"Point in 7Fme" surveys because they give a snapshot" of the organization's employees'feelings at a
specific time. The advantage is that a survey gives a good baseline of data. The disadvantages are that
point in time surveys cause a "bubble" of organizational activity encompassing scheduled meetings,
feedback meetings, action planning and communications, with the net effect being a less than
enthusiastic reception to the next survey two years later.

In response to the Mayor's request, attached is a location map which shows the location of all our
officers' residences in relationship to downtown. Sworn personnel is broken into 3 categories-
Admin., Patrol, Investigation. The map then quantifies these into different distance increments.
The increments are as follows:
• Within the City Limits
• City Limits - 5 Miles
• 5 - 10 Miles
• 10 - 15 Miles
• 15 - 20 Miles
• 20 Miles Plus
