(407)656-2322 CITY MANAGER 444 Gp 000V`` ELLIS SHAPIRO STAFF REPORT DATE: September 9, 1998 TO: The Honorable Mayor and City Commissioners FROM: Robert Lewis, AICP, Senior Planner THROUGH: Russ Wagner, AICP, Director of Planning SUBJECT: Tee Pee Lumber Expansion Preliminary/Final Site plan Case#LS-98-002 ISSUE: Should the Mayor and City Commissioners approve the proposed Preliminary / Final Site Plan for the Tee Pee Lumber Expansion? BACKGROUND: The subject property is located on the north side of Maguire Road at its intersection with Kissimmee Avenue and currently has I-1 zoning. The adjacent properties to the south and west have industrial uses and are zoned I-1 and I-2. The property to the north is vacant and has I-1 zoning. The property to the east has residential uses and is zoned R-1-AA. The existing facility has just under 50,000 square feet of space, which is mostly warehouse space with some office space. The proposed expansion includes just over 30,000 square feet of warehouse space with a new loading dock and expanded parking. DISCUSSION: In order to gain access to the expansion at the rear of the property and to provide better access for this site and the adjacent property to the west, the entrance to this site from Maguire Road has been moved to line up with Enterprise Road. Since the new entrance location is not on the Tee Pee Lumber property, a cross access easement with the adjacent property owner has been negotiated. The new entrance location will be safer and more efficient for both properties, both now and in the event that this portion of Maguire Road is widened in the future to accommodate the anticipated larger traffic volumes on the road. September 9, 1998 The Honorable Mayor and City Commissioners Page 2 Due to the unique nature of this site's location and its unique shape, several waiver's from certain Land Development Code requirements have been requested. All five requested waivers have been identified in the Waiver table on Sheet L101. Staff supports all the requested waivers, most of which address landscaping requirements. The requested waivers are summarized as follows: a) Vehicle Use Area Landscaping - Additional landscaping in the interior of the parking area is constrained by the size of the site and the required truck turn- around space. b) Right-of-way Landscaping - Existing adjacent railroad track and the pond at the southern corner of the site preclude adequate planting space. c) Landscaping Abutting Adjoining Property - There is a major utility line located along the western property line which precludes landscaping along that line. To compensate, additional trees have been shown along Kissimmee Avenue. d) Landscaping Abutting Retention Pond - There will be a new stormwater pond located along northern property line. To compensate, cypress trees have been shown in the pond and additional trees have been shown along Kissimmee Avenue. e) Stormwater Pond Setback - Moving the existing stormwater pond at the southern corner of the site is not feasible. The attached Preliminary / Final Site Plan for the Tee Pee Lumber Expansion was reviewed by the Development Review Committee (DRC) on September 1, 1998. The DRC determined that the site plan as proposed is acceptable, including the requested waivers. The Committee voted unanimously to recommend approval of this Preliminary/ Final Site Plan, date stamped received by the City on September 1, 1998, subject to receiving the signed easement document, which is to be accepted by the City Attorney prior to the City Commission meeting (completed). The attached site plan, date stamped received by the City on September 3, 1998, is identical to the site plan which was reviewed by the DRC on September 1, 1998. PLANNING AND ZONING COMMISSION RECOMMENDATION At their regular meeting on September 8, 1998, the Planning and Zoning Commission held a Public Hearing regarding the Tee Pee Lumber Expansion Preliminary/Final Site Plan. Several citizens from the surrounding neighborhood expressed concerns regarding noise and the visual unattractiveness of the existing site and retention ponds. After lengthy discussion, the Planning and Zoning Commission voted unanimously to recommend approval of the project consistent with the staff recommendation, but further recommended that the City Commission require additional landscaping along Kissimmee Avenue and/or a wall to create a better noise and visual buffer. September 9, 1998 The Honorable Mayor and City Commissioners Page 3 STAFF RECOMMENDATION: Based on the recommendation of the DRC and Planning and Zoning Commission, Staff respectfully recommends that the Mayor and City Commissioners approve the Preliminary/Final Site Plan for the Tee Pee Lumber Expansion (Case # LS-98-002), as date stamped received by the City on September 3, 1998, subject to the waivers listed above, and further subject to consideration of additional landscaping and buffers to help screen the property from surrounding residences.
