As you can see from the information, the entire Staff feels that closure of Bexley Boulevard is not advised at this time. You will see by the information attached that a traffic study was done utilizing tag numbers of vehicles entering and exiting Silver Bend at Silver Star Road and also Magnolia Springs at White Road. Through this study it was determined that at peak hours which would most emulate the traffic when the mall is completed, of the vehicles observed, less than 5% of the traffic was cut-through. This was also backed up by Chief Mark's report from the patrol division, who guestimated at about the same percentage. There is, therefore, very little cut-through traffic in this subdivision. There is also concern by Staff that if there is a closure of Bexley Boulevard it will become even harder for traffic to enter or exit Silver Star as future volume increases. One only needs to go to Sawmill and see the problem that vehicles have entering Apopka-Vineland Road in the mornings. The rerouting of emergency service vehicles by Police and Fire has already been discussed at an earlier date and requires no further discussion. It appears to be the recommendation of the Staff that we continue to use a stepped-up policing of the area as a first response to any traffic problem, followed by street signage and at most, street humps when it can be budgeted. Another concern of the homeowners appears to have to do with the property damage done in the area. In the report by Chief Mark, it appears that the same perpetrators damaged property in other areas of the City of Ocoee as well as far away as Winter Garden. It appears that pass-through traffic has no bearing if this would have occurred. Furthermore, historically, the majority of property damage that occurs is done by young people who come from the neighborhood. Please comment on attached West Orange Times article of November 30, 1995. II. Was the opinion of the Magnolia Springs(Natchez Trace Blvd.)residents taken into consideration when making the decision of opening the street to another subdivision(Silver Bend)? a. How many emergency situations,if any,took place prior to the opening of this street? Magnolia Springs was a single entrance/exit subdivision for approximately 7 years. III. The following subdivisions have a single entrance/exit: Admiral Pointe(new development) Cross Creek The Hammocks Sawmill Wesmere(gated) Whitehill Windermere Groves IV. Which are the alternatives available to the solution of this issue? a. Enforcement-is this possible with the Ocoee Police lacking 4-5 officers? Is the City of Ocoee in the position to assign an officer to Silver Bend 24 hours a day? b. Signage-the"NO OUTLET" sign at the entrance of Magnolia Springs is a perfect example of how it fails to deter people from cutting through. c. Speed Humps-are these truly going to decrease the volume of traffic cutting through Silver Bend? d. Landscaped Median-would allow access to emergency vehicles e. Gate-would also allow access to emergency vehicles(similar to Sawmill subdivision). f. Brick Wall-closing off access completely between Magnolia Springs and Silver Bend. I looked through the DRC comments on Phase I & II and found most of the engineering comments referred to FDOT and the entrance on Silver Star Road, but nothing relating to Natchez Trace connection. I have attached all correspondence found in the file on this subject. City Manager Shapiro said that the ordinance recuires a paved surface for the storage/Parking of vehicles and that those businesses that are using unpaved surfaces for Parking were grandfathered in. City with Natchez Trace Road in Magnolia Springs , Orange County.' At that meeting Commissioner Johnson expressed concern over the additional traffic that would be coming on to Silver Star as al result of this condition; he further questioned whether the initial ll plans approved by the City on March 1 , 1990 , showed the connection of the road. As part of my report , I have included two things : ( 1 ) A map that I have in my possession of Silver Bend dated March 1, 1990 , that clearly shows a right-of-way for a through street; and ( 2 ) I asked members of my staff to give me their opinion andl' suggestions as to whether the closure of Silver Bend Boulevard at the end of Silver Send Drive would be a good or bad thing and why; those memoranda are attached and clearlyrecommendil the continued opening of this roadway for a number of reasons expressed therein. Therefore, it is respectfully suggested that this roadway be continued as-is and that a strict policing of this road begin immediately to avoid the misuse or speeding on this road until such time that this development grows . It is our unanimous recommendation that the intersection be left open to through traffic. Silver Bend Road/Natchez Trace is a connecting road between Silver Star Road and White Road, but is too convoluted to function as a collector road. For this reason, I do not expect this road to become a "short cut", but it will allow local traffic easy access to White Road and Silver Star. In addition, both the Fire Chief and Police Chief feel that this road provides a much-needed secondary access into Silver Bend. The plans included the connection of a local in Silver Bend to a local street i Magnolia