also want to express my full agreement to ONLY have
one story units built along the new property line south of
Johio Bay. This would help our new privacy issue and
avoid the giraffe effect into our backyards.

My name is Socrates Perez and I have been a resident in Ocoee for the last 21 years with my
family at 2412 Johio Bay Dr. (Johio Bay Subdivision).
I am taking the opportunity to communicate with you as one of the highest authorities in the city,
with the hope of having your attention, sound judgement, and sensitive ear in regards to finding
better solutions to the 6 homeowners along the south side of our Johio Bay Subdivision affected
with the new adjacent Ocoee Landing subdivision under construction.
As you are aware, the developer from the new subdivision and the Johio Bay Subdivision were
granted a petition of split ownership on the paper road adjacent by 30 feet each side. Since the
first hearing of this venture, I stood at the podium to point out an issue that still remains without a
good answer. The issue is related of the power lines that run behind the previous south property
line of the subdivision.
When I first spoke about it(and previous to approval from the City) the quick and simple response
was that the power company would have this taken care of by means of an underground utility
easement. My lot(marked 7 in Johio Bay) has a light pole with a transformer that will be right in
the middle of my backyard considering the new property line. This pole and transformer are most
definitely dangerous and unwelcome in my backyard. Furthermore, the power company is now
estimating that moving that easement will have an approximated cost of$32,000, according to a
quote from Duke Energy officials
At the most recent hearing regarding setbacks on the lots for the new subdivision I brought the
subject again to the podium, but it seems that no one has a proper answer for the matter.
I am appealing to you, to your position as city planner, and to your sound judgement as a citizen
to put yourself in my shoes. Please consider the implications of an issue that we did not create to
accommodate an investor. The"gift"of additional land in our backyards is becoming a hardship to
our Real Estate investments for the 6 property owners affected. When the time comes to resell
our properties, this issue brings a negative impact to our assets which was not the case when we
purchased our homes.
We need the power lines to be moved underground up to the new property line created by the
project at no cost to us.
Respectfully, I am asking for your assistance and I thank you in advance for your attention in the
matter.

Evaluation Criteria & Remediation
•During the Assessment, the following criteria was used to determine if the
palms/crape myrtles and other streetscape elements (i.e. signs, ramps, signs,
sidewalk) resulted in the following:
1.Loss of pedestrian/bicycle maneuverability at intersections
2.Blocks line-of-sight due to its proximity to handicap ramps, sidewalk intersections,
and/or driveways or location causes a loss of pedestrian maneuverability in areas
other than at intersections
3.Location blocks line-of-sight to regulatory sign and/or pedestrian crossing
4.Reduction in light distribution due to the proximity of palm fronds, trunks, or other
elements being to close to the streetlights
•The Bluford Avenue Streetscape Contractor has agreed to move and warranty
plants that are designated for removal to the northern section of Bluford Avenue
that have not been planted. They will also relocate any sign and pour sidewalk
where plants have been removed.
