RE: PROFESSIONAL ENGINEERING SERVICES - HVAC SYSTEM
FOR CITY HALL AND POLICE DEPARTMENT
Since moving into City Hall and the Police Building, we have had continuing
problems with the air conditioning system both in City Hall and in the Police
Department. In City Hall, we have lost at least one compressor and there have
been several outages requiring major repair within our warranty period.
Along with the major repairs, the system purportedly engineered for the comfort
of our employees has not been comfortable at all. I know each of you have been
unhappy about the lack of regulation of either hot or cold in the Commission
Chambers as well.
While City Hall has been bad, the Police building has been worse. Since moving
in, the Police Department's building has suffered with a humidity problem that
has made the building impossible to occupy. Leaks in the duct work have not
only resulted in rotted ceiling panels, but also the necessity to disconnect the fire
alarm system as well.
In all cases, we have notified the architect and contractor of these problems in a
timely manner, and while numerous visits have been made, the problems
continue. To this end, we feel we can not continue to operate with this system
without getting down to what is causing the problem which is creating the
discomfort of our employees, and who is at fault for these problems with the
possibility of future litigation in mind.
The attached proposal by Brian Cumming & Associates, Inc. is the first step in
getting to the underlying cause of the problem. This firm has done similar
reports for other municipalities and cities that have resulted in successful
resolutions.
The Staff would recommend that the City Commission approve this proposal for
an amount not to exceed $6,000.00 from Contingency so that we can get
professional direction for the repair of this system and/or possible litigation of
this issue in the future.

Professional Engineering Services Proposal
Dear Mr. Shapiro:
Per your request, this is a proposal to provide professional engineering services involving
investigation of the comfort and humidity problems in the Ocoee Police Station / City Hall. As
we discussed, the are numerous comfort and humidity problems that have been occurring since
occupancy of the building. It is my understanding previous attempts to correct the problem by the
Installing Contractor and Architect / Engineer have been unsuccessful. To determine the cause
of the problem, I recommend that the investigation include the following scope of work:
1. Review existing design construction documents, As Built documentation, and
maintenance records.
2. Perform field investigations and measurements on the HVAC systems serving areas that
complaints are occurring. This will not include the level of measurements needed for
litigation, but will give an indication and documentation of the problems.
3. Perform cooling/heating load calculations, psychometric analysis of the problem areas to
determine if equipment installed matches actual load.
4. Provide a professional engineering report indicating findings and recommendations. The
findings will identify any deficiencies that are contributing to the problems, including:
• Design deficiencies
• Installation deficiencies
• Maintenance deficiencies
The report will also include recommendations on what can be done immediately to improve
the comfort problems until the final solution can be implemented.
We propose to provide these services on an hourly basis as stated on the attached fee schedule.
Based upon the information received, I estimate the engineering fee to provide this investigation

will range between $3,000 - $5,000. In the course of the investigation, I may require the use of a
independent mechanical contractor and/or testing agency. These costs should not exceed an
additional $1,000 and will be billed as reimbursable expenses, if they are used.