Springs, an adjacent subdivision in Orange County. A pre-construction conference was held on September 13, 1991 and work on th infrastructure has been completed. DISCUSSION The Ocoee Subdivision Code, P. 20 Article VI, Section 6.3.3, Continuation of Existin Street Pattern, states "The proposed street layout shall be coordinated with the stree system of the surrounding area. Streets in the proposed subdivision shall be connect- to dedicated streets in adjacent areas where required to provide for proper traffic circulation." (See attached) For the past four years, it has been commission policy to require subdivisions to hay: two entrances for health and safety reasons. "11---, City Engineer/Utilities )irector SUBJECT: Silver Bend Subdivision - Closure of Bexley Boulevard at Natchez Trace We purchased a copy of the Magnolia Springs plat from Orange County, to see what conditions, if any, were placed on the continuation of Natchez Trace northward past the limit of the Magnolia Springs plat. The right-of-way for Natchez Trace runs to the northern boundary of the plat. There are no notations on the plat that would indicate that Natchez Trace was not to be a through street when the adjacent property was developed. That adjacent property, now developed as Silver Bend, continued Natchez Trace northward as Bexley Boulevard. In order to determine the volume of "cut-through" traffic, we retained Transportation Consulting Group to perform a tag survey at the entrance of Silver Bend subdivision off Silver Star Road and the entrance to Magnolia Springs subdivision off White Road. A tag survey is performed by manually recording the license tag number of each vehicle entering and leaving at those two points over a set period of time. For the survey period, we chose the three hour period in the late afternoon that encompassed the peak hour of traffic on Silver Star Road and White Road. By using this period our survey was conducted during the busiest time on Silver Star Road and White Road which would be the time during which drivers would be most inclined to seek a "cut-through" route. The collected data was analyzed to determine which vehicles that entered off Silver Star Road exited at White Road and which vehicles that entered off White Road exited at Silver Star Road. These are the "cut-through" vehicles. All other vehicles that entered at either location stayed within one of the two subdivisions. We found that of the 219 vehicles that entered from White Road, 214 stayed within the subdivisions and 5 exited at Silver Star Road. Of the 127 vehicles that entered from Silver 7 THE PRIDE OF WEST ORANGE F Star Road, 121 stayed within the subdivisions and 6 exited at White Road. This equates to a cut-through volume of 2.3% in the northbound direction, and 4.7% in the southbound direction at the peak hour. Off-peak volumes would be lower, but a total twenty-four hour count was beyond the scope of this study. On Silver Star Road, the peak hour traffic is 1,348 vehicles per hour. The average twenty- four hour vehicle count on Silver Star Road (Average Daily Traffic...ADT) is 15,940 vehicles. Peak hour traffic is therefore 8.5% of ADT. If we attempt to make a correlation between traffic at peak hour and ADT on Silver Star, and peak hour and ADT cut-through traffic, the resulting average daily cut-through traffic would be 71 vehicles. A similar correlation for traffic in the northbound direction would result in an estimated 58 cut-through vehicles. In my opinion, these are inflated numbers since there is not as much as of an incentive to take a circuitous cut-through route during off-peak hours. I would expect to find that actual cut- through traffic over a 24 hour period would be in the range of 25 to 35 vehicles in the southbound direction and 20 to 30 vehicles in the northbound direction. If the City elects to begin a speed hump program, Bexley Boulevard may be a candidate street. This would be dependent on it meeting the criteria for speed hump installation. If such a program is enacted and Bexley Boulevard is chosen, speed humps would act to slow traffic somewhat on that street and may have an effect on cut-through traffic. I would not recommend that we block off the connection between Bexley Boulevard and Natchez Trace. The city's policy has been to require two access routes into a subdivision wherever practical. My memo, dated December 4, 1996 showed that there were approximately 35 vehicles stopped. Perusal of these citations showed that 70%of these violators were residents from either subdivision. Approximately 25% of the remaining were either picking up or dropping off a resident of the subdivisions. This leaves only 5% of the violators being transient vehicles with the intent to avoid the congestion of the surrounding roads. Since that time I have discussed the situation with our traffic officers and find that the percentages remain roughly the same. Addressing the vandalism that occurred towards the end of 1995, I found that the incidents were not isolated to Silver Bend but extended as far north as Marlene Dr. and west into Winter Garden. At this time both our department and the Winter Garden police department are still investigating these incidents and hope to solve the cases. To our knowledge there are only a few(approximately