AGENDA REQUEST
In support of the Transportation Refunding and Improvement Revenue Bonds, Series
1998, the following Roadway Improvement Projects are proposed:
1. Maguire Road $8,300,000
2. Professional Parkway $2,400,000
3. Maine Street $2,100,000
4. Additional Roadway Projects,
as Approved by the City Commission
As part of the design effort, each Roadway Improvement Project will be presented
to the public for comments and a final review will be presented to the City
Commission for approval of right-of-way, typical section, median design,
landscaping and overall roadway design criteria.
This request is to approve the funding of the roadway projects with the
understanding that the City Commission will have the opportunity to review and
approve the design of each roadway.

1.0 Purpose
The purpose of this report is to provide a brief description and preliminary cost estimate of the three (3)
proposed roadway improvement projects for the City of Ocoee: Maguire Road, Professional Parkway,
and Maine Street that are the principal roadway projects of the 1998 Transportation Refunding and
Improvement Bond Issue. See attached project location map.
1.1 Maguire Road
The City of Ocoee is undertaking the improvement of a 1.5 mile segment of Maguire Road that extends
from 1200 feet south of the intersection of Roberson and Moore Roads in a south-north direction to SR
50 due to the increase in projected traffic volumes. The following are the traffic projections for the year
2020: from Gotha Road to Roberson Road - 16,900 Average Daily Trips (ADTs); from Roberson Road
to Tomyn Road - 24,100 ADTs; from Tomyn Road to Professional Parkway - 34,300 ADTs; and from
Professional Parkway to SR 50 - 24,200 ADTs.
Maguire Road is functionally classified as a collector road. The existing road is a two lane rural section
(open drainage) that overpasses the Florida Turnpike. The existing right-of-way varies along this corridor
in the following manner: from Roberson Road to Winshire Boulevard the right-of-way width is 80 feet;
from Winshire Boulevard to Tomyn Road the right-of-way widens to 100 feet; from Tomyn Road to
Professional Parkway the right-of-way is 200 feet; and the segment north of Professional Parkway to SR
50 the right-of-way is approximately 90 feet. The existing vertical alignment (except at the bridge and
the bridge approaches) is essentially flat along this corridor.
The proposed roadway improvement project has been divided into three phases. Phase I extends from
south of Roberson Road to Tomyn Road and is currently at 80% design completion. Phase II starts at
Tomyn Road and extends to Professional Parkway and is currently under study along with Phase III from
Professional Parkway to SR 50. The construction cost for the roadway project is estimated at
$7,556,713.00. The total roadway project including design, right-of-way and drainage retention is
estimated to be $8,300,000.
The proposed Maguire Road shall be designed and constructed as a 45 mph four-lane divided typical
section consisting of 12 foot inside lanes and 14 foot outside lanes to provide for bicycle lanes. It will
include a 22 foot raised grassed median, curb and gutter with closed drainage and sidewalks on both sides.
This urban typical section will require a minimum of 100 feet right-of-way. At the bridge approaches,
the typical section described above will transition to accommodate a proposed four lane bridge typical
section (14 foot outside lanes) with 2.5 foot outside shoulders and 12 foot median traffic separator. At
the intersection of Maguire Road and SR 50 an undivided five lane urban typical section has been
proposed to minimize right-of-way costs and business damages, but further study will indicate if it is the
City's option to incorporate intersection improvements that will cause additional right-of-way to be
acquired, in which case the cost of the project will increase.
The Maguire Road improvement project also includes limited intersection improvements to Roberson and
Moore Road, as requested by the City of Ocoee during the Phase I design. These improvements include
a 12 foot widening on the north side of Moore Road and a 12 foot widening on the south side of Roberson
Road to provide for exclusive right turn lanes.
1.2 professional Parkway
The City proposes to improve the segment of Professional Parkway that extends from Maguire Road east
to Old Winter Garden Road. The existing road is a two lane rural typical section with 12 foot lanes, an
open drainage system and an existing right-of-way width of 60 feet. Currently under study is the
feasibility of realigning the intersection of Professional Parkway and Old Winter Garden Road.
Depending on the results of this study, the proposed typical section of Professional Parkway will match
the typical section of Old Winter Garden Road which is a four lane urban divided typical with a 19.5 feet
median, 12 foot inside lanes, 14 foot outside lanes, curb and gutter, a closed drainage system and
sidewalks on both sides for a 45 mph design speed. Orange County is currently completing the planning
phase of four-laning of Old Winter Garden Road from SR 50 to Good Homes Road. The proposed right-
of-way for the segment within the City will range from 100 feet to 120 feet. The total length of the
project is 0.50 miles and the estimated construction cost is $1,500,000.00. The total roadway project
including design, right-of-way and drainage retention is estimated to be $ 2,400,000. The
surrounding land use is mixed residential and commercial. The traffic projections for the year 2020
indicate that traffic will increase from 5,044 to 18,900 ADTs.
1.3 Maine Street
Maine Street is presently a historical two lane brick road. In order to maintain this road as a historical
preservation site, the City of Ocoee has proposed to realign 0.52 miles of the road from Chicago Avenue
to Maguire Road and to pave 0.28 miles of existing dirt road from Chicago Avenue to Blackwood Avenue
for a total roadway improvement length of 0.80 miles. The project will propose that as an ultimate
condition Maine Street be designed to accommodate an urban five lane undivided typical section with 12
foot lanes including a center turn lane and curb and gutter on both sides (no sidewalks) from Maguire
Road to Richmond Avenue, and a urban divided typical section with 12 foot lanes, sidewalk, and curb
and gutter on both sides from Richmond Avenue to Blackwood Avenue. However, as an interim
condition, only the two outside lanes are planned for construction with the 1998 Transportation Bond.
Grassed shoulders will be constructed in the median as an interim condition to allow for future widening
to the median. The construction cost for the project(2 lane) is estimated to be $1,500,000.00. The total
roadway project including design, right-of-way and drainage retention is estimated to cost
$2,100,000. It is anticipated that all right-of-way will be dedicated by developers and adjacent property
owners. The existing right-of-way is 60 feet. Proposed right-of-way will range from 80 feet to 100 feet.
Maine Street is currently a City Road with a mixed residential-commercial surrounding land use.
