Wheeler, P.E. o<9Cr,✓' Assistant City Engineer/Utilities Director SUBJECT: Phase I Capital Improvement Program Group 2 Projects Award of Construction Contract Project Nos. 3a,3b, 17 and 29 (Spring Lake Basin Projects) On Wednesday, August 26, 1998, bids were received for CIP Projects No. 3a, 3b, 17 and 29, the Spring Lake Basin Projects. The work in this drainage basin includes: # 3a- Construction of inlets at the intersections of Russell, Suzette, and Crystal Drives with Flewelling Drive, infiltrator drainage systems between each intersection, connection to the stormwater collection system, and relocation of a water main along Flewelling Drive. # 3b -Installation of a sediment/trash collector chamber on the outfall pipe to Spring Lake. # 17 - Connection of an unusable curb inlet at Ocoee Hills Road and Pinewood Lane to the stormwater collection system, infiltrator drainage system along that portion of Ocoee Hills Road, and some water main relocations. #29 - Construction of inlets at the intersection of Doreen and Lady Avenues, infiltrator drainage systems between that intersection and Doreen Avenue and Mona Court, and connection to the stormwater collection system. Four of the five contractors prequalified under Continuing Horizontal Construction Services program submitted bids on these projects. There bids were: Prime Construction Group, Inc. $424,570 Georgetown Enterprises, Inc. $494,361 Linco, Inc. $531,230 Wharton-Smith, Inc. $592,000 I0040THE PRIDE OF WEST ORANGE These problem areas have been well documented by Professional Engineering Consultants, Inc. and are included in the Stormwater Capital Improvement Program. The attached letter from PEC, Inc. is a recommendation to award the contract to Prime Construction Group, Inc. in accordance with the base bid option. The Engineering Staff concurs with PEC's recommendation to award CIP Projects No. 3a, 3b, 17, and 29 to Prime Construction Group, Inc. for the sum of$424,570. The intent is to secure bonds and insurance certificates, execute contract documents, and issue the Notice To Proceed on or about the first of October so that actual construction can begin before the end of the month. The construction schedule requires the contractor to be completed within 150 days. I recommend that the City Commission authorize the Mayor and City Clerk to execute a contract with Prime Construction Group, Inc. in the amount of$424,570.00 for CIP Project No. 3a, 3b, 17 and 29 in accordance with the following steps: 1. Authorize the Engineering Department to execute the Notice of Intent To Award and secure executed contract document, bonds and insurance from the contractor. 2. Authorize the Mayor and City Clerk to execute the contract with Prime Construction Group, Inc. at such time as the contract documents are reviewed for compliance by staff and legal counsel, as needed. On Tuesday, September 1, 1998, PEC transmitted a breakdown of the submitted bids, along with a letter that documented the high points of our review. 1' ECOMMENDATION Based upon the breakdown of bids,combined with our subsequent discussions,we hereby make the following recommendation. ❖ Award Bid Package V-31729 to the apparent low bidder, Prime Construction Group, Inc., for the amount of 542070. This monetary amount represents the costs associated with the base bid infiltrator product, in lieu of the bid alternate Hancor product.
