Bluford Avenue — Ocoee, Florida 34761 RON STROSNIDER EMERGENCY 656-1313 Fire Chief BUSINESS 656-7796 TO: THE HONORABLE MAYOR AND BOARD OF CITY COMMISSIONERS FROM: Ron Strosnider, Fire Chief r DATE: February 27 , 1996 SUB: ARCHITECT SELECT ON On January 4, 1996 , the Request for Proposal for Architectural Services on Ocoee Fire Department Construction Projects were opened. There 'were seven submittals. The Selection Committee (Commissioner Glass , Jim Shira, Montye Beamer, Russ Wagner and I ) reviewed these and ranked them as to their responses and experiences in designing fire stations and fire station prototypes . The cumulative -scores were as follows: Strollo Architects 296 Stottler Stagg 295 Spiessi & Assoc. 256 Power Complex 118 The Bacon sign x 335 The Scott PartnershipArchitecture, Inc. 382 Gee & Jens , „ : 409 On February 21 , 1996, the three top ranked firms (The Scott Partnership, Gee & Jenson and Bacon Design Group) were asked to give twenty-minute presentations on: (1) Temporary structures (ADA requirements; design for same site or different site) (2) Blending a basic fire station design into different architectural residential or commercial areas without changing the basic floor (3) Recommendations for the renovation and addition of main station (Bluford Ave. ) to blend in with City Hall , Police Station and Withers/Maguire house (4) Proposals for roof design and exterior coverings of same; i .e. , cost effective, low maintenance, etc . p�L Honorable Mayor and 2 February 27 , 1996 Board of City Commissioners (5) Amount of land necessary for a basic 3-bay station. (6) The pros and cons of unisex vs separate male and female bathroom facilities . For example, cost difference and ADA requirements for non-public facilities . Following the presentations , several members of the Selection Committee toured actual facilities designed by The Scott Partnership and Gee & Jenson: (1) Plant City Station Number 1/Administrative Offices and Fire Station #2 (Gee & Jenson) . (2) Metro West Orlando Station Number 12 (The Scott Partnership) After review of the submittals , the presentations and the actual design the majority of the Selection Committee (3-1) ranked the three as follows : 1 . Gee & Jenson 2 . The Scott Partnership 3 . Bacon Design Group Staff recommends that the Mayor and City Commissioners approve the Committees ranking and allow the Selection Committee to negotiate with the top-ranked firm. RDS/bjs
