FOR THE OCOEE POLICE DEPARTMENT MEETING
HELD SEPTEMBER 27, 2018
CALL TO ORDER
Member Laney called the meeting to order, and gave the invocation.The pledge of Allegiance was led
by Member Lewis.
PRESENT
Member Ball, Member Laney, Member Titus, Member Lewis, Member Orme. Also present: Lt. Scott
Nylander, Ofc. Patera Scott-Marsh, and Recording Clerk Maria Serrano.
ABSENT
Member Hill (absent unexcused), Member King(absent excused), Member Bray(absent unexcused),
Member Garone (absent excused), Member Christian (absent excused), Member Lovejoy(absent
excused).
DETERMINATION OF QUORUM
Declared by Recording Clerk Serrano.
APPROVAL OF MINUTES FROM THE MAY 24, 2018 MEETING
Member Orme motioned, Member Lewis seconded, the motion is unanimous.
SENIOR EVENT
Member Laney stated she has not yet been given a date, and will continue working with Senior Center.
PROMOTIONAL ITEMS
Purchase of new promotional items was tabled to next meeting, surplus items will be available for
Senior Event.
HOMEOWNERS ASSOCIATION (HOA) LIST
Ofc.Scott-Marsh stated she coordinated with the Clerk's office to obtain a list of each Homeowner's
Association board and its representatives. Member Laney expressed her desire to host a Neighborhood
Safety Summit with the Homeowner's Associations within the City of Ocoee.
OFFICER OF THE SECOND QUARTER AWARD
Member Lewis nominated#2, Member Orme seconded the nomination.
Member Laney nominated#4 and#5, no second.
Discussion ensued for officer#2. Vote for#2 is unanimous.
ACCREDITATION
Lt. Nylander updated the board; a civilian Accreditation Specialist was recently hired and will be
working with Sgt. Bryan Pace
EVENTS
Ofc. Scott-Marsh updated the board on upcoming events. The department will join Windermere PD for
"National Night Out". In October, for Breast Cancer Awareness Month,the pink vinyl wrapped car will be
back and visible around the city. October 3rd is National Coffee with a Cop Day, local business The
Breakfast Club will be hosting. Kicks for Guns will take place October 16th; anyone can turn in a gun for a
gift card.The Malloween event on October 31st, Ocoee officers will be handing out candy and
interacting with local youths.The final event of the year will be Founder's Day and the Annual Poker
tournament,to benefit the Holiday Toy program. Member Laney requested an update on events from
previous months. Ofc.Scott-Marsh briefed the board on the Rib Eating Contest which local restaurant
Texas Roadhouse hosted,to the benefit of the Edgewood Children's Ranch.The police department won
and money was raised for the program. Member Laney requested email reminders to all events.
DEPARTMENT UPDATES
Lt. Nylander provided an update that four officers were recently sworn in and have started training; two
officers recently completed training and are out on the road.The department will sponsor two cadets
through the police academy next year. He informed the board of the new equipment the officers have
received; all of the department's school resource officers and patrol officers have an AR shooter and a
ballistic vest to stop AR15 bullets. Stop sticks have been recently been issued to all the squads. Body
cameras have been issued to all officers in the patrol and traffic units.The eight new marked vehicles
purchased in the previous budget year have arrived and are on the road. Equipment for the Public
Information Officer(PIO) was purchased.The officers who will act as PIOs will be Deputy Chief
McCosker, Lt. Bryant, and Sgt. lannuzzi. Lt. Nylander further stated that there are currently three open
officer positions and we have 91 budgeted officer positions. Member Laney asked why officers are
leaving; Lt. Nylander stated competitive starting salaries and benefits as well as constant recruiting from
other agencies. Lt. Nylander updated on the new school year. He stated Ofc. Phan is going between
Ocoee Middle and Elementary, Ofc. Strange is at Innovation Montessori, Ofc. Browne is at Renaissance
Charter, and current staffing for Kids Community College and Spring Lake will be an off-duty status
officer who signs up. Ofc. Beck is at Citrus Elementary. Westbrook and Thornebrooke elementary are
covered by OCPS. Member Laney asked the name of the officer who won Officer of the Quarter. Ofc.
Scott-Marsh named all Officer of Quarter nominees, and informed the board they chose: Ofc. Schacht,
Ofc. Stephens and Cpl. Lewis as Officers of the Second Quarter. Member Ball asked how cadets are
paid, Lt. Nylander stated cadets and new hires are bound by contract for two years. Member Lewis
asked about when the next Public Safety Academy will be, Lt. Nylander stated he will make sure the
board is notified when the next one is scheduled. Member Orme commented he had two interactions
recently with the police, both times he received a fantastic response and the officers were very
professional and caring.
