Final Subdivision/Site Plans
Project No. 93-009
ISSUE:
Should the Honorable Mayor and City Commission approve the Final
Subdivision/Site Plans for Phase II of Lake Olympia Square?
BACKGROUND/DISCUSSION:
Final Plans for Phase I of the Lake Olympia Square Project were approved
on July 5 , 1994, and included the existing Winn-Dixie Store, Retail
Spaces "A" & "B" and Outparcels "3A" & "4A" . Phase II Final Plans
provide for further expansion of the shopping center portion of the
project and include additions to the parking lots, driveways and
stormwater management facilities . These plans are consistent with the
amended Land Use/Preliminary Subdivision Plan for the project as
currently proposed and are subject to the City's approval of those
changes . Due to the desire of the developer to shift emphasis to the
completion of the shopping center portion of the project versus
outparcel development , a number of changes will be required to existing
concurrency agreements related to traffic and sewer and water
facilities .
PLANNING AND ZONING COMMISSION RECOMMENDATION:
At their meeting on September 12 , 1995 , the Planning and Zoning
Commission unanimously recommended approval of the Final
Subdivision/Site Plan for Phase II of Lake Olympia Square per the staff
recommendation.
STAFF RECOMMENDATION:
At their meeting on September 6, 1995, the DRC unanimously recommended
approval of the plans subject to some minor map clarifications and
amendments to required concurrency agreements . The map changes
requested by the DRC have now been incorporated into the plan set and
staff , therefore, respectfully recommends that the Mayor and City
Commissioners approve the Final Subdivision/Site Plans for Lake Olympia
Square, Phase II as date stamped received by the City on September 8,
1995 , subject to amending existing Sewer and Water Agreements , shifting
reserved trips to the shopping center portion of the project and payment
of appropriate concurrency-related fees prior to Final Plan approval .
