This job description was omitted from the job descriptions recently adopted on August 18, 1998 under resolution number 98-09. We apologize to you for this inconvenience. — THE PRIDE OF WEST ORANGE RESOLUTION NO. 98-12 A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, RELATING TO JOB DESCRIPTIONS AND TITLES; ADOPTING A JOB DESCRIPTION AND TITLE FOR WATER TREATMENT PLANT OPERATOR TRAINEE; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Ocoee has previously approved and adopted job descriptions for all of the employment positions in the City of Ocoee; and WHEREAS, the City Commission of the City of Ocoee desires to adopt and approve an additional job description and title for the duties of Water Treatment Plant Operator Trainee. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, as follows: Section 1. Authority. The City Commission of the City of Ocoee, Florida has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. Section 2. Adoption of Job Description for Water Treatment Plant Operator Trainee. The City Commission hereby adopts and approves the job description for Water Treatment Plant Operator Trainee as set forth in Exhibit "A" attached hereto and by this reference made a part hereof. Section 3. Conflicts. All Resolutions or parts thereof in conflict with this Resolution are hereby repealed to the extent of any conflict. Section 4. Severability. If any section, subsection, sentence, clause, phrase or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. Section 5. Effective Date. This Resolution shall become effective immediately upon passage and adoption. PASSED AND ADOPTED this day of , 1998. FOLEY & LARDNER By: City Attorney 2 Exhibit "A" WATER TREATMENT PLANT OPERATOR TRAINEE MAJOR FUNCTION This is specialized manual and mechanical work in operating the water treatment plants and facilities assigned. Although the operator has some maintenance responsibilities, those responsibilities are secondary to the theoretical operational control of the plant . Duties are performed on an assigned shift . Although the Chief Water Plant Operator is responsible for establishing operational guidelines, the operator is responsible for gathering and recording the information upon which operational procedures are based. Once procedures are established, the operator performs the operational duties. Work is reviewed through inspection and by observing the effectiveness of plant operations through the review of shift reports and chemical laboratory tests. Work is performed under the supervision of the Chief Water Treatment Plant Operator. ILLUSTRATIVE DUTIES Changes chlorine cylinders and maintains chlorination equipment as needed to provide adequate chlorine residual to meet State requirements. Maintains water pressure and water levels in storage tanks by operating pumps and valves in emergency situations. Checks and lubricates pumps, motors, and other water production equipment found at pumping facilities. Checks electrical controls, resets tripped electrical circuits, and monitors for electrical motor malfunctions . Informs Chief Operator of machinery and equipment defects and performs necessary maintenance and repairs. Submits material and parts list for maintenance of equipment to Chief Operator. Keeps production facilities clean and orderly. Reads and records a variety of charts, meters, gauges, records, log sheets, and operating reports. Collects samples for laboratory analysis and assists in handling water quality complaints and environmental spills . Performs other assigned duties as required. MINIMUM QUALIFICATIONS Knowledge, Abilities, and Skills Considerable knowledge of methods, materials, equipment, and practices of modern water treatment . Considerable knowledge of hazards involved in water treatment and the safety requirements for handling chlorine gas and hydrofluorosilicic acid. Considerable knowledge of the rules, regulations, and public laws pertaining to water treatment . Knowledge of the methods, practices, and procedures in the repair and maintenance of pumps, Adopted WATER TREATMENT PLANT OPERATOR TRAINEE Knowledge, Abilities, and Skills - Continued motors, valves, chlorinators, fluoride equipment, and other related equipment . Knowledge of chemistry and mathematics as they apply to water treatment . Ability to prepare clear and concise reports. Ability to follow oral and written instructions . Ability to establish and maintain effective working relationships as necessitated by the work. Minimum Training and Experience Graduation from High School . Studies should have included courses in basic mathematics and chemistry. Necessary Special Requirements Must obtain a Class "C" Water Plant Operator' s Certificate within two years of date of employment as a trainee. Possession of an acceptable Florida CDL License. NOTE: The requirement for a "C" License will be determined by the needs of the City. Current City Employees in a higher pay grade wishing to become a Trainee, shall go to the Non-Trainee pay grade for this position. Current City Employees holding other positions in the City within the Non-Trainee pay grade for this position shall remain in that pay grade. Current City Employees holding other positions in the City in a lower pay grade than the Non-Trainee pay grade for this position shall remain in that pay grade unless the pay grade falls under the Trainee pay grade. If the employee is under the Trainee pay grade the employee shall be placed within the Trainee pay grade. Adopted
