MEMORANDUM
TO: The Honorable Mayor and Board of City Commissioners
FROM: Ellis Shapiro, City Manager
DATE: January 10,1996
RE: DIAMOND WATER SKI SHOW TEAM: INTERIM REPORT
In December I received the attached information from the Diamond Water Ski
Show Team regarding their request to utilize Starke Lake as their home site.
Other than the fact that there is now a proposed second site on a privately
owned vacant lot on Silver Star Road, the ski team's original request is still their
preference.
Also, it appears that the liability can be resolved by their insurance coverage.
Other than insurance, all the initial questions still remain regarding this activity.
As I recall, the majority of the City Commission suggested that a neighborhood
meeting be called for those residents around Starke Lake and all other interested
residents in the community to discuss these issues and give input to the City
Commission.
With your consent or lack of opposition, I will begin to schedule that meeting
next week for either our City Commission chambers or the Community Center. I
will contact Mr. Spell of the Diamond water Ski Show Team for an appropriate
time for his group to attend.
Respectfully Sub 1 'tted,

DIAMOND WATER SKI SHOW TEAM
December 1, 1995
Mr. Ellis Shapiro
City Manager
City of Ocoee
150 N. Lakeshore Drive
Ocoee, FL 34761
Dear Mr. Shapiro:
It was a pleasure for Jerry Nicholson and me to have the opportunity to meet with you and
Mr. Gleason several weeks ago. I appreciate your candor in responding to our request for
the opportunity to partner with the City of Ocoee for the purpose of promoting the show
skiing aspects of the sport of water skiing.
As a result of that meeting, Jerry and I have prepared an information package which
describes the sport as well as describing the goals and operations of the Diamond Water
Ski Show Team (DWSST). It also describes the benefits to your city of participating as a
site sponsor. We have also included material addressing some of the problems, both real
and perceived, that are associated with show skiing. This material describes how we
approach these issues in order to minimize or eliminate any potential problem.
Our request is specified in more detail in section 5 of the enclosed binder. Basically, we
are asking the City of Ocoee to provide the following:
Approximately 200' of shoreline reserved for use by the DWSST.
Use of the launch ramp and a parking area
Permission to moor a floating dock and portable ski jump
A map is enclosed in section 2 of the proposal showing two possible sites. One is located
on city property. The second is located on a vacant lot on Silver Star Road and is
privately owned. (Please note that we have met with the owners and they have met with
the adjacent property owners. All are willing to allow us to ski from the property.) Our
preference is to ski from the larger city owned area.

There are several ways in which your city will benefit from this arrangement. We have
discussed these in some detail in section 4. Summarized below are some of the benefits to
the City of Ocoee:
A community ski show provided to the city at no charge
Recognition to the city - "City of Ocoee, practice site of the Diamond Water Ski
Show Team.
Youth development program - with local community support, we will work to
develop a youth ski program. Ultimately we would want to incorporate this
youth team into our public shows.
We have taken several weeks to prepare this proposal because we want to provide you
with as complete a picture as possible of our club. I hope that the additional time taken
will prove to be worthwhile. I'm sure additional questions will arise and both Jerry and I
are available to respond. Also, we will be glad to have our board of directors meet with
you or others to whatever extent you believe will be helpful. Section 7 includes the names
of others in the Central Florida area who know our club well and who may be of help to
you as you evaluate our proposal
Thanks again for your consideration. We are looking forward to building a mutually
beneficial relationship.
Sincerely,
i
Darrell D. Spell

Dear Kevin and Ski Club Members :
What can I say? Comments from people regarding the Christmas
parade ski show ranged from great; a wonderful addition; to "how
can they do that in the dark"?
Actually, the ski show was very visible from various vantage points
around the lake . The Lakeland Christmas Parade is a wonderful
community event and after Thursday night' s performance by the ski
club, I feel safe in saying you are now a part of this annual
festive event .
Please pass on accolades to members of the club. The City is very
grateful to you and the club for the performance .
Sincerely,
:i
