Shira, P.E., City Engineer/Utilities Director , SUBJECT: White Road/Orlando Avenue We have completed the design of a proposed repaving/rebuilding project for White Road/ Orlando Avenue from Bluford Avenue east to Hammocks Drive. This process took longer than expected, due to uncertainties regarding the condition of the existing road way. We were concerned that a standard asphalt overlay might deteriorate in a fairly short time if the underlying roadway structure was in poor condition. If this had occurred,the cost of the asphalt overlay would have been wasted money. Through our contacts at Professional Engineering Consultants, Inc., we were able to receive help from Seminole County in determining the condition of the existing roadway structure. Seminole County provided a trailer-mounted testing device and an operator, and they examined the entire stretch of White Road that we are planning to resurface. The results of that examination confirmed that some sections of the road have inadequate load bearing capability, and an asphalt overlay applied to those areas would have deteriorated in a fairly short time. Working with PEC, we determined that there are restoration methods available that we could use in those areas to provide the required traffic carrying strength without the expense of a complete removal and rebuilding of the road. The current design provides for a standard asphalt overlay of the sections of road that are structurally sound. Restoration of structural strength will be provided in those areas required, and a new asphalt wearing surface will be applied. The end result will be a new asphalt surface on the entire road, over a structurally sound base. Also proposed to be included in this project is the construction of a sidewalk along the south side of White Road/Orlando Ave. from Lakewood Avenue east to Sleepy Harbor Drive. With this segment complete, a continuous sidewalk will be in place from Bluford Avenue to Clarke Road. THE PRIDE OF WEST ORANGE 06 Representatives from PEC and city staff will be available to answer questions about this project, and the plans for this roadway paving and sidewalk project will be available at the meeting for examination by the City Commission and public. This matter is being brought to the City Commission tonight for discussion and approval of the general design concept of the road and sidewalk. Based on the elements of this project accepted and approved by the City Commission staff will develop a cost estimate and bring it back to the City Commission at a subsequent meeting.
