Subject: INNOVATIVE IDEA
On December 14, 1995, the Innovative Idea Committee, made up of this
writer, Commissioner Glass, Jim Shira, Montye Beamer, and Peggy
Psaledakis, met to review and discuss an Innovative Idea presentation to
the City by Jerry Bolton of the Utilities Division.
As a result of our discussions the Committee voted to recommend that Mr.
Bolton receive a bonus of $175.00 for this idea. The amount came as a
result of taking his average 3-year savings per his memorandum and
rounding this figure to $5,210, dividing this figure by 3 years to derive the
one year savings of $1,736, and then dividing this figure by 10% to result
in a bonus of$175.00.

SUBJECT: Innovative Idea
When a new development is planned, the design engineer selects a lift station pump based on
anticipated flow and total dynamic head conditions.
A pump thus selected will often be slightly "oversized" in the early years, due to low initial flows,
and lower initial total dynamic head. This results in a pump that does not run at peak efficiency.
More efficient operation can be obtained by changing the pump impeller to one that is a closer
match to actual flow and head conditions. This potential efficiency gain can only be determined
once the pump has been in service for several months, not during the design phase.
Jerry Bolton has taken it upon himself to look for potential efficiency gains in our lift stations and
has made changes to one lift station (Oak Forest apartments) that will result in a savings to the city
of approximately $5,000.00 over a three year period.
This figure is derived by a calculation of actual electrical consumption over an eight month period
with the original impeller, and over the next eight months with the new impeller. Mr. Bolton's
calculations are attached. Also included in the savings is an avoided cost for moter maintenance.
Due to the shorter run time with the new impeller, the motors will require maintenance only once
in the next three years, instead of twice with the old impeller. This avoided cost will be between
$1,200 to $1,500.
Summary of savings:
Electricity: $133.35 Saved Over 8 Months
$16.67 Per Month
$200.03 Per Year
$600.08 Over 3 Years
Maintenance:
Old Impeller: Run Time Per Year = 4,077 hours
Run Time Over 3 years = 12,231 hours
Maintenance Interval = 6,000 hours at $1,200 - $1,500
Maintenance Cost = $2,400 - $3,000
New Impeller: Run Time Per Year = 2,224 hours
Run Time Over 3 Years = 6,672 hours
Maintenance Interval = 6,000 hours at $1,200 - $1,500
Maintenance Cost = $1,200 - $1,500
Maintenance savings: $1,200 - $1,500 per motor, $2,400 - $3,000 total savings on
both motors.
Total Savings: Power = $600.00
Maintenance = $2,400 - $3,000
Before this change was made, there were 14 after-hours calls to the lift station, two of which
required us to call a wrecker to lift a pump out. The wrecker charge averages $70, and the call
out would average$35. Since the change was made, there have been no call outs. If this avoided
cost is included in the total savings, the figure would be:
Power: $600
Maintenance: $2,400 - $3,000
Call-Out Pay: $1,490
Wrecker Service: $420
$4,910 - $5,510
