The members of the Committee included Wanda Horton, Finance Director, Peggy Psaledakis, Human Resource Director, Commissioner Scott Glass, and this writer. Attached to this memo is the Innovative Idea as submitted by Ms. Sills that will save us approximately $5500.00 as a result of her cost saving suggestion. Therefore, the Committee recommends that Ms. Sills be awarded a $550 bonus for her suggestion. The award of the check to Ms. Sills, if approved, will be at the first meeting in September. We are currently paying $.295 per item we mail. I did not feel that this was much of a discount. With our new computer system, Utility Billing Software package, and printer I felt that we should be able to incorporate all resources and be eligible for a better rate. I first contacted the Postal Business Center to find out what we would need and to see if our system could accommodate the changes necessary to bar code. I found out that with bar-coding our bulk rate would drop to $.238 per item. We are currently billing approximately 8,000 customers. This would net us a monthly saving of about $456.00 per month or an annual savings of $5,472.00. We would need to send an ASCII file to the Post Office for CASS certification which would add or update our address files with the zip + 4 codes. This is done the first time free. The Post Office recommends that the CASS certification file be updated twice a year. There are software packages available for us to do this in house or there are companies that will do this fora fee . After seeing that savings would be substantial, I then contacted our Software company ADG (Utility Billing), to see if first, we could have the changes made for our software to accept bar- coding. ADG has replied that yes, it is a minor change in the bill print set up. ADG then informed me that our printer would need to be compatible and that this would require a"chip". Of GoO' ELLIS SHAPIRO I then contacted Hewlett Packard and got "chip" information and cost. The cost for the chip is $195.00 plus shipping. There is not a need for install costs. It is a simple process that can be handled in house. The "chip" has been purchased and received. The Cass certification by the Post Office is complete and has been sent to our Software company ADG to test to be sure everything is in place. ADG will then modify our bill "print job"to accommodate the encoding. The encoding process should be in place for our next billing the end of July.
