Re: Professional Parkway/Old Winter Garden Road - AGENDA REQUEST
Dear Mr. Shira:
The City's Engineering/Planning staff and consultants (PEC) have met several times with
Orange County Engineering staff and the County's roadway planning consultants to discuss
the options concerning the intersection of Professional Parkway and Old Winter Garden
Road. The City of Ocoee plans to widen Professional Parkway as an urban four-lane
roadway from Maguire Road east to the Old Winter Garden Road intersection. The City
has initiated the planning analysis for the roadway design and has implemented a roadway
bond issue to fund the construction of Maguire Road (from Roberson Road to S.R. 50) and
Professional Parkway (from Old Winter Garden Road to Maguire Road). The construction
of Maguire Road and Professional Parkway is scheduled to be completed within
approximately two years and the City desires to construct the two roadway projects
simultaneously.
Orange County has started the Roadway Conceptual Analysis (RCA) for the improvement
of Old Winter Garden Road from Good Holmes Road to S.R. 50. The County and its
consultants have made numerous public presentations concerning the possible roadway
alignment and are requesting input from the City of Ocoee concerning the intersection of
Professional Parkway and Old Winter Garden Road.
Enclosed are the two (2) options that have been presented concerning the subject
intersection. Option "A" allows the continuation of a widened Old Winter Garden Road
west to Maguire Road and a "T" intersection of the existing Old Winter Garden Road
north to S.R. 50. The existing Professional Parkway would be redesignated "Old Winter
Garden Road" and connect to a widened Maguire Road. Option "B" allows the
continuation of a widened Old Winter Garden Road to S.R. 50 and a "T" intersection of
Professional Parkway to Maguire Road.

PEC has reviewed the two options and recommends Option "A" based on the following
issues:
1. The realignment of Old Winter Garden Road to Maguire Road will provide
the City with the best east-west arterial roadway;
2. Option "A" will allow the westward extension of a four-lane roadway to the
Western Beltway/Turnpike Interchange;
3. If a joint design/construction agreement can be reached with Orange
County, the City can control the construction schedule for Professional
Parkway, the intersection improvement, and Old Winter Garden Road from
Blackwood Avenue to S.R. 50;
4. The Heller Brothers have indicated a strong preference for Option "A" and
have offered to assist the City with ROW and drainage requirements;
5. Option "A" benefits the City with the potential of better non-residential
land use along Professional Parkway;
6. Option "A" will reduce the number of trips on S.R. 50; and
7. Option "A" and the expansion of Maguire Road from Roberson Road to
S.R. 50 will provide the City with a better transportation network for future
growth.
The two options should be presented to the City Commission at their next meeting to
enable the City to give input to the Orange County roadway planning effort for Old Winter
Garden Road.
