Final Subdivision Plans
ISSUE:
Should the Mayor and City Commissioners approve the Final
Subdivision Plans for Silver Glen, Phase II , Village II?
BACKGROUND:
Silver Glen PUD is a 231 lot residential development located north
of Silver Star Road, west of Clarke Road. This project has been
underway for the last several years , and the Phase II , Village II
segment of the development is the final portion of the subdivision.
Phase II , Village II provides for 54 residential lots on a 13 . 6
acre parcel . Based upon the PUD approval , the lots within the
project may be as small as 6, 500 s . f . with 60 foot frontages and
reduced corner setbacks .
DISCUSSION:
The developer has conformed the Plans for this portion of the
project to the requirements of the Silver Glen PUD and the
provisions of the Ocoee Land Development Code . It should be noted
that the stormwater management retention pond serving this portion
of the project was previously constructed as part of a prior phase
of the subdivision. As part of this phase of the project , certain
modifications to the existing pond will be required to ensure that
it functions properly . Additionally, the Development Agreement for
the PUD requires that the developer reimburse the City for a
portion of the intersection signalization cost at Clarke Road and
Silver Star Road, and this will need to be paid as part of the
close-out of this multi-phased project .

PLANNING AND ZONING COMMISSION RECOMMENDATION:
At their regular meeting on November 14, 1995 , the Planning and
Zoning Commission unanimously recommended approval of Final
Subdivision Plans for Phase II , Village II of Silver Glen PUD per
the DRC recommendation. ( It should be noted that the Planning and
Zoning Commission expressed concern at this meeting about the poor
condition of some existing roadways within the Silver Glen
development . )
STAFF RECOMMENDATION:
Based upon the unanimous recommendation of the Development Review
Committee at their November 7 , 1995 meeting and the unanimous
recommendation of the Planning and Zoning Commission, Staff
respectfully recommends that the Mayor and City Commissioners
approve the Final Subdivision Plans for Phase II , Village II of
Silver Glen PUD as date stamped received by the City on November 9,
1995 , subject to the following conditions :
1 . That the developer secure a permit from the St . John's
River Water Management District to modify the retention
pond serving this phase of the project prior to the Pre-
Construction Conference, and that all revisions to the
retention pond be corrected at the developer 's expense
prior to the Certificate of Completion being issued.
2 . That the developer reimburse the City for 25% of the
original cost for the signalization of the intersection
of Clarke Road and Silver Star Road prior to the Pre-
Construction Conference.
