Shira, P.E. � a City Engineer/Utilities Director SUBJECT: Hydrogeologic Evaluation On March 7, 1995, the City Commission authorized PSI, a geotechnical consulting firm, to perform a hydrogeologic evaluation of the wastewater plant site and the golf course. The purpose of the evaluation was to determine the effluent disposal capacity of these two sites. This data was to be submitted to FDEP in support of our wastewater treatment plant operating permit application. Because of the heavy rainfall we have experienced, the data collected to date does not provide an accurate assessment of the effluent disposal capacity of these sites under average rainfall conditions. FDEP has requested that we extend the study period until fall of 1996, so that we can get a more accurate data set. In addition, we believe that additional work is needed to determine the total effluent disposal capacity of the plant site. This additional work will provide data that will allow us to model several potential modifications to the current pond configuration. We will use the data to examine what effect there would be on effluent disposal capacity by expanding the existing ponds, and by the addition of new ponds. Without this additional information, we will limit our ability to argue successfully for an increased effluent disposal capacity rating at the plant and golf course sites. We need to maximize these sites since they are already owned by the utility and are therefore the most cost effective locations for effluent disposal. PSI has submitted two proposals, copies of which are attached for your review. The first, dated January 5, 1996 is for work at the golf course. Their fee for this work is $2,000.00. The second proposal is dated January 8, 1996 and is for work at the plant site. The fee for this work is $5,065.00. This fee is higher due to the need for more groundwater monitoring wells and the extensive modeling that will be required to determine optimum pond sizes and locations. I recommend that the City Commission authorize PSI to proceed with the work outlined in their proposal dated January 5, 1996 for a not-to-exceed fee of $2,000.00., and also to proceed with the work outlined in their proposal dated January 8, 1996 for a not-to-exceed fee of$5,065.00. 7 Attachments ra—g- THE PRIDE OF WEST ORANGE Environmental Geotechnical Construction Consulting • Engineering • Testing January 5, 1996 TO: City of Ocoee 150 North Lakeshore Drive Ocoee, FL 32761 Attention: Mr. Jim Shira, P.E., City Engineer/utilities Director SUBJECT: Proposal, Continuation of Load Test and Evaluation of Additional Data, Forest Lake Golf Course, Ocoee, Florida Dear Mr. Shira, As we discussed during our recent meeting concerning the Forest Lake Golf Course load test study, we are recommending that the monitoring program be extended to approximately September 1996. This extended monitoring time will require additional engineering services above what was originally proposed. Additional services associated with this extension to the monitoring program include continued review of monitoring sheets submitted by the golf course operator, reduction of collected data, detailed evaluation of the collected data, and time for various meetings with the City and FDEP. For the purpose of this proposal we have estimated 2 meetings with the City and 1 meeting with FDEP. At this time we are estimating that our scope of additional services associated with this extension will require additional fees in the amount of $2,000.00. Mims WWTP, City of Ocoee, Florida Dear Mr. Shim: In accordance with your request, PSI is pleased to submit for your review the following proposal to conduct hydrogeologic services at the A.D. Mims Treatment Plant. The purpose of this additional work as outlined herein is to conduct soil borings, measure groundwater levels, model additional ponds and prepare permit level report for effluent disposal expansion at specific areas within the City owned property located adjacent to the existing effluent disposal system. 'To investigate the potential !expansion areas and to conduct the necessary groundwater flow modelling for the new efflue' t disposal areas, we have developed the following scope of work. The scope of this work will b� sufficient to develop a hydrogeologic report suitable for submittal to the FDEP for permitting. The scope of our work will be divided into two (2) tasks. TASK 1 FIELD INVESTIGATION For the purpose of a proper characterization and groundwater measurements we recommend propose the following investigations and testing at the potential expansion site(s). 1. Drill a series of manual auger borings in selected areas identified for possible expansion of the disposal system and install shallow groundwater level piezometers. We estimate approximately 6 or 7 soil borings and 4 or 5 piezometers would be sufficient for this purpose. Drill 2 deep auger borings (approximately 50 feet) to identify soil stratigraphy and to characterize the aquifer system at the selected expansion areas. 3. Measure the stabilized groundwater levels in the installed piezometers initially and coordinate with the plant operations personnel to monitor water levels on a routine basis through the duration of the project. 4. Conduct laboratory classification tests on selected soil samples, including percent moisture and fines passing the #200 sieve. 5. Present the results of the field and laboratory investigation in report form for subsequent engineering interpretation and evaluation. TASK 2 ENGINEERING SERVICES The engineering evaluations, modelling and reporting would consist of the following: 1. Review the results of the site specific field investigations of the expansion areas and load test information and modelling for the existing site. 2. Reduce the exploratory soil boring and groundwater information and incorporate into the existing groundwater flow model associated with the recently conducted load test. This will be done to evaluate the disposal capacity of expansion areas. 3. Model the disposal capacity of the expansion areas using the revised groundwater model. Since the selection of new disposal sites and method of disposal (i.e. infiltration basins, spray irrigation) will be reliant on the results of our evaluations, there may be a number of scenarios which must be evaluated. For the scope of this investigation we are budgeting a total of 2 scenarios. 4. Attend meetings and conduct site visits throughout the course of the investigation. We estimate that 1 site visit, 2 meetings with the City and 1 meeting with FDEP will be necessary. 5. Prepare a summary report detailing the results of our engineering evaluation of the proposed expansion areas. This report will be suitable for submittal to FDEP for permitting purposes. ��i City of Ocoee January 8, 1996 .3- We estimate our fee to conduct these investigations including analyses, modelling and preparation of report will be $5,065.00.
