As reported previously, the acoustical wall covering installed on the walls has reduced the noise levels in the building but further noise reduction is still required. The decibel level is between eighty and ninety db's which is within the industry standards and with the addition of the acoustical ceiling panels it will reduce the reverberation times from 4.2 to 5.06 seconds which equates to a reduction of 6 db's or greater. Essentially, this will make the noise level at the gymnasium acceptable for its occupants. Any delays in receiving bids or requesting commission approval at a later meeting will put a burden on the staff and children at the center. The currently planned use of the gymnasium requires that this work be accomplished on an expedited basis. If the City follows its normal competitive bidding procedures, it could easily be two months before the acoustical panels are installed. In order to expedite the project, the City asked Golden Hammer Contractors, Inc. to submit a proposal. As you are aware Golden Hammer is the company doing the City Hall siding project and were chosen only because of their creditability for their work on City Hall and being mobilized at the location near the Recreation Department. Golden Hammer Constructors submitted proposals for $12,500 and $14,368 (copies attached). They can start the project on August 19, 1998 and complete the project by September 16, 1998 (four weeks). I believe that item price proposal is competitive and is a fair proposal. The staff requests that the City Commission (1) waive the competitive bidding requirements for the installation of acoustical wall covering for the reasons set forth in this memorandum, (2) authorize the issuance of a purchase order and other documentation in order to hire Golden Hammer Contractors, Inc. to install acoustical panels at the Vignetti Recreation Center at a price of$12,500 and (3) authorize $12,500 from the contingency fund for this purpose. TO: - Bruce Nordquist, CLP Project:- Add Acoustical Treatment to Existing Ceiling in Gym Gentlemen: The undersigned, in compliance with your request for proposal for the construction of the above-described project,having examined the drawings with related contract documents carefully, and the site of the work, and being familiar with all of the conditions surrounding the construction of the proposed project,hereby proposes to furnish, labor, material and equipment to perform the work for the construction of the project as required by and in strict accordance with the contract documents and drawings, at the price stated below. BASE PROPOSAL: For all the work as shown on the drawings and specifications,We agree to perform the work for the sum of: Twelve thousand five hundred and no/100($12,500)dollars. The above stated compensation covers all expenses incurred in performing the work, as described in the description of work as required under the contract documents, of which this proposal is a part. DESCRIPTION OF WORK: Golden Hammer Contractors,Inc.will provide the following: A) Provide and install acoustical panel's (28)onto existing drywall ceiling per attached specification sheets "A". Panels are calculated to reduce reverberation times from 4.2-5.06 seconds to 1.4 seconds based on the existing room construction materials and layout as described by Mr.Nordquist. This equates to an estimated reduction in dB of greater than 6. B) Lead-time on material is 4—6 weeks. Installation time is 3-4 days and will require scaffolding to be set up. C) Golden Hammer does not warrant the design or products installed, as we are not acoustical designers. However,this product is used in gymnasium environments and the manufacturer stands behind the product's ability to reduce and absorb noise. Alternate 1 You may change the materials specified above with foam panels per specification sheets"B". The manufacturer would not provide a specific number for the reduction of reverberation but indicated a drop of approximately 5db was achievable with this product. The cost for this application is an additional $2,368 to be added to the base bid above. Item B and C above remain the same. Upon receipt of notice of the acceptance of this bid,the Undersigned hereby agrees that he will execute and deliver the formal written contract in the form prescribed, in accordance with the bid as accepted,within ten days after the prescribed forms are presented to him for signature. In the absence of a formal written contract,this document will serve as written agreement that the above work and compensation is accepted by the Owner as stated above.
