Sometime within the last year of our use of the Community Center for Commission meetings, the Mayor met with West Side Vo-Tech and was able to get them to televise our meetings live in an effort to increase our ability to present to the public our City Commission meetings. When the new City Hall was planned, the City Commission requested that we set up a television system that could economically be run by the City Clerk if the Vo-Tech program was no longer there and also design a system that would be user friendly to the Vo-Tech system as well. As you know, the permanent 2- camera system that we own enables the meetings to be televised utilizing a wide-shot of the City Commission and a single-shot of the dais and the overhead materials. The ability to focus on close-ups, split screens, and multiple documents requires at least the other two cameras and the switching equipment currently located in the closet space in the rear of the Commission Chambers and upstairs on the second floor near my office. Early last summer we were advised that there had been a change in policy at the School Board regarding the Adult Education TV System. We were told that Kooge and his program would be leaving West Side Vo-Tech and moving to another location in the County under the auspices of different leadership and that a studio would be built at West Orange High School that would eventually take over the live programming of our Commission meetings utilizing predominantly high school students, a professional teacher and some adult night students in the future. We were also advised at that time a switch over would occur in September 1995, commensurate with the new school year. As it turned out, the construction of the building at West Orange High School was not completed in September, and in fact, was just completed in January 1996. Also, Mr. Ron Cox was hired this week to run the West Orange High School Media Center. It must also be noted that the studio exists but there is no camera equipment available at this time. Due to the hold-ups in construction, the school system agreed to allow Kooge and his adult education program to continue to televise our meetings until January 1996, even though it was not budgeted in his program and they receive no financial benefit from the City. Earlier this week, Jean Grafton and I met with Kooge, Ron Cox, Walt Cobb from Vo-Tech and Kooge's boss, Kaye Chastain, regarding the future of tv broadcasting of the City Commission meetings. At that time Ms. Chastain advised us that she could no longer allow Kooge or his crew to televise our City Commission meetings without being reimbursed for the equipment and their time after January 16, 1996. To this end we received a price of $538.50 per meeting that would include the rental cost of the equipment, the editing, the tapes, the Producer/Director's time, and the student interns necessary to televise live as we had in the past. In our discussions with West Orange High School's Media Center, it became apparent that it was unlikely that West Orange would have the ability or the equipment to transport to our City Hall in the near future. This is due to the fact that unlike Kooge's operation which includes a motor home and is much more mobile, the West Orange High School program would tend to be more studio oriented. I asked Mr. Cox from West Orange to give us a list of equipment that would make us totally independent from either school program if we desired. Attached is that proposal with a price tag of $10,216.00. Please note that West Orange High School suggests that they would have no problem with providing two cameras and tripods when their equipment arrives later on this year at a savings of$4,498.00. If the above discussed equipment is not purchased, then West Orange High School will not be able to provide tv coverage of our Commission meetings in the future. You therefore have an option of utilizing our current 2-camera system or expend $10,216.00 to make us independent, or $5,718.00 with some dependency on the School Board program. I have been advised by West Orange High School that subject to the decision regarding this equipment, they could be able to assist us in televising these meetings as soon as our equipment arrives and is installed. It is estimated that a bid package could take up to 30 days to put on the street with a 30 day delivery schedule probable. This would mean that a decision would have to be made by the City Commission whether they wish to spend $2,200.00 from Contingency to keep televising at least eight (8) regular meetings if a television equipment bid is authorized. When the equipment arrives and until July 1996, when West Orange High School's adult program begins, we will have to continue to pay for three (3) adult student interns at a price of$82.50 per meeting. This is due to the fact that high school students can not work in school activities after certain times, and many of our meetings go quite late. The remaining costs associated with Page 1, Sheet 1 prepared by Kooge would be deleted when our equipment arrives and Mr. Cox and his students take over the majority of the televising functions. In July 1996, there would probably be no longer the need for any further costs to the City to televise these meetings unless there is a change in policy by the School Board. Kooge, Mr. Cox and I will be at the meeting to answer any questions you may have.
