BACKGROUND: Lake Olympia Square is a 20 . 78 commercial development located at the southwest corner of Silver Star Road and Clarke Road. The Land Use/Preliminary Subdivision Plan for the project was originally approved by the City Commission on May 17 , 1994 and included one large shopping center facility to be built in phases covering two lots within the site in addition to three outparcel lots . The first phase of the project included the existing Winn-Dixie food store, Retail Store Spaces "A" and "B" , and Outparcel Lots 3A and 4A. DISCUSSION: Based upon changes in user requirements , the developer is proposing a number of revisions to the Land Use/Preliminary Subdivision Plan which will enable him to immediately proceed with the shopping center portion of the project in lieu of focusing on outparcel development . These proposed revisions are outlined in detail on the Amended Plan and generally include: 1) reconfiguration of the space within individual retail spaces , 2) a change to the common boundary line of lots 1A & 2A, 3) revisions to the construction phasing schedule, 4) minor modifications to the parking lot and driveways , and 5) the addition of more brick screening wall with landscaping along Olympus Drive as part of Phase III of the development . Overall , the total build-out size of the project remains the same as originally approved, 151 , 894 square feet . PLANNING AND ZONING RECOMMENDATION: At their meeting of September 12 , 1995 , the Planning and Zoning Commission unanimously recommended approval of the 1st Amendment to the Land Use/Preliminary Subdivision Plan of Lake Olympia Square per the Staff Recommendation, subject to the condition that the brick screening wall in Phase III shall be constructed prior to commencement of any Phase III site development activities . 04 Lake Olympia Square, LU/PSP - 1st Amendment September 13 , 1995 Page Two STAFF RECOMMENDATION: At their meeting of September 6, 1995 , the DRC unanimously recommended approval of the Plans subject to some minor clarifications . These revisions have now been incorporated into the Plan set , and Staff therefore respectfully recommends the Honorable Mayor and City Commissioners approve the 1st Amendment to the Land Use/Preliminary Subdivision Plan of Lake Olympia Square as date stamped received by the City on September 8 , 1995, with consideration of the Planning and Zoning Commission recommendation.