two)bus stops in Silver Bend. At this time we are awaiting a call back from the Orange County School Board transportation department. In addition, I asked records to provide statistics of accidents occurring at either the entrance to Silver Bend or the intersection of Cassingham and Bexley. Records show that there were no accidents occurring at the targeted areas for the year of 1995. In closure, it is the opinion of the Ocoee Police Department that there be no barriers erected to prohibit the flow of traffic between the Silver Bend subdivision and Magnolia Springs. You specifically asked me to address Items I and III on that list. At that meeting, I also furnished you with copies of the minutes of the City Commission meeting at which the subdivision was approved, as well as copies of Staff Reports dealing with the issue of maintaining a street connection between the Silver Bend and the Magnolia Springs Subdivisions. With regard to Item I pertaining to increased traffic flows resulting from the West Oaks Mall, an extensive traffic study was undertaken as part of the approval process to ensure that roadways in the vicinity of the project would not exceed adopted level of service capacities. The traffic models utilized for this process do not normally take into account secondary effects on minor subdivision roadways, but rather analyze the traffic as routed onto arterial and collector streets only. Consequently, any increased cut-through traffic resulting from the mall development which might potentially affect the Silver Bend Subdivision is unknown and can only be determined after the mall opens. We do, however, have projected future traffic volumes for Clarke Road, White Road and Silver Star Road. As anticipated, these traffic volumes will clearly maximize the capacity of these roadways in the future and require further widening of Clarke Road and Silver Star Road to accommodate not only the West Oaks Mall but all other anticipated traffic growth in the area as well. What this means for the residents of Silver Bend, as well as the residents of all subdivisions situated within the high-growth areas of the City, is that two means of ingress/egress to their home will become more important in the future since access to major arterials will become more restricted as traffic levels increase. Unlike older portions of the City which have an interconnected gridiron pattern of streets which allow for a greater dispersion of traffic, newer subdivisions • Page 2 Mr. Ellis Shapiro January 11, 1996 have curvilineal street systems that tend to funnel traffic to a few roadways both inside and outside the development. As a result, traffic originating from the newer subdivisions as well as any cut-through traffic will tend to utilize these "sub-collector" routes. This situation is most apparent at peak hours in the morning when numerous cars are trying to exit a subdivision at the one available access point onto a major roadway, such as currently at Sawmill, Forest Oaks or Wesmere. The limitation on the number of entry points to a particular subdivision also has obvious emergency access concerns since it can significantly increase response times. With regard to Item III pertaining to the list of subdivisions within the City which currently have a single access point, only Admiral Pointe and Windermere Groves were approved with single dedicated street accesses, although both of these projects maintain emergency access points. All other subdivisions on the list are ultimately planned to have at least two dedicated street access points leading onto adjoining roadways. In general, the issue of "traffic calming" as it is becoming known in professional jargon, seeks to equalize the use of streets among automobiles, pedestrians, bicycles and children at play. This would include a variety of approaches to lessen traffic volumes and speed over targeted roadway segments. Typically these approaches utilize a combination of alternatives to solve problem areas without directly cutting off access to an area. In addition to more conventional approaches including enhanced enforcement of traffic violations, installation of speed bumps/humps and erection of stop signs, various local governments have also found some success with changing certain streets to one-way directional flow or narrowing street pavements at certain "pinch" points to slow traffic speed. Impact to Fire Department: Road closure will require the Fire Department to pre-select a north or a south approach to the residential areas, rather than having the ability to drive through both adjoining developments. This will increase our response time. If a gate is installed that has to be manually unlocked and opened, our response time will also be increased. Recommendation: 1. Do not install a security gate and maintain open access to both developments. Install "NO OUTLET" signs at both development entrances to discourage through traffic. 2. Install an automatic electronic gate with an opti-com controller to facilitate response time. Strosnider 2 December 29, 1995 - Item 2: Install speed humps in residential areas Impact to Fire Department: The general impact of speed humps or bumps will cause abnormal wear and tear of fire department heavy equipment increasing the maintenance cost.
