SUBJECT: Speed Humps
At the City Commission meeting on December 19, 1995, the basic design principles and traffic
requirements and consequences were discussed relating to the installation of speed humps on
Ocoee streets.
The City Commission requested that we return to them with additional information including a
preliminary list of possible locations, the preliminary cost associated with each location, and the
various forms that would be required to accept requests for speed hump installation, and to notify
affected homeowners of the potential installation.
Attached is a copy of my memo to the City Manager dated February 22, 1996 which transmitted
a list of locations and the costs associated with each.
To my knowledge, the City Commission did not discuss the funding method to be used for the
installation of speed humps. My report of December 12, 1995 recommended that the special
assessment method be utilized, but I recall that there was some discussion of this being a potential
general fund program.
In my December 12 report, I included a proposed description of an Ocoee Speed Hump Program.
A copy of that description is attached. As written, the program anticipates that residents will
submit a petition signed by area residents requesting that speed humps be installed on certain
streets. The proposed policy indicates that upon determination that the streets in question meet
the required criteria, a ballot would be mailed to each affected property owner to determine their
interest in a special assessment.
The City Commission needs to provide direction to staff regarding their desired funding
mechanism for this program. If, for instance, this is to be a general fund program, there may be
no reason to go to the expense of mailing ballots, since interest in a particular street will be
evidenced by the initial petition.
The proposed policy is a compilation of those currently in effect in Orange and Seminole
Counties. If the City Commission accepts this policy, or indicates what changes are desired, and 01
identifies a funding mechanism, we can proceed to prepare the required forms, notifications,
petition format, etc.
We request that the City Commission decide whether a street hump program is to be implemented
in Ocoee, and if so, decide whether it is to be a special assessment program or a general fund
program.
If this is to be a general fund program, both a funding level, and an implementation date must be
established. There are not provisions in the current budget for this program, nor will we have
time to implement it as part of the FY 95/96 mid-year adjustment.
If this is to be a special assessment program, we recommend that it not be started until FY 96/97.
Public support should be sought prior to implementing such a program.
Once these decisions are reached, staff can proceed as appropriate to develop proposed policies,
procedures and forms.

The attached list gives approximate lengths for various streets throughout the city which appear
to be potential locations for speed humps. The list has been prepared without any regard for local
conditions or geometric considerations which may make certain streets unsuitable for speed hump
installation.
It is impossible to determine, without a detailed study of each location, the exact placement of
speed humps that would be compatible with curb inlets, driveways, curves in the road and
intersecting streets. Any of these items would affect the location of speed humps in the vicinity,
and could cause the total number of speed humps to vary from that shown on the attached list.
If a speed hump program is enacted, and one of the listed streets is selected, a detailed study will
be made to determine the exact number and location of speed humps to use, which will then define
an accurate project cost estimate.
This list is by no means an all-inclusive list, since citizen complaints will certainly be used as a
method to add to the list of potential installation locations.
The cost data on the list is based on an average spacing of 300 feet between speed humps, and an
average construction cost of$1,000.00 per speed hump. This cost includes the asphalt for the
hump itself, as well as the signing and striping that are required. The study cost is the cost of
hiring a firm to collect traffic volume data which is needed to determine if the street is carrying
an acceptable volume of traffic to be included in the program. The study costs could be reduced
somewhat by grouping several streets together, or by the city purchasing its own traffic counters.
The maintenance cost is based on $150.00 per speed hump per year to maintain striping and signs,
and to repair damage to the speed hump caused by low slung vehicles, trailers, etc.
This will provide an order-of-magnitude estimate of the installation and maintenance costs to be
expected if the City elects to begin installation of speed humps. The costs will be refined as we
complete the first few installations.

PROPOSED CITY OF OCOEE SPEED HUMP PROGRAM
Speed humps will only be considered on roadways which:
are local residential streets and/or collector roads with a minimum average daily traffic
count of 800 vehicles/day and a maximum of 3,000 vehicles/day.
have a posted speed limit of 30 mph or less.
have an observed 85th percentile speed greater than 35 mph.
have a maximum width of 24 feet.
The process for obtaining approval for speed hump installation is as follows:
1. Residents should submit a petition signed by at least 66% of the homeowners within a
subdivision or 90% of the homeowners fronting on a particular roadway to the Engineering
Department.
2. Upon receipt of the petition, the Engineering Department will conduct a traffic study to
determine if traffic conditions support the installation of speed humps.
3. If traffic conditions support the installation of speed humps, a public information meeting
will be held to present the results of the traffic study, provide a preliminary design and
cost estimate, and to give the affected residents an opportunity to provide input.
4. If the feedback received from residents at the public information meeting is generally
favorable, a ballot will be mailed to each property owner to vote "for" or "against" the
establishment of a special assessment to fund the installation of speed humps. The special
assessment would be a tax assessment to property owners in the subdivision located on the
roadway(s) where speed humps are proposed. The amount of the assessment is determined
by dividing the total project cost by the number of benefiting property owners. The total
project cost will be based on the cost of construction administrative costs.
5. If 66% of the returned ballots are in favor of the speed hump installation, the special
assessment is scheduled for a public hearing before the Board of City Commissioners. The
Board of City Commissions will make the final decision on the establishment of the special
assessment.
6. If the Board of City Commissioners approves the special assessment, the speed humps will
be scheduled for installation by the Public Works Department. The Seminole County
speed hump design (3" high x 22' long) will be utilized.
