SUBJECT: Surplus City Property
The Utility Fund owns several parcels of property throughout the city. Many of these were
acquired through the purchase of Prima Vista Utilities. Over the years as the operation of the
Utility Department has been streamlined, the need for some of these properties has been
eliminated.
Of the four parcels described in the attached information, three are owned by the wastewater fund
(#22, 77 & 79) and one by the water fund (#72).
Parcel #22 was acquired with Prima Vista Utilities and has never been used by the city for any
wastewater utility purpose. This parcel is currently being used by the Recreation Department as
part of the Sorenson Field complex. Ownership of the parcel should be transferred to the
recreation fund.
Parcel #72 was purchased by the water fund in 1989 as part of a planned expansion of the
Kissimmee Avenue Water plant. The expansion did not take place and the Kissimmee Avenue
Water plant has now been retired from service. This parcel was considered for use as an area-
wide retention pond, but is unsuitable for that purpose due to topographic constraints. The site
is currently being used by the recreation department as a baseball practice field. The site should
be sold outright.
Parcel #77 is the site of the Prima Vista Utility's wastewater treatment plant #1. This plant was
dismantled several years ago. The site is no longer needed by the utility department and should
be sold.

Parcel #79 was used for disposal of treated effluent from WWTP #1. Since the plant was
dismantled, this site has been unused, and should be sold.
If these properties are to be sold, either to an individual or to another city fund, the current value
must first be determined. To that end, we asked two appraisal firms to provide an appraisal fee
quotation. Both responses are attached for your review.
The following actions are requested of the City Commission:
(1) Declare the four parcels listed below as surplus to the Utility Fund.
► Parcel #22 Tax I.D. # 08-22-28-2866-01-200
► Parcel #72 Tax I.D. # 17-22-28-6144-03-770
► Parcel #77 Tax I.D. # 17-22-28-6144-05-060
► Parcel #79 Tax I.D. # 17-22-28-6144-07-100
(2) Authorize Consortium Appraisals, Inc. to provide appraisals of these four parcels at their
quoted fee of $2,000.00 per parcel. Appraisal fees will be paid from the Water and
Wastewater Professional Services Accounts.

Dear Mr. Kovacs:
In response to your Appraisal Fee Request dated February 20, 1996, I have prepared this proposal
with regard to our firm's availability to provide appraisal services involving Parcels 22, 72, 77
and 79.
Based upon my review of Tach parcel, it is my opinion that a self-contained apprai' it report
should be written for each•property. This is the highest level of reporting available to an
appraiser and should meet your full needs.
Our firm's fee for preparation of the appraisals is $2,000 per property. Based upon the four
properties reviewed, the total fee for preparation of the appraisals will equal $8,000.
If any additional information is needed in order to assist the City of Ocoee in its selection
process, please do not hesitate to contact me_

Dear Mr. Kovacs:
We are pleased to submit a fee proposal in the amount of $11,000 for the above
referenced parcels, allocated as follows:
Parcel 22- $3,500
Parcel 72- $2,500
Parcel 77- $2,500
Parcel 79- $2,500
Per our conversation, our firm will provide a complete self-contained appraisal of
each parcel. The purpose of the appraisals is to estimate the current market
value of the fee simple estate. The function of the report is for the information
and guidance of the City of Ocoee in their effort to sell the four parcels of land.
Per your request, if awarded the assignment, our firm will submit the completed
reports in thirty (30) days from written receipt of authorization from the City
Commission.
