Shira, P.E. / / City Engineer/Utilities &erector SUBJECT: Starke Lake Boat Ramp On June 15, 1995 the City of Ocoee entered into a Tri-Party Agreement with Orange County and the Florida Department of Environmental Protection. This Agreement was to fund improvements to the boat ramp and docks on Starke Lake. On September 20, 1995 we received our copy of the Agreement fully executed by all three parties. The Agreement provides $150,000.00 to be used for improvements to the Starke Lake boat ramp and docks. The funds are reimbursement funds, to be paid to the City after we have paid our contractor. We will be reimbursed as we make progress payments to the contractor. Once we received the final Agreement we finalized the design of the proposed improvements. We delayed bidding for approximately 90 days since the lake level was unusually high, which would have resulted in a higher bid due to more extensive dewatering costs. On February 4, 1996 we advertised for bids and bids were received on February 22. Only one bid was received, that being submitted by Premier Dredge & Marine, Inc. in the amount of $143,032.05. A copy of the bid tabulation is attached for your review. The contract calls for a 110 day construction period. If a Notice to Proceed is issued on March 22, 1996, the construction would be completed by July 10, 1996. The base bid of$143,032.05 includes removal and reconstruction of the existing ramp pavement, as well as replacement of the decking on the existing fixed docks. We also have alternate bids for vinyl fender installation and piling replacement. The vinyl fenders will help protect boats from being damaged, and will add approximately $3,150 to the project cost. We cannot determine how many of the pilings will need to be replaced until the existing deck is removed. At most, we would expect to replace 75% of the pilings, at a total cost of approximately $3,500. These two alternate items, added to the base bid, brings the total project cost to $149,682.05. This money will be taken from the Road Impact Fee fund to make payments to the contractor. The Road Impact Fee fund will then be reimbursed as we receive funds through Orange County from the Florida Boating Improvement Program. I recommend that the City Commission accept the bid from Premier Dredge & Marine, Inc. in the amount of $149,682.05 and authorize the Mayor and City Clerk to execute the contract agreement with Premier Dredge & Marine, Inc.
